SEND: 1. Complete Early Show Package Special Entry must be postmarked by September 1, 2021. 2. Complete Dressage Entries must be postmarked by October 8th, 2021. 3. Complete IAHLA Nationals Working Equitation Entries must be postmarked by October 8th, 2021. Limited to 50 entries. 4. Complete Show class entry forms with all signatures received by October 22, 2021. 5. Copies of all membership cards for Horse/Owners/Exhibitors (IALHA, USEF, USDF). 6. Horse Registrations (both sides) 7. Horse Health Records Negative EIA (Coggins), Health Certificate and Vaccination Record as required by USEF, and all Horses traveling from outside Texas will require a Health Certificate. 8. Evidence of a dressage qualifying score of at least 58 for Dressage Entries. 9. Payment or Payment information for all entry fees. Please enclose a separate signed check to be used at close out of account. 10. Proof of USEF Safe Sport Training.

SIGNATURES: The entry form is not valid unless it is fully completed and has all the proper signatures, Membership numbers, and horse information. Each entry form must have original signatures of the: Rider/Handler/Driver, the Owner/Agent, and the Trainer. An adult must sign for any junior rider. If there is no Trainer, the entry blank must besigned in the Trainer’s section by the owner if the owner will be present on the grounds during the show. If not, the entry must be signed by the adult (over age 18) responsible for the horse during the show. Depending on the circumstances, there also may be a requirement for a signature of Coach. In horse show terms,“Trainer” is the adult responsible for the horse on the show grounds, and “Coach” is an individual providing instruction for remuneration.

Page 18 USEF AMATEUR STATUS: Proof must accompany Amateur entries. USEF no longer allows amateurs to show with a “Show Pass”. To be eligible to show in an Amateur Class, a copy of the competitors USEF Amateur Member Card must be provided to the Show Office.

JUNIOR RIDERS/VINTAGE RIDERS Riders in these classes must indicate their date of birth on the entry form.

TEXAS STATE LAW Texas State Law requires horses traveling to the show to have a current NEGATIVE EIA (COGGINS) test, dated within One (1) year of the end of the show and a current HEALTH CERTIFICATE for all Horses arriving from out of state.

ALL ENTRIES without a Current Coggins (valid thru show dates) and Required Vaccinations by USEF WILL NOT BE ALLOWED TO STABLE ON THE SHOW GROUNDS and will NOT BE permitted to participate in the IALHA NATIONAL SHOW.

USEF VACCINATION RULE, GR845 1. At Federation Licensed competitions, horses 7 months of age, entering the show grounds must be accompanied by documentation of Equine Influenza Virus and Equine Herpes Virus (Rhino pneumonitis) vaccinations within six months of entering the show stables. Horses not in compliance with this rule may be required to leave the competition grounds upon request of the Competition Management. Documentation should consist of one of the following methods mentioned below. The frequency of vaccine administration should be per the vaccine manufacturer’s or veterinarian’s recommendations. It is recommended that vaccines are administered under the direction of a veterinarian. 1. A: In the case of vaccines administered by a veterinarian, the exhibitor upon request By Competition Management, mustprovide documentation from the veterinarian on documenting that the horse in question has received the vaccinations,name of the vaccines and date of administration. 1. B: In the case of vaccines administered by a person other that a veterinarian, the exhibitor, upon request of Competition Management, must provide a receipt of the vaccine purchase which is signed by the owner, or agent with care, custody & control of the horse. Vaccine Name, Serial Number, Expiration Date of the Vaccine and date the vaccine was administered must be supplied to the Competition Management. 1. C: In the case of a horse that is unable to receive either of the vaccinations due to a history of Adverse Reactions, theExhibitor, upon request by the Competition Management, must provide a letter from the veterinarian on Official Letterheadstating that the horse in question cannot be vaccinated due to medical concerns and a log of temperatures taken twice dailyfor the 7 days prior to entering the competition grounds. These horses must also have their temperature taken and loggedtwice daily while on the competition grounds. The log of temperatures is to be provided to the Competition Management,Steward or Technical Delegate.

IALHA REQUIREMENTS All Persons whose horses are entered in the show must be in good standing with IALHA. All membership fees, registration fees, entry fees, past sponsorship pledges or other outstanding obligations must be paid prior to admission of any entry into the show.

Page 19 ATTENTION DRESSAGE COMPETITORS For the 2021 IALHA National Show, the qualifying dressage score will be a score of at least 58. The minimum dressage score of 58 must be met by the competitor to qualify for a National Championship Award.

