The first floor leaders were formally designated in 1920 (Democrats) and 1925 (Republicans). The Senate Republican and Democratic floor leaders are elected by the members of their party in the Senate at the beginning of each Congress. Depending on which party is in power, one serves as majority leader and the other as minority leader. The leaders serve as spokespersons for their parties' positions on issues. The majority leader schedules the daily legislative program and fashions the unanimous consent agreements that govern the time for debate. The majority leader has the right to be called upon first if several senators are seeking recognition by the presiding officer, which enables him to offer motions or amendments before any other senator. Majority and Minority Leaders Elected at the beginning of each Congress by members of their respective party conferences to represent them on the Senate floor, the majority and minority leaders serve as spokesmen for their parties' positions on the issues. The majority leader has also come to speak for the Senate as an institution. Working with the committee chairs and ranking members, the majority leader schedules business on the floor by calling bills from the calendar and keeps members of his party advised about the daily legislative program. -

Antitrust and Economic History: The Historic Failure of the Chicago School of Antitrust Mark Glick1 Working Paper No. 95 May 2019 ABSTRACT This paper presents an historical analysis of the antitrust laws. Its central contention is that the history of antitrust can only be understood in light of U.S. economic history and the succession of dominant economic policy regimes that punctuated that history. The antitrust laws and a subset of other related policies have historically focused on the negative consequences resulting from the rise, expansion, and dominance of big business. Antitrust specifically uses competition as its tool to address these problems. The paper traces the evolution of the emergence, growth and expansion of big business over six economic eras: the Gilded Age, the Progressive Era, the New Deal, the post-World War II Era, the 1970s, and the era of neoliberalism. It considers three policy regimes: laissez-faire during the Gilded Age and the Progressive Era, the New Deal, policy regime from the Depression through the early 1970s, and the neoliberal policy regime that dominates today and includes the Chicago School of antitrust. The principal conclusion of the paper is that the activist antitrust policies associated with the New Deal that existed from the late 1 Professor, Department of Economics, University of Utah. Introduction to: Richard Kitson, The Musical Antiquary (1909-1913) Copyright © 2003 RIPM Consortium Ltd Répertoire international de la presse musicale (www.ripm.org) The Musical Antiquary (1909-1913) The Musical Antiquary [MUA] was published in Oxford from October 1909 to July 1913 by Oxford University Press. The quarterly issues of each volume1-which contain between sixty and eighty pages in a single-column format-are paginated consecutively (each beginning with page one) and dated but not individually numbered. The price of each issue was two shillings and sixpence. Publication ceased without explanation. The Musical Antiquary was among the first British music journals to deal with musicological subjects, and contained articles of historical inquiry dealing mainly with "ancient music": the Elizabethan, the British Commonwealth and Restoration periods, and eighteenth-century musicians and musical life. In addition, several articles deal with early manifestations of Christian chant, the techniques of Renaissance polyphony and topics dealing with Anglican and Roman Catholic liturgical practices. The journal's founder and editor was Godfrey Edward Pellew Arkwright (1864-1944), a tireless scholar deeply involved with the study of music history. Educated at the University of Oxford, Arkwright prepared the catalogue of music in the Library of Christ Church, Oxford, and edited several important publications: English vocal music in twenty-five volumes of the Old English Edition, and Purcell's Birthday Odes for Queen Mary and his Odes to St. Cecilia, both published by the Purcell Society.2 The main contribiitors to The Musical Antiquary are well-known scholars in the field of British musicology, all born in about the middle of the nineteenth century and all active through the first quarter of the twentieth. -

