Adoption of agenda LIBE_OJ (2017)0907_1 The agenda was adopted with the following changes of the order of business. Points 7 and 8, the joint debate on Security after point 3, at 9.15 instead of 11.00 Point 4 on the implementation of the EU readmission agreements, with particular reference to the ongoing work of the Joint Readmission Committees at 11.15 instead of 9.10 Point 5, the vote on the draft opinion on Legitimate measures to protect whistle- blowers acting in the public interest when disclosing the confidential information of companies and public bodies (Rapporteur: Maite PAGAZAURTUNDÚA RUIZ (ALDE)) at 10.15 instead of 10.00 Point 10 on the Fight against Afrophobia at 12.00 instead of 15.45 Point 11 on the European Commission 2016 Annual Activity report: DG Migration and Home Affairs had to be postponed. 2. Chair’s announcements The Chair indicated that interpretation in Croatian and Gaelic was not available for this meeting. Endorsement of Coordinators' recommendations (Rule 205) Further to Rule 205 of the Rules of Procedures the Chair submitted the Coordinators’ feedback note of 11 July 2017 for approval.     THE NEW EUROPEAN PARLIAMENT KEY COMMITTEE COMPOSITION 31 JULY 2019 INTRODUCTION After several marathon sessions, the European Council agreed on the line-up for the EU “top jobs” on 2 July 2019. The deal, which notably saw German Defence Minister Ursula von der Leyen (CDU, EPP) surprisingly designated as the next European Commission (EC) President, meant that the European Parliament (EP) could proceed with the election of its own leadership on 3 July. The EPP and Renew Europe (formerly ALDE) groups, in line with the agreement, did not present candidates for the EP President. As such, the vote pitted the S&D’s David-Maria Sassoli (IT) against two former Spitzenkandidaten – Ska Keller (DE) of the Greens and Jan Zahradil (CZ) of the ACRE/ECR, alongside placeholder candidate Sira Rego (ES) of GUE. Sassoli was elected President for the first half of the 2019 – 2024 mandate, while the EPP (presumably EPP Spitzenkandidat Manfred Weber) would take the reins from January 2022. The vote was largely seen as a formality and a demonstration of the three largest Groups’ capacity to govern. However, Zahradil received almost 100 votes (more than the total votes of the ECR group), and Keller received almost twice as many votes as there are Greens/EFA MEPs. This forced a second round in which Sassoli was narrowly elected with just 11 more than the necessary simple majority. Close to 12% of MEPs did not cast a ballot. MEPs also elected 14 Vice-Presidents (VPs): Mairead McGuinness (EPP, IE), Pedro Silva Pereira (S&D, PT), Rainer Wieland (EPP, DE), Katarina Barley (S&D, DE), Othmar Karas (EPP, AT), Ewa Kopacz (EPP, PL), Klara Dobrev (S&D, HU), Dita Charanzová (RE, CZ), Nicola Beer (RE, DE), Lívia Járóka (EPP, HU) and Heidi Hautala (Greens/EFA, FI) were elected in the first ballot, while Marcel Kolaja (Greens/EFA, CZ), Dimitrios Papadimoulis (GUE/NGL, EL) and Fabio Massimo Castaldo (NI, IT) needed the second round.

    Ms Viviane Reding Vice-President of the European Commission Commissioner for Justice, Fundamental Rights and Citizenship B-10409 Brussels Belgium 10 September 2013 Dear Vice-President Reding Pre-trial detention in the EU As the European Commission, Council and Parliament have recognised, ‘excessively long periods of pre-trial detention are detrimental to the individual, can prejudice cooperation between the Member States, and do not represent the values for which the European Union stands’.1 We are writing to you now to follow-up on the European Union’s work to tackle this problem and to urge the Commission to continue its work in this area beyond the current legislative programme, including developing a timeframe for tabling a legislative proposal setting common minimum standards for the use of pre-trial detention in the EU. We understand that the European Commission is at this stage intending to focus on monitoring the implementation of three Framework Decisions: the European Supervision Order (ESO); the Prisoner Transfer Framework Decision; and the Framework Decision on the application of mutual recognition to judgments and probation decisions and is not currently proposing legislation. We take note of this emphasis on effective implementation but would highlight that only one of the three Framework Decisions, the ESO, has the potential to impact on pre-trial detention. While it may go some way to alleviating problems faced by non-nationals by enabling them to return home while awaiting trial, even this is very limited in scope. In addition, the three Framework Decisions are all pre-Lisbon measures and the European Commission therefore currently has no enforcement powers if problems with their implementation are identified.

    Ms. Federica Mogherini, High Representative of the Union for Foreign Affairs and Security Policy / Vice-President of the Commission Ms. Věra Jourová, Commissioner for Justice, Consumers and Gender Equality Mr. Julian King, Commissioner for Security Union Brussels, 28th February 2019 Dear High-Representative Mogherini, Dear Commissioner Jourová, Dear Commissioner King, We were disturbed to learn the reports about the attempts of some Member States, notably the United Kingdom, to remove Saudi Arabia from the European Commission-proposed updated list of countries posing high risk to the EU financial system due to their strategic deficiencies in combating money laundering and terrorism financing. We laud the Commission for responding to the call from the European Parliament to conduct a thorough, independent, evidence-based assessment of high-risk third countries, based on new requirements of the Anti-Money Laundering Directive. The identification of these countries and the due diligence requirements to the EU obliged entities stemming from it are the necessary steps to protect the integrity of the Union´s financial system. This should also be applicable to the case of Saudi Arabia, given the depth of the identified deficiencies and the country´s strong economic ties with the EU. 1 Therefore, we strongly oppose any kind of political interference in the process of identification of high-risk countries. Making the final list subject to political lobbying from the Member States, depending on their bilateral relations with the countries concerned, would seriously damage the credibility of the EU, hamper the effective implementation of the EU legal instruments on anti-money laundering and counter-terrorist financing and endanger the integrity of the EU financial system.