USDF Statement on Animal Welfare The USDF, a federation of over 100 independent organizations throughout the US with a membership of nearly 30,000 members, supports the concept of ethical treatment of animals. Dressage is a classical method of training horses, based upon the horse’s natural responses, as carried out in a gradual, planned program during which the horse’s athletic abilities are improved in a systematic manner. As a result, the horse becomes capable, comfortable and responsive in partnership with the rider without the use of force. Dressage competition at various levels of achievement is the ultimate test of the training program to determine whether the desired harmony between horse and rider has been achieved. The rules pertaining to dressage competition prohibit the use of artificial appliances, training aids, and drugs, which would force the horse to submit. Instead, the emphasis is upon training and a cooperative partnership with the rider. Major competitions are carefully monitored to assure that there is no unnecessary force or harshness displayed. Unlike other horse sports in which horses enter training at a relatively immature state, dressage training is usually not seriously begun until the horse is 3 or 4. The top levels of achievement require 5 or more years of progressive training and it is not unusual to see horses in international competition in their late teens. This, in itself, places a premium on good care and soundness throughout the horse’s life. While supporting the concept of animal welfare in it broadest form, the USDF also recognizes that it is unrealistic to ascribehuman emotions and responses to the horse which in its wild state is a creature of flight, living a hard and precarious existence.Under domestication, the horse is assured of ample food and care.

As an educational organization, USDF has numerous programs which teach people how to pursue the accepted,humane training methods. A program of certifying instructors also emphasizes protecting the horse’s welfare in pursuitof dressage training.

USEF SAFE SPORT TRAINING REQUIREMENT APPROVED August 27, 2018 Safe Sport USEF Rule Part 3 1. Every USEF member and Federation Participant* shall abide by USEF’s Safe Sport Policy and the U.S. Center for SafeSport Code of Conduct. * As described by the USEF Safe Sport Policy, a Federation Participant is any USEF member or non-member, who participates in, or attends a USEF-licensed competition or sanctioned event. 2. In order to comply with S.534, the Protecting Young Victim’s from Sexual Abuse and Safe Sport Authorization Act of 2017, the USEF Safe Sport Policy, and the Center’s SafeSport Code of Conduct, every USEF adult member and USEF participant, with the exception of the victim is required to report suspected sexual misconduct within 24 hours to the appropriate authorities and to the U.S. Center for Safe Sport. 3. Beginning January 1, 2019, every USEF adult member with a Competing Membership must complete USEF’s Safe Sport Training, as approved by the U.S. Center for SafeSport (the center). BOD 8/27/18 Renewing USEF members must complete SafeSport before competing. ** A copy of your SafeSport Certificate of Completion must be submitted with entry if you are 18 years old & over, unless completion is printed on your USEF Membership Card**

Page 20 2021 IALHA NATIONAL SHOW EXHIBITOR INFORMATION

The 2021 IALHA National Show is a licensed competition. Every Andalusian/Lusitano or Half- Bred class offered herein which is covered by the rules and specifications of the current Federation rule book will be conducted and judged in accordance therewith. The rules of the Federation take precedence of the rules of any other association. Exhibitors are encouraged to refer to the current Federation Rule Book which is online at www.usef.org. A Federation Steward approved by the Show Committee shall be present to administer these rules at the show.

AWARDS & PRIZES Any prize money due to the competitors will either be applied to cover show balances or will be paid by check and postmarked within 30 days of the completion of the National Show financial audit. Competitors owing money to IALHA for any reason, will have money credited against their debt, and any remaining prize money will be paid as outlined above. Any prize money shall be paid to the owner of record of the horse, regardless of who paid the entry or handled or rode the horse at the show. National Championship and Grand National Championship classes will award ribbons and trophies to the Champion and Reserve Champion and ribbons to the Top Five entries in each class. Gold Medal Movement awards will be presented to the entry with the highest total movement score in the appropriate classes. All USEF classes to be placed through 15 exhibitors. There is only ONE Championship Award and Ribbon awarded for Each Championship or Reserve Championship.

This year, based on exhibitor feedback, we will be transitioning to different awards. National champion winners may choose between a trophy* or an embroidered jacket. Reserve champion may may select a trophy* or an embroidered cooler. (*Trophies are pictured below and will be available while supplies last).

We've also heard from participants that some of you have a number of these trophies already... so if you have some still in boxes, or are in storage, we have an opportunity for you! Bring any extra trophies (pictured below) with you to the show and for each undamaged, unblemished trophy to you donate back, you will receive a voucher for $20 off your final show bill. Bring them to the awards table, where we will inspect them and provide you with a coupon for each in it's original condition! SO if you have more trophies than you have display space at home, this is a great way for them to be put to good use!

Page 21 MINOR EXHIBITORS Parents/Guardians of minor exhibitors shall not hold the United States Equestrian Federation, The International Andalusian & Lusitano Horse Association, the IALHA National Show, Will Rogers Memorial Center, IALHA Show Officials and Staff or the City of Fort Worth, Texas responsible for injury to such minor. No child’s entry will be accepted unless their entry form is SIGNED by a PARENT or GUARDIAN. The signature of instructors, agents or other unrelated persons WILL NOT BE ACCEPTED.

