Feasibility Assessment of Fishery Industry Development at Fishery Port of Sampolawa Ocean in South

------ABSTRACT------The objectives of this Study are: (1) To study the quantity of fish supply by catching fish catcher, fishing nets, bubu and others in Siompu Barat Subdistrict, Siompu Subdistrict, Batauga Subdistrict, Sampolawa Sub-District, Batuatas Sub-District, Lapandewa Sub- number of fish demand for industrial input 17 fishery companies in PPS sampolawa; (2) To examine the feasibility level of supply of fish to meet the demand of industrial inputs of 17 fishery companies in PPS sampolawa; (3) Assess the amount of land supply from the local government of the southern buton district and the quantity of land demand for 17 fishery industry companies in PPS sampolawa. (4). Assessing the feasibility of land supply from the local government of the southern buton district to meet the demand for land for 17 fishery industries in PPS Sampolawa. The results of the analysis found that: (1) The quantity of fish supply from West Siompu Subdistrict, Siompu Sub-district, Batauga Sub-district, Kecamata Sampolawa, Batuatas Sub-district, Lapandewa Sub- district and Kadatua Sub-district was 1,260,228 kg / day; (2) The quantity of fish demand of 17 fishery industry companies in PPS Sampolawa is 170.000 kg / day or on average per company of 10,000 kg / day; (3) The feasibility level of fish supply from fishermen in 7 sub-districts behind PPS sampolawa to meet the demand of 17 fishery industry companies in Sampolawa PPS is very feasible (S = 1.260.228)> (D = 170,000); (4) The quantity of land supply from the local government of the southern buton district for the development location of 17 fishery industries in PPS Sampolawa is an area of 47,214,644 sqm or on an average of each company is 2,777,332 m2; (5) The quantity of land demand for the construction site of 17 fishery industries in Sampolawa PPS is covering an area of 79,297 sqm or on average each company is 13,000 m2; (6) The level of land supply eligibility from the local government of the southern buton district to meet the demand for land of 17 fishery industry companies in Sampolawa PPS is very feasible. Since (S = 47.214.644 m2> (D = 79.297 m2), or the feasibility of supply for each firm is feasible (S = 2,777,332 m2> D = 4,664,53 m2), .

[1] I NTRODUCTION Referring to the national long-term development plan (RPJP), and the master plan of acceleration and expansion of Indonesia's economic development (MP3EI), the corridor of sulawesi is to become the center of national fishery production. The area of Sulawesi corridor consists of: (a) marine waters of , (b) marine waters of South Sulawesi, (c) marine waters of West Sulawesi, (d) marine waters of Central Sulawesi, (e) marine waters of North Sulawesi and (f) the marine waters of Gorontalo. The potential of capture fisheries in the waters of Southeast Sulawesi is one of the waters of the southern buton district. The location of the southern buton sea waters of the southern buton district is in the midst of the fishery management area 714 (WPP 714) Indonesia and on the edge of Kaledupa coral reef area. The potential of the fishermen in South is 8,693 people and domiciled in seven sub-districts behind the seaport ocean port (PPS) of Sampolawa, namely: (1) in West Siompu sub-district with 1,645 people; (2) in Siompu sub-district as many as 1,394 people, (3) in Batauga sub-district as many as 1,589 people; (4) in Sampolawa sub-district with 1,784

Policy Learning Of Mineral Mining Management people; (5) in Batuatas Sub-district as many as 684 people; (6) in Kecamatan Lapandewa as many as 277 people; and (7) in Kecamatan Kadatua as many as 1,320 people. The fishing gear used by the fishermen in the back area of PPS sampolawa is fishing line, net and Bubu as well as others. The types of fish produced by the fishermen are tuna, skipjack, swallow, snapper and other fish. Next refers to the policy of the president of the republic of Indonesia no. 3 years 2017 on the plan of action to accelerate the development of the national fishery industry, and concrete steps of the Ministry of Marine Affairs and Fisheries (KKP) of the Republic of Indonesia to realize the plan of action to accelerate the development of the national fishery industry in the form of funding support for the early development of seaport ocean port (PPS) sampolawa in katilombu village , Sampolawa sub-district, southern buton district of 100 billion / year. The preliminary activities of the development of PPS Sampolawa include: (1) The Study of the Feasibility of Development of Fishery Industry at Fishery Port of Samudra Sampolawa, South Buton Regency; (2) assessment of environmental impact assessment (AMDAL) of PPS sampolawa; (3) reclamation of PSS sampolawa dock area. The concrete step of the authors to support the implementation of PPS Sampolawa development is to conduct research on "The feasibility of Fishery Industry Development at Fishery Port of Samudra Sampolawa, South Buton Regency" with the focus of study: (a) studying the feasibility level of fish catching fishermen with fishing gear, fishing nets, and others from Siompu Barat Subdistrict, Siompu Sub-district, Batauga Sub-district, Sampolawa Sub-District, Batuatas Sub-District, Lapandewa Sub-district to meet the demand of 17 fishery industry companies in PPS Sampolawa; (b) examine the feasibility of land supply from the local government of the southern buton district to meet the demand for land for 17 fishery industry companies in PPS Sampolawa. Research Objectives: (1) To examine the scale of fish supply by catching fisherman with fishing gear, nets, bubu and others in Siompu Barat Subdistrict, Siompu Subdistrict, Batauga Subdistrict, Sampolawa Sub- District, Batuatas Sub-District, Lapandewa Sub-district and number of fish demand for industrial input 17 fishery companies in PPS sampolawa; (2) To examine the feasibility level of supply of fish to meet the demand of industrial inputs of 17 fishery companies in PPS sampolawa; (3) Assess the amount of land supply from the local government of the southern buton district and the quantity of land demand for 17 fishery industry companies in PPS sampolawa. [2] METHODOLOGY Research methods : � to obtain data on the quantity of fish supply from fishermen with fishing gear, nets, traps, and others inseven sub-districts behind PPS Sampolawa is a census survey. � to obtain data on the quantity of fish demand 17 fishery industry companies in Sampolawa PPS is survey.