WHEN DIPLOMATS FAIL: AOSTRIAN AND ROSSIAN REPORTING FROM BELGRADE, 1914 Barbara Jelavich The mountain of books written on the origins of the First World War have produced no agreement on the basic causes of this European tragedy. Their division of opinion reflects the situation that existed in June and July 1914, when the principal statesmen involved judged the assassination of Franz Ferdinand, heir to the Habsburg throne, and its consequences from radically different perspectives. Their basic misunderstanding of the interests and viewpoints 'of the opposing sides contributed strongly to the initiation of hostilities. The purpose of this paper is to emphasize the importance of diplomatic reporting, particularly in the century before 1914 when ambassadors were men of influence and when their dispatches were read by those who made the final decisions in foreign policy. European diplomats often held strong opinions and were sometimes influenced by passions and. prejudices, but nevertheless throughout the century their activities contributed to assuring that this period would, with obvious exceptions, be an era of peace in continental affairs. In major crises the crucial decisions are always made by a very limited number of people no matter what the political system. Usually a head of state -- whether king, emperor, dictator, or president, together with those whom he chooses to consult, or a strong political leader with his advisers- -decides on the course of action. Obviously, in times of international tension these men need accurate information not only from their military staffs on the state of their and their opponent's armed forces and the strategic position of the country, but also expert reporting from their representatives abroad on the exact issues at stake and the attitudes of the other governments, including their immediate concerns and their historical background. -

DUR•5'Gthe greater part of 1911 and up to September,1912, the author lived at Gatfin, Canal Zone, and nearly all Sundays and holidays (luring this period were spent in collectingand studying native birds. Naturally, many birds of the A. O. U. Check-List were observed, some resident in Panama and some transients or winter visitors. After July, 1911, records of the occurrence of suchhave beenkept as completelyas availabletime would allow. In many casesspecimens were taken as recorded.in the annotated list following. Gat fin is situated sevenmiles inland and directly south of Co16n, at the beginningof what are practically the first foot hills of the Isthmus. The coast-lineswings so far in just west of Co16n,how- ever, titat only three or four miles of low fiat land- some of it very marshy-- separatesGatfin from the bay. Indeed, salt water now comesup the old French canal, the East Diversion and the new American eanal, to the very door of Gatfin. The valley of the Rio Chagresis here about a mile and a half wide and is now, of course,filled acrossby the Gatfro locks,dam and spillway. This constructionwork has destroyedmuch cover,but on the other hand, the clearingsmade in and about the town of Gatfin and the partial filling of Gatfin lake have perhapsmade the locality more attractive to certain migrant birds from the north. To the south of Gatfin the ridgesdiverge rapidly with miles of the Black Swamp country stretchingbetween them and only a few thiekly grown knolls lessthan one hundred feet high scatteredhere and there. -

INCIDENTAL PROTECTION: AN EXAMINATION OF THE MORRILL TARIFF Jane Flaherty Thxa,c A&M University ABSTRACT Historians refer to the Morrill Tariff as the first statement of the nascent Republican party’s protectionist agenda, yet an analysis of the measure re veals that this enduring icon of historiography needs modification. Imple mented as a direct response to the fiscal crisis created by the Buchanan administration, the Morrill Tariff represents a bipartisan effort to augment federal revenue for a depleted Treasury. Both President James Buchanan and many of his Democratic colleagues in Congress urged revising the Tar iff of 1857 to arrest the growth of the federal deficit. However, the bitter rhetoric that accompanied the secession crisis has obscured the true nature of this short-lived, but important, revenue measure. An examination of the Morrill Tariff and the circumstances surrounding its passage demonstrate that it re-established the rates from the free trade Tariff of 1846 while pro viding incidental protection for select industries, a practice accepted, even advocated, by the Democratic party for over a decade. President Buchanan James Buchanan’s election to the presidency in 1856 proved a disappointing, if not disastrous, climax to an illustrious political career. He represented Pennsylvania in the House of Representatives from 1821-1831 and the Senate from 1834-1845. During his congressional career, he emerged as a leading, though never dynamic, spokesman for the Jacksonian Democratic principles of sound money, frugal government, and strict adherence to the Constitution. Though Buchanan served honorably in the Con gress, he distinguished himself through his foreign service as the minister to Russia from 1831-1833, secretary of state during the administration ofJames K. -

Customarily, the conference of each major party nominates a candidate whose name is placed in nomination. A Member normally votes for the candidate of his or her own party conference but may vote for any individual, whether nominated or not. To be elected, a candidate must receive an absolute majority of all the votes cast for individuals. This number may be less than a majority (now 218) of the full membership of the House because of vacancies, absentees, or Members answering “present.” This report provides data on elections of the Speaker in each Congress since 1913, when the House first reached its present size of 435 Members. During that period (63rd through 117th Congresses), a Speaker was elected six times with the votes of less than a majority of the full membership. If a Speaker dies or resigns during a Congress, the House immediately elects a new one. Five such elections occurred since 1913. In the earlier two cases, the House elected the new Speaker by resolution; in the more recent three, the body used the same procedure as at the outset of a Congress. If no candidate receives the requisite majority, the roll call is repeated until a Speaker is elected. Since 1913, this procedure has been necessary only in 1923, when nine ballots were required before a Speaker was elected. -

