Proceedings of 236th Meeting (Part-4) of ERC-NCTE held on 25th – 28th March, 2017 PROCEEDINGS OF 236th MEETING OF THE ERC-NCTE HELD ON 25th – 28th March, 2017 The 236th Meeting of the Eastern Regional Committee (ERC), National Council for Teacher Education (NCTE) was convened on 25th – 28th March, 2017 at Conference Hall, ERC, NCTE, 15, Neelakantha Nagar, Nayapalli, Bhubaneswar. The Chairperson, Members and Convener as listed below were present at the time of the 236th ERC Meeting. Prof. S.M. Sungoh - Chairman Sh. Momin - State Representative of Meghalaya State Ms. Surki Bhutia - State Representative of Sikkim State Shri Pradeep Kumar Yadav - Regional Director (I/C), ERC & Convener As per the notice for meeting issued by this office, the 236th meeting of ERC is scheduled to be held from 25th – 28th March, 2017. Dr. Shukla Mahanty, Chairperson, ERC on 27th March, 2017 (evening) has given consent to continue the meeting on 28th March, 2017 in her absence as she will be attending Meeting of the Council scheduled for 28th March, 2017 at New Delhi. Under the circumstances, the members of ERC considered that the last date 2nd May, 2017, as stipulated by the Hon’ble Supreme Court to dispose of all pending applications, is approaching and every minute is crucial in view of the huge pendency. The members present in the meeting hereby unanimously decided that in absence of Chairperson, ERC on 28th March, 2017, Prof. S.M. Sungoh, Member, ERC shall function as Chairperson. At the outset, the Regional Director welcomed all the members of Committee and apprised them about the provisions of the NCTE Act, Rules, Regulations and Guidelines issued from time to time. With the permission of Chairperson, Shri Pradeep Kumar Yadav (Convener) presented the Agenda before the Committee for its due consideration and appropriate decision. The Proceedings of 235th (Part-2) meeting is hereby confirmed with the following amendment / review :- The decision in respect of Rameshwar Singh Teachers Training College, Vill:- Pandey Parasawan, Street/ Road:- Village Road, Taluka / Mandal:- Town Block Gaya, Town / City:- Pandey Parasawan, Dist: Gaya, Bihar-823004 (B.Ed.- Addl. Intake) (Private) (Magadh Unviersity) (Application No. ERCAPP201645092) (Application ID: 8456) in the 235th (Part-2) meeting is :- “After considering and examining the application along with the documents submitted by the institution, the agenda note, the NCTE Act., the NCTE Regulations 2014 including Norms and Standards, guidelines received from the NCTE Hqrs. from time to time, the Committee discussed the matter in detail and observed as under: a. Show Cause Notice was issued on 17.01.2017 on the following grounds: (i) Building completion certificate is not submitted. (ii) NOC for the applied B.Ed.(Addl. Intake) programme issued from Magadha University on 25.05.2015. NOC for the academic session 2017-18 is not submitted. Shri Pradeep Kumar Yadav (RD/Convener, ERC, NCTE) Prof. S.M. In response, the institution submitted reply vide letter dated 27.01.2017 received in this office on 30.01.2017. The committee considered the reply of the institution and observed that the institution is still deficient on the above grounds of SCN. In view the above, the committee decided as under: The committee is of the opinion that application bearing No. ERCAPP201645092 of the institution regarding recognition of B.Ed.(Additional Intake) Programme is refused under section 15(3)(b) of NCTE Act 1993”. The Committee reviewed the above decision and observed that the institution had submitted another reply vide letter dated 10.03.2017 received on 14.03.2017 along with copies of building completion certificate issued from competent Govt. authority and No Objection Certificate countersigned by Registrar, Magadh University dated 07.03.2017 and the same was not considered earlier. In view of the above, the committee decided as under:- VT be constituted. ATTENTION! 