USEF FEES For every horse in USEF classes, a $23.00 USEF Drugs and Medications fee will be collected. This fee does not apply to horses entered ONLY in Opportunity Classes. Per GR206.9 a Fee of $45.00 will be collected from participants who are not USEF members that will be competing in USEF classes. Show passes do NOT enable an exhibitor to compete in an Amateur Class. All Amateur Exhibitors must be members of USEF.

ENTRY FORMS No Entry will be accepted and considered a Pre-Entry unless all items listed above, including all signatures required and full payment of fees are SENT TOGETHER. Use only the Entry Form provided by IALHA (may photocopy if more than one needed) and use a SEPARATE Entry Form for Each Horse. For 2021, Dressage Entries will be required to send a qualifying score of 58. Each horse is limited to 6 Performance classes per day. , Showmanship and Dressage Sport Horse in Hand are excluded from this rule.

PAYMENT No Entry may show unless fees are paid in full. Each competitor is required to leave either a signed open check or a credit card authorization with the Show Secretary prior to receiving back/bridle numbers, with the understanding that any No Show Penalties, etc. will be paid using this form of payment. Management may require cash deposit, certified check, cashier’s check or money order from any entry who has an outstanding balance with IALHA or who has had a past payment returned.

OFFICE FEE Every horse entered in the IALHA National Show will be charged a fee of $50.00. The Show Office will open on Monday, November 8th, 2021 at 9:00 a.m. Ryan Chambers will be IALHA Show Secretary. On competition days, the office will be open to exhibitors 1 hour prior to the beginning of the first session and close 30 minutes after the last class of the day.

CLASS ADDITIONS Classes may be added to entry after closing date without penalty if the class is added by using the official form provided by the Show Office. Class Additions must be done prior to the class session and according to this schedule: • Morning session classes must be added by 7:00 PM the evening before. • Afternoon session classes must be added by 10:00 AM the day of the class. • Evening session classes must be added by 2:00 PM the day of the class. • Dressage Entries Close October 8th, 2021. Entries received after this date will be placed on a “wait list”, but no guaranteed ride. • All forms must be signed by an adult member of the exhibitor’s team.

Page 22 FAILURE TO APPEAR “No Shows” will be charged a $25.00 No Show Penalty for each class in which a competitor who entered a class fails to appear for the class and had not informed the show office of intention to scratch the class. A Second “No Show” by the same entrant will also be charged an additional S25.00 penalty and the entry may be considered a scratch for the rest of the day. No refunds will be granted, and all such penalties will be assessed to the entrant’s open check or credit card as preauthorized prior to leaving the show grounds at the end of the competition.

SCRATCHES All scratches must be made in the show office on the official office form. Refunds for class scratches will only be refunded if the horse officially scratched using the form in the show office prior to 10 a.m. for afternoon classes, 3 p.m. for evening classes and 7 p.m. for the prior day for morning classes. No refunds will be paid out until after the show closes and is audited.

SUBSTITUTIONS Once entered, owners may substitute an entrant with submission of a veterinary certificate verifying the horse’s illness/injury and inability to compete, or proof that the entrant has be sold or is deceased. In the event of a substitution, the show secretary must be notified at least 24 hours before the show date and a new entry form completed.

REFUNDS and SCRATCHES Entries will only be refunded (less a $25.00 handling fee) if a Vet Certificate verifying the horse’s illness/injury and inability to compete is received within FIVE days of the first day of the event. No refunds will be issued on stabling fees. Refunds in the event of severe weather, state/local/national emergency or any other Act of God will be ranted at the sole discretion of IALHA and Show Management. IALHA AND Show Management may elect to not grant r efunds. No refunds will be issued for amounts less than $25.00. If moneyis owed to IALHA for any reason, such debt will be satisfied before other monies are refunded. Refunds for class scratches will only be refunded if the horse officially scratched using the form in the show office prior to 10 a.m. for afternoon classes, 3 p.m.for evening classes and 7 p.m. for the prior day for morning classes. No refunds will be paid out until after theshow closes and is audited.

PRIZE MONEY W-9 FORMS Winners of prize money who are U.S. citizens or residents are required to complete IRS form W-9 and provide a valid SSN or TIN Prior to payment of prize money. Failure to submit form W-9 in a timely manner will release the Show and IALHA from USEF rules for a timely payment of prizes. Prize money will be paid from the IALHA office following complete verification of results and w-9 submission.