Adkins Account Books, 1909-1948, chronicle and reflect the operation of the general merchandise store of W. M. Adkins in Erin, Houston County, Tennessee. The collection was obtained through the agency of Miss Louise Davis, Children’s Museum, Nashville, Tennessee. The collection occupies 2.1 linear feet of shelf space and number 150 items and 12 volumes. There are no restrictions on the materials and single photocopies of unpublished writings may be made for purposes of scholarly or individual research. SCOPE AND CONTENT NOTE This collection of accounts and account books is for the general merchandise store of William M. Adkins in Erin, Tennessee, for the dates 1909-1948. It is composed of twelve volumes of account books and approximately 150 items. The volumes contain inventory lists, daily accounts of sales, and payments received in cash and produce. The account books reflect that the store carried a great variety of merchandise, examples of which range from hardware to groceries, dry-goods, ready-to-wear, wire and cheese. There are some bills, notes, and receipts that include accounts for the schooling of Hubert Fulton Adkins at the John Locke School which later became the Morton Elliott Junior College located at Elkton, Kentucky. Hubert graduated at the Morton Elliott Junior College in 1922. He attended, for a short time, Southwestern Presbyterian University, Clarksville, Tennessee. Some business and personal correspondence for the years 1915-1962 make up the remainder of the collection. -

Mere Libertarianism: Blending Hayek and Rothbard Daniel B. Klein Santa Clara University The continued progress of a social movement may depend on the movement’s being recognized as a movement. Being able to provide a clear, versatile, and durable definition of the movement or philosophy, quite apart from its justifications, may help to get it space and sympathy in public discourse. 1 Some of the most basic furniture of modern libertarianism comes from the great figures Friedrich Hayek and Murray Rothbard. Like their mentor Ludwig von Mises, Hayek and Rothbard favored sweeping reductions in the size and intrusiveness of government; both favored legal rules based principally on private property, consent, and contract. In view of the huge range of opinions about desirable reform, Hayek and Rothbard must be regarded as ideological siblings. Yet Hayek and Rothbard each developed his own ideas about liberty and his own vision for a libertarian movement. In as much as there are incompatibilities between Hayek and Rothbard, those seeking resolution must choose between them, search for a viable blending, or look to other alternatives. A blending appears to be both viable and desirable. In fact, libertarian thought and policy analysis in the United States appears to be inclined toward a blending of Hayek and Rothbard. At the center of any libertarianism are ideas about liberty. Differences between libertarianisms usually come down to differences between definitions of liberty or between claims made for liberty. Here, in exploring these matters, I work closely with the writings of Hayek and Rothbard. I realize that many excellent libertarian philosophers have weighed in on these matters and already said many of the things I say here. -

Oleszek Senior Specialist in the Legislative Process Government and Finance Division Congressional Research Service ˜ The Library of Congress The Role of the House Majority Leader: An Overview Summary The majority leader in the contemporary House is second-in-command behind the Speaker of the majority party. Typically, the majority leader functions as the Speaker’s chief lieutenant or “field commander” for day-to-day management of the floor. Although the majority leader’s duties are not especially well-defined, they have evolved to the point where it is possible to spotlight two fundamental and often interlocking responsibilities that orient the majority leader’s work: institutional and party. From an institutional perspective, the majority leader has a number of duties. Scheduling floor business is a prime responsibility of the majority leader. Although scheduling the House’s business is a collective activity of the majority party, the majority leader has a large say in shaping the chamber’s overall agenda and in determining when, whether, how, or in what order legislation is taken up. In addition, the majority leader is active in constructing winning coalitions for the party’s legislative priorities; acting as a public spokesman — defending and explaining the party’s program and agenda; serving as an emissary to the White House, especially when the President is of the same party; and facilitating the orderly conduct of the House’s business. From a party perspective, three key activities undergird the majority leader’s principal goal of trying to ensure that the party remains in control of the House.