1. The committee unanimously decided that the institution may reply in response to the decision of the committee uploaded on the ERC website without waiting for formal letters from the office of ERC. The replies so received will also be considered by the committee. 2. The Endowment Fund / Reserve Fund (5 Lakhs + 7 Lakhs) is 12 Lakhs per programme. (See ERC website: www.ercncte.org for detail). 3. The institution needs to submit list of 10 schools for internship and school based activities duly approved by District Education Officer. 4. Institutions must give the affidavit for consent / willingness for number of units either one or two if it was not submitted earlier. 5. As per provisions u/s 17(4) of the NCTE Act, 1993, if an institution offers any course or training in Teacher Education without obtaining recognition or permission under this Act, the qualification in teacher education obtained pursuant to such course or training or after undertaking a course or training in such institution, shall not be treated as a valid qualification for purposes of employment under the Central Government, any State Government or University, or in any school, college or other educational body aided by the Central Government or any State Government. 6. The Committee suggested to prepare Data Bank for the teachers. 7. The institution needs to install Fire Safety equipment and submit the Fire Safety Certificate if not submitted earlier. 8. The cutoff date for granting/refusal of recognition for the session 2017-18 was 3rd March, 2017 and now Hon’ble Supreme Court of India extended the time for getting recognition/refusal up to 2nd May, 2017, hence, the institution may submit the compliance on the basis of proceedings uploaded in the ERC NCTE website. B.Ed./B.A. B.Ed. programmes (File No. 3-11/NCTE/ERC/Reg./2017) The Committee noted for further compliance. Intake) (Private) (West Bengal Board of Primary Education) (ERCAPP3023) As per direction of the Hon’ble High Court of Calcutta dated 21.02.2017 in W.P. No. 1913 (w) 2017 filed by Minerva Institute of Education Vs NCTE & Anr., the matter was placed before ERC in 235th meeting held on 15th -16th March, 2017 and as decided, the Corresponsent/Secretary were present in person before the ERC on 28.03.2017 with all relevant documents. The Committee discussed the matter in detail and decided as under: VT to be constituted. Kamakhya Institute of Education, Plot No.3, 5, 6, 7(LR)239, Vill - Debipur, PO.-Badu, Tehsil/Taluka/Town/City - Barasat, Dist. - North 24 Parganas, West Bengal - 700128. 3. 236.2.4 (D.El.Ed. - Addl. Intake) (Private) (West Bengal Board of Primary Education) (ERCAPP3904) As per direction of the Hon’ble High Court of Calcutta dated 21.02.2017 in W.P. No. 1910 (w) 2017 filed by Kamakhya Institute of Education Vs NCTE & Anr., the matter was placed before ERC in 235th meeting held on 15th -16th March, 2017 and as decided, the Corresponsent/Secretary were present in person before the ERC on 28.03.2017 with all relevant documents. The Committee discussed the matter in detail and decided as under: VT to be constituted. ER-236.9 NEW FILE Dharikshan Singh Teachers Training College, Vill:- Kulharia, Street / Road:- NH-30, Taluka/ Mandal:- Ara, Town/City :- Kulharia, Dist:- Bhojpur, Bihar-802160 (D.El.Ed.- 4. 236.9.66 Addl. Intake) (Private) (Bihar School Examination Board) (ERCAPP201646277) (ID No.11283) After considering and examining the application along with the documents submitted by the institution, the agenda note, the NCTE Act., the NCTE Regulations 2014 including Norms and Standards, guidelines received from the NCTE Hqrs. from time to time, the Committee discussed the matter in detail and decided as under: VT to be constituted. NOC for the D.El.Ed.(Addl. Intake) issued from B.S.E.B. on 25.05.2015 submitted. The institution is directed to submit NOC for the academic session 2017-2018 or duly countersigned by the issuing authority to the VT Members. Show Cause Notice was issued on 15.02.2017 on the following grounds:- (i) No Objection certificate issued from concerned affiliating body is not submitted. (ii) Building plan is not approved by Govt.