FINAL BILL Please close out your bill and pick up your final billing statement in the show office by close of the show on Saturday, November 13th, 2021. Check over your billing statement carefully before leaving; it will be assumed to be accurate once signed off. Your account will be closed out for you if you do not wish to come to the show office. RETURNED CHECKS Returned Checks will be assessed a fee of $50.00 or 10% of the balance due (whichever is greater) and may be subject to the provisions of the USEF rules for non-payment. Unpaid balances will be charged 1.5% per month and a fee of $25.00 per month. No payment will be processed a second time after it has been returned by the bank, and any monies still due to the show or IALHA shall be paid by Certified Check, Cashier’s Check or Money Order. HORSE SHOW EXECUTIVE COMMITTEE This committee reserves the right to itself, to interpret all questions and conditions in regard to or arising out of, or incident to the show, without claims for damages or recourse of any kind. Any question not covered in these rules and regulations shall be decided by the Horse Show Executive Committee and their decision to be final. The Committee shall consist of the Show Manager, Show Secretary, USEF Show Steward and Representative from IALHA, Malen Dell.

HORSE SHOW MANAGEMENT Management Reserves the Right to refuse, accept conditionally or cancel any entries, disqualify any rides or exhibitors, prohibit entries and cancel award prizes without claims for damages as well as to change any course, to cancel or combine any unfilled classes or to reschedule classes and to change rings, judges or other officials. The Class Schedule in this booklet is Tentative. Show Management reserves the right to adjust the class schedule and class order. If entries warrant, performance may begin earlier or later than published. If entries warrant, classes may be split or combined. Show Management also reserves the right to change, reschedule or cancel classes due to scheduling or weather. * CHECK WITH THE HORSE SHOW OFFICE FOR EACH DAY’S SCHEDULE *

STABLING

IALHA and Show Management will make every effort to accommodate requests to be stabled next to or near

other competitors and assign specific stalls. STALLS

Stalls with doors, whether occupied with horses, feed, or tack will be available for $200.00 Per Show Week.

th th The barn opens at 9:00 a.m. and stalls are available from Monday, November 8 thru Saturday, November 13 , th 2021. All stalls must be vacated by 10 a.m. on Sunday, November 14 and there will be no use of ANY of the venue’s arenas on Sunday. Failure to do so will result in additional billing from IALHA. Stalls will be assigned by the Barn Manager, failure to use the stalls assigned will result in a penalty of $200.00 per day. One horse per 10x10 stall with the exception of horses under the age of 1 year may be stalled with another horse. Shavings must be purchased thru the Will Rogers Arena. No outside shavings / bedding is allowed.

STALL MODIFICATION

The use of nails, Velcro, drilling, duct tape, rubber cement, etc. is STRICTLY PROHIBITED.

The exhibitor is responsible and will be billed for any repairs necessary. Stall panes may be moved by the facility only, prior to move in day. Cost for moving panels is $20.00 per panel. All owners and exhibitors will be held responsible for any damage incurred by them or their agents to barns, or Will Rogers properties on the show grounds. You will be billed accordingly. Stalls must be in the original condition with the exception of shavings and horse manure. Anything brought to the grounds must be removed from the grounds. All Extension cords must have GFCI Protected on them with a 3 Prong plug. Cords may not be installed thru doors. The premise will be checked for compliance.

EARLY AND LATE ARRIVALS

Arrivals are Not permitted between 11 p.m. and 7 a.m. In an emergency situation contact the Show Manager,

NO SMOKING Smoking is Not allowed in any of the barns, barn areas or buildings at the Will Rogers Memorial Center. Anyone found smoking in the barn area will be fined $100.00. Any spectator smoking will be asked to put out the smoking item or be asked to leave.

MAIN ARENA SPECS One indoor (150 by 300 ft.) competition arena will be used. Sand/Clay mix. Additional arenas may be used with sand/clay mix. Lunging will only be allowed in designated areas and NEVER in the Coliseum or Main Arena.

CLASS CALLS Due to potential unforeseeable problems with any mechanical device, PA systems, and paddock calls must be considered a courtesy. It is the responsibility of the exhibitor to be sure that his/her horse is at the entry gate when the class is ready to begin. Every effort will be made to maintain a working PA system to carry class calls; however, no protest will be upheld, nor will any class be changed on the basis of a PA malfunction. There may be up to a 6-minute break where classes have been canceled. The two-minute Gate Rule will be strictly adhered to. Breaks will be scheduled throughout the day.

SHARPS Red Sharps containers are available in the barn and must be used for the disposal of needles and other disposable sharp instruments. Show Management may fine owners, trainers, and exhibitors and their agents up to $1000.00 for improper disposal of needles or sharp instruments.

DRUG TESTS All horses may be drug tested on a random basis.

HOOF AND SHOE INSPECTIONS Random inspection of toe length, hoof construction, hoof pads and shoe gauge may be performed. See USEF A/L Rules for specifications and the USEF Show Steward will have the Option to inspect at any time.

HELMETS ALL exhibitors, 18 years old and under are required to have a helmet on at all times when mounted. Helmet use is recommended for all riders, regardless of age. Per DR 120.6, all riders competing in Dressage must wear a helmet at all times when mounted, including warm up days.

SHOW ATTIRE No handler, exhibitor, rider, or driver shall be allowed to enter a class wearing clothing that displays logos or wording that would identify any farm/business/owner/breeder. Jeans or shorts are not acceptable attire for handlers/assistants/horse holders in halter or in hand classes. Please see USEF rules for proper attire for each division. Horses are not allowed to use saddle pads that identify any farm/business/owner or breeder.

DOGS Dogs must be on leashes no longer than 6 feet. Individuals must not lead a dog white mounted. No loose dogs are allowed. Dogs are not permitted on the indoor arena concourse, in any rings or arenas, or at any ring entry point unless crated. All dogs must be on handheld or tied leashes in /around the barns and parking areas. Per USEF Rule GR 1301.6, dog owners who fail to comply with these rules will be issued a Yellow Warning Card and will be subject to penalties under Chapter 6 and 7. Service Dogs are exempt from this rule.

NATIONAL CHAMPIONSHIP DRESSAGE Classes 001 – 021 The most current dressage tests will be used. Tests must be ridden from memory. No whips are allowed in performance arena. No out of order rides will be accommodated in the championship classes except where required to meet DR 126.1. USEF Dressage rules apply unless specifically exempted in AL232.1. Ride times will be posted in the Show Office. Ride times will not be mailed or emailed to competitors. A qualifying score sheet showing at least 58% in a test at the level entered must be included with entry. For musical freestyle the score sheet of the qualifying freestyle must be included with the entry form.

DRESSAGE SPORT HORSE IN HAND Classes 056-060, 081-089 USEF Subchapter AL-42 Sport Horse. Horses will be shown one at a time at a walk and trot, on a triangle. See diagram at AL236. Conformation is to be evaluated in terms of potential trainability, potential performance and predisposition to soundness. Form to function is to be emphasized. Blemishes are not to count unless resulting from conformation faults. Gaits are to be evaluated in terms of purity, quality and correctness. Correct gaits which contribute to ease in training and the horse remaining sound and useable are most important. Both Dressage-type and Hunter-type appointments (tack and attire) are permitted. are mandatory on horses three years and older. A bridle shall be a dressage-type snaffle bridle or hunter-type snaffle bridle. Snaffle may be with or without cheeks, keepers allowed. Use of a noseband is optional but if used, it must be a cavesson, flash, figure 8, Mexican, dropped, or crescent style noseband. A split or single lead made of either leather or chain (or a combination of both) may be used, attached through both sides of the , with/or instead of reins. Horses aged two years may be shown in a bridle (as listed above), or a plain leather stable halter. Horses under age two years must be shown in a plain leather stable halter

DRESSAGE SPORT HORSE UNDER SADDLE Classes 121-124 USEF Subchapter AL-42 Sport Horse. To be shown at a walk, trot, and canter both directions of the ring. Judge may request lengthening of stride at any gait and may request horses to back in the line-up. Both Dressage-type and Hunter-type appointments (tack and attire) are permitted.

DRESSAGE SPORT Classes 081-082, 093-094 USEF Subchapter AL-42 Sport Horse. To be judged on presentation of horse, neatness and appearance of handler, overall condition of the horse, handling techniques, appropriate tack and equipment, and ability to show the horse to the best advantage.

HALTER Classes 026-037, 061-062, 090-094 USEF AL Subchapter 2. Horses are shown at the walk and trot. Page 26 GET OF SIRE & PRODUCE OF DAM Classes 038 & 039 USEF AL-107. These classes are a great opportunity for breeders to showcase their breeding program. Get of Sire and Produce of Dam classes shall have at least two purebred entries, entered under the name of the sire or dam, with one handler per entry. Entries shall be presented under the same provisions as Halter/In-Hand, except a walk or trot is optional. No halter pattern is used for this class. More than one set of entries per sire or dam may be presented in the same class. Entries are judged on reproductive likeness, uniformity, and quality of breed characteristics, conformation and similarity. Sire or dam are not shown alongside their offspring, except dam must be present in the case of an entry which is a nursing foal.

BEST MOVEMENT Classes 047 & 111 USEF AL Subchapter 4. An in-hand class in which horses are judged at the walk and trot.

ENGLISH PLEASURE - SADDLE SEAT HORSE Classes 050, 073, 099 USEF AL Subchapter 6. Suitable for a horse with, at, or above level knee action. Vitality and presence are highly desirable. To be performed with willingness and obvious ease, cadence, balance, and smoothness. Attire and Appointments - light show type bridles, full bridles or pelham bits must be used. Exception - Junior horses (3-5 years) may be shown in a snaffle bit, however once shown in a curb type bit the horse may not be shown in a snaffle. Cut back English saddle is required. Informal saddle seat dress is suggested (jacket, jodhpurswith derby or soft hat). Formal riding habits are permitted. To be show at the walk, normal trot, strong trot, canter,and hand gallop.

ENGLISH PLEASURE – COUNTRY Classes 043, 051, 112, 131 USEF AL Subchapter 7. Suitable for horses with some knee action. Horses are to give the distinct appearance of being a pleasure to ride, A quiet, responsive mouth is paramount. Excessive speed at any gait to be penalized. Attire and Appointments - light show type bridle, single snaffle, single curb, curb and snaffle, or Pelham bit. English-type saddle. No forward seat allowed. Informal saddle seat attire is required, no hunt attire. Conservative colored jacket with matching , or day coat with jodhpurs are allowed. Boots and derby or soft hat is required. To be shown at the walk, normal trot, strong trot, canter, and hand gallop.

ENGLISH PLEASURE - HUNT SEAT Classes 048, 067, 095, 129 USEF AL Subchapter 8. Suitable for horses with lower knee action, and horses that move suitably for lower level dressage. Excessive speed at any gait will be penalized. Attire and Appointments - Manes and tails may be braided, Regulation bridles including snaffle, pelham or kimberwicke are required, as well as the use of cavesson type nosebands. Dropped nosebands, figure eight nose bands, and flash nosebands are NOT allowed. English hunt, dressage, or combined or side-saddles are permitted. Riders to wear coats of any tweed or Melton for hunting, breeches (or jodhpurs), and boots. Dark blue, black, or brown hunting cap, helmet, or hunting derby is mandatory. Spurs and crops up to 30’’ in length are optional. To be shown at the walk, trot, canter, and hand gallop. The neck should be carried lower than that of an English Saddle Seat horse, in a more relaxed manner.

Horses that have competed above first level dressage are not eligible to compete in this class. Slight errors should not be penalized. Horses may not enter in Dressage Suitability and Dressage Hack. To be shown in a snaffle bridle, and smooth snaffle bit with cavesson, drop, flash, or figure eight nosebands are allowed. Saddles are dressage or all-purpose English type. Hunt coat, breeches or jodhpurs, boots or jodhpur boots and hunt cap, helmet, or dressage derby are required. Dress for USDF dressage are also allowed. To be shown at the walk, trot, and canter, exhibitors may be asked to lengthen or shorten strides, walk on a loose rein, halt, stand quietly, and back.

DRESSAGE HACK Classes 044, 097, 101 USEF AL Subchapter 10 General - No cross entry between Dressage Suitability and Dressage Hack. Attire and Appointments - May be shown in snaffle bridle with smooth snaffle bit or full bridle, Drop, flash, or figure eight nosebands are allowed when using a snaffle. Regular cavesson nosebands are also permissible with a snaffle or full bridle. English dressage or English all-purpose saddles are permitted. Conservative dressage style saddle pads are required. One whip is permitted (no longer than 47.2 inches). Short riding coat or conservative color, with tie, choker, or stock tie, breeches or jodhpurs, boots or jodhpur boots, a hunt cap, derby, top hat, or helmet. Gloves of conservative color are recommended. Half champs and/or leggings are not allowed. Spurs are permitted. To be shown at the working walk, working trot, working canter, lengthened trot, lengthened canter, free walk, working trot on a long rein, back, and stand.

ENGLISH SHOW HACK Classes 104, 115, 130 USEF AL Subchapter 14 General - Suitable for a dressage horse and English pleasure horse. Elevation and high knee action are not to be emphasized. This is a class for a well-trained animal, horses to exhibit balance, vitality, animation, presence, and supreme quality. Horses may be braided. Obedience to the rider is of prime importance. Attire and Appointments - Light show type bridle with single snaffle, double (full) or pelham. Kimberwicke bit is permitted, brow bands other than hunter or dressage types are prohibited. Figure eight, drop, or flash nosebands are prohibited. Saddles may be any dressage, or all-purpose English. Breastplates are allowed. Conservatively colored coat, breeches, and boots, hunt cap, derby, or helmet is required. Formal attire (white breeches, top hat, and tails) may be worn. To be shown at the walk, trot, canter, hand gallop. At normal, collected and extended gaits.

WESTERN PLEASURE Classes 045, 052, 054, 063, 114, 116, USEF AL Subchapter 15 General - light hand contact with the horse’s mouth must be maintained at all gaits. Only one hand may be used around the reins, and hands may not be changed. Two hands may be used when Junior horse is being show in in a snaffle bit or hackamore. Horse’s eyes should be at or above the withers in all gaits. Excessive speed at any gait will be penalized. Attire and Appointments - Any western type headstall without noseband in conjunction with any standard western bit is allowed. Bits (standard western, jointed mouthpiece is permitted, flat leather chin strap at least ½ inch in width) Curb chains are also allowed and must be at least ½ inch and lie flat against the jaw. Hackamores or snaffle bits (smooth mouth) will be permitted on junior horses. Mechanical hackamores are prohibited. Split reins or closed reins are acceptable. stock saddle, or side saddles are permitted. Riders must wear western hat, long sleeved shirt with collar, trousers or pants, boots, and chaps. WESTERN PLEASURE EQUITATION (Walk/Jog) Class 064 Open to Purebred and Half Andalusians and Lusitanos. Open to Amateurs of any age, to be judged on rider’s position, seat, hands, and correct use of the aids. Western tack and attire are appropriate. Horses may be of any level of competition, sex, or movement type.

PRO-AM PERFORMANCE Class 069 Open to Purebred and Half Andalusians and Lusitanos, 3 years and over. Horses will be judged on performance, manners, and type. This class will be judged in two parts. The professional rider will ride first, at the judge’s discretion riders will line up in the middle. Amateur riders will then mount and continue to work the horse on the rail. Horses will be asked to walk, trot/jog, and canter/lope. Horse and riders may present in English, Western or traditional tack and attire. Both amateur and professional, and horse must be attired in accordance with the same discipline.

MUSICAL FREESTYLE JACKPOT Class 071 Here is an opportunity to show off! Open to Purebred and Half Andalusian and Lusitano horses or team (up to two horses). Music MUST be provided at check in. Horse and rider are given 4 minutes to perform. This class will be judged on quality of gait, quality of transitions, attire, appropriateness of music to exhibition, creativity, and imagination. Open to any style or type of presentation, i.e. dressage, saddle seat, driving, long lining, pas de deux, western, reining, hunt, country, pleasure, liberty, bailando/dancing, doma vaquera, etc. We want to see you shine. Performances will be between classes throughout the week, please select your performance time in the office, to best schedule your class. Performances may last up to 4 minutes, but may be less should the rider wish, and horses must leave the arena immediately after the music stops. Horses that take an excessive amount of time to leave the arena will be disqualified. Horses with any marks or injury seen from whips, spurs, or bits will be grounds for immediate disqualification. Winners will be awarded to the top 5 exhibitors, with 1st place, 30% of the entry fees, 2nd place, 20% of the entry fees, 3rd thru 5th place, 15% of the entry fees.

FANTASY/HERITAGE COSTUME DRIVING Class 072 Open to Purebred and Half Andalusians and Lusitanos, 3 years and over. Excessive speed must be penalized. Headers are optional. Costumes should be made of durable material and securely attached, such that no part of the costume falls off during the class. Exhibitor is to give free expression to the imagination and creativity of the presentation. To be show at the walk and trot. To be judged on creativity, authenticity to period, suitability of costume to horse and rider and manners.

HUNT SEAT EQUITATION (Walk-Trot) Class 078 Open to Purebred and Half Andalusians and Lusitanos. Open to Amateurs of any age, to be judged on rider’s position, seat, hands, and correct use of the aids. Hunt tack and attire is appropriate. Horses may be of any level of competition, sex, or movement type.

DRIVING TO RIDING VERSATILITY Class 079 Open to Purebred and Half Andalusians and Lusitanos, 3 years and over. Horses must be ridden and driven by the same exhibitor. Horses must be driven first in accordance with the rules of Pleasure Driving, Country Pleasure Driving, Show Pleasure Driving, or in traditional Spanish/Portuguese turnout following the USEF driving rules, at the walk/ trot and strong trot. Tow grooms or attendants may assist in unharnessing and saddling. One groom MUST act as a header. Ample time is allowed for this tack change. REMOVAL OF THE DRIVING BRIDLE WHILE THE HORSE IS TICHED WILL BE IMMEDIATELY ELIMINATED. Horses under saddle may be asked for walk, trot/job and canter/lope. This class is judged on 50% driving and 50% saddle.

ADULT LEADLINE Class 107 To benefit the IALHA Youth at the IALHA National Show. Riding in your first National Championship Class can be intimidating especially if you are over the age of 18. Not to worry... This is the class for you! Here trainers, owners, grooms volunteers, and audience members are all on equal footing. Shine your boots,and perfect your bows... this is your time to shine! Your horse can be handled by a friend (adult or youth), or if your horse is not under saddle yet, you can lead your own horse in hand. This class is to benefit our youth exhibitors at the IALHA National Championships. 100%of all entry fees will be split among our youth owners to help pay for their classes at this show. Entry fees are lowered to$45.00 to encourage participation.

CONCOURS d’ ELEGANCE Class 109 Carriage drivers! Bring along your best carriage and enter this class! The essence of this competition is the word “elegance”. The winner of the Concours d’ Elegance trophy will be the turnout, that in the opinion of the judges, presents the most elegant effect. This will include the vehicle, harness, appointments, horse(s), driver, passenger(s), groom(s) etc.; but above all, general impressionis most important.

Vehicle and harness may be inspected to ensure thoughtful restoration and maintenance. Attention will be paid to the personal appearance of the driver, groom(s), and passenger(s) as it contributes to the overall picture. Period costumes are prohibited. OPPORTUNITY IN HAND TRAIL Class 134 Open to Purebred and Half-bred Andalusians and Lusitanos. Trail horses are required to work over and through obstacles. Exhibitors will be permitted to inspect the course on foot during the Judge’s Instruction period prior to the start ofthe class. No horse may enter the trail course area until the course and judge are ready. Tests which may be required are negotiating gate, carrying objects from one part of the arena to another, going through water, over logs, crossing a bridge, backing through obstacles, sidepassing, and performing over any reasonable conditions encountered along the trail. (However, unnatural obstacles, such as fire extinguishers, perforated plywood in water boxes, animals, hay bales or unsafe elements shall not be used.) Course to include a minimum of six obstacles. Horses to be penalized for any unnecessary delay whileapproaching obstacle. Judges are encouraged to advance on to the next obstacle for any horse taking excessive time atan obstacle. Two or more horses may be entered by the same exhibitor. Obvious unsoundness must be disqualified with no prize awarded. This class will be judged on the performance of the horse over obstacles, with emphasis on manners, response to the rider, and quality of movement. Credit will be given to horses negotiating the obstacles with style and efficiency, providing correctness is not sacrificed. Horse should receive credit for showing attentiveness to the obstacles and the capability of packing their own way through the course when obstacles warrant it, and willingly responding to the rider’s cues on more difficult obstacles. Horses with artificial appearance over obstacles should be penalized.

OPPORTUNITY CHARRO PLEASURE Class 137 This is an opportunity for Charros to exhibit their finest tack and attire! Open to Purebred and Half-bred Andalusians and Lusitanos. Exhibitors to enter the ring counterclockwise @ jog or trot, class will be shown in both directions at the walk, jog/trot & lope/canter. They may be asked to back on the rail. The class will line up head to tail at the direction of judge/ringmaster, to be better viewed by judge and audience. The class is judged 70% on correct attire (atudeno) of charro & horse and 30% on performance.

GENERAL INFORMATION

EVERY CLASS OFFERED HEREIN WHICH IS COVERED BY THE RULES AND SPECIFICATIONS OF THE CURRENT USEF RULE BOOK WILL BE CONDUCTED AND JUDGED IN ACCORDANCE THEREWITH.

MOTORIZED VEHICLE STATEMENT Per USEF GR1301.7: Minors who do not have a valid driver's license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver's license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges bein9 filed a9ainst any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule.

USEF MEMBERSHIP STATEMENT Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Competitions at the Preliminary Level or above and Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $30 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot (exception: Friesian performance FR218) and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport classes. As well as other non USEF classes.

FEDERATION ENTRY AGREEMENT By entering a Federation-licensed Competition and signing this entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur and on behalf of m}'.'.self and my principals, representatives, employees and agents, I agree that I am subject to the Bylaws and Rules of The United States Equestrian Federation, Inc. (the "Federation") and the local rules of 2017 IALHA National Championship (Competition).I agree to be bound by the Bylaws and Rules of the Federation and of the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree to release and hold harmless the competition, the Federation, their officials, directors, and employees for any action taken under the Rules. I represent that I am eligible to enter and/or participate under the Rules, and every horse I am entering is eligible as entered. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right of publicity, or to misappropriation. The construction and application of Federation rules are governed by the laws of the State of New York, and any action instituted against the Federation must be filed in New York State. See GR908.4.

USEF AMATEUR MEMBERSHIP REQUIREMENTS: Every rider or driver having reached his 18th birthday prior to December 1, 2020, must have in his possession a USEF Amateur card or apply for a USEF Membership and Amateur card in the show office at least one hour prior to riding in an Amateur to Ride/Handle Class. If a non-member wishes to participate in a class restricted to amateurs, it is suggested that he or she join USEF as a Competing Senior Active member, which includes amateur certification, and sign as an amateur. The Amateur Non-Member Fee has been eliminated; USEF membership is required for all Amateurs.

PROPER ATTIRE WILL BE REQUIRED OF ALL EXHIBITORS, HANDLERS, TRAILERS, AND ASSISTANTS IN THE SHOW RING. Protective headgear is strongly recommended. You will not be penalized in any class for the use of protective headgear and/or a protective safety vest. See GR801.4.

DRESSAGE HELMET RULE: Per DR120.6 anyone who is competing in Dressage classes must wear protective headgear at all times when mounted on a horse. This includes warm-up and participation m dressage classes, including warm-up on the day preceding dressage classes. JUDGING: Judging of National & Grand National Championship Halter & Performance classes will be by a three-judge panel. Each class will have a Call Judge determined on a random rotating basis. Placings will be based on the combined scores of all judges. The Call Judge's placement will break all ties. The entry with the highest total points will be awarded National Champion; the entry with the second highest total score will be awarded Reserve National Champion; and the remainder of the Top Five (unranked) will be third, fourth & fifth highest scores. Exception: Dressage, and Specialty Halter Classes may be placed by a single judge, or a pair of judges as noted in the class list.