Location and Time � Research sites to obtain data on the quantity of fish supply from fishermen with fishing gear, nets, traps, and others in seven sub-districts behind PPS Sampolawa are (1) in Kecamatan Siompu Barat; (2) in Siompu Sub-district; (3) in Batauga Sub-district; (4) in Sampolawa Sub-district; (5) in Kecamatan Batuatas; (6) in Kecamatan Lapandewa; and (7) in Kecamatan Kadatua. � Location of research to get the data of fish demand of 17 fishery industry companies is in 17 companies of PPS Kendari fishery industry consisting of: 1. PT.Biota Indo Persada, 2 PT. Yanagi Histalaraya, 3 PT. Manage Sea Mina, 4 CV. Ome Tradding Coy, 5 Fa. Sanu, 6, PT. Abadi Makmur Ocean, 7, CV. Lestari Mina Jaya, 8. CV. Andika, 9. PT. Berkah H. [3] RESULT AND DISCUSSION

1. Discussion on the quantity of fish supply from Siompu Barat Subdistrict, Siompu Sub-district, Batauga Sub-District, Sampolawa Sub-District, Batuatas Sub-District, Lapandewa Sub-district and total fish demand for industrial inputs of 17 fishery companies in PPS Sampolawa. 1.1. Discussion on the quantity of fish supply from fishermen in seven sub-districts behind PPS Sampolawa.

Data on the number of fishermen and the products of fish according to the type of fish in Siompu Barat District, Siompu Subdistrict, Batauga Sub-District, Sampolawa Sub-district, Batuatas Sub-district, Lapandewa Sub-District and Kadatua Sub-district are edited and processed and presented in Table 3 below. � Based on the data in Table 3, Column 9, the amount of fish supply from West Siompu Subdistrict, Siompu Subdistrict, Batauga Sub-district, Kecamata Sampolawa, Batuatas Sub- District, Lapandewa Sub-District and Kadatua Sub-district was 1.260.228 kg / day.

1.2. Discussion on the demand for fish to meet the needs of ABF 17 fishery industry companies in PPS Kendari.

The quantity of demand for fish to meet the needs of ABF 17 fishery industry companies in PPS Kendari is multiplying the number of ABF with the amount of ABF production input needs of each company every working day. The analysis process to obtain the quantity of fish demand of 17 fishery industry companies in Kendari PPS is presented in Table 4 below.

Discussion on the feasibility of the supply of fish from 7 sub-districts behind PPS Sampolawa to meet the fish demand of 17 fishery industry companies in Sampolawa PPS, using Kendari PPS as the National Standard. Process analysis: First: Analyzing the quantity of fish supply for any fishing industry company is to use the formula:

3. Discussion on the quantity of land supply from the local government of southern buton district and the quantity of land demand for 17 companies of the fishery industry in PPS sampolawa

3.1. Discussion on the supply of land from the local government of the southern buton district to 17 fishery industry companies in PPS sampolawa.

Based on FGD results between the researchers and the local government of the southern buton district represented by the head of the government section (Basri, SP, Msi), Chairman of BAPPEDA (H.Ibrahim, SE.MM, Pub) and Head of Fisheries Department (Heru, S.Pi) on March 2016, it was agreed that the land area for the location of the building of 17 fishing industry companies in PPS Sampolawa area is 47,214,644 m2 or on average each company is 2,777,332 square meters

3.2. Discussion on land demand for 17 fishery industry companies in PPS Sampolawa. Based on the results of a survey of researchers in 17 companies in the PPS kendari fishery industry (SNI) found that: (1). PT.Biota Indo Persada of 9,050 m2, (2). PT. Yanagi Histalaraya area of 2,500

Referring to the result of the discussion of the quantity of land supply from the local government of southern buton district for the 17 companies of the fishery industry in PPS sampolawa at point 3.1 and the discussion of land demand for 17 companies in the PPS sampolawa fishery industry at point 3.2 above, then further analyzed degan using the formula : K = S > D

1. The quantity of fish supply from West Siompu Subdistrict, Siompu Sub-district, Batauga Sub-district, Sampolawa Sub-district, Batuatas Sub-district, Lapandewa Sub-district and Kadatua Sub-district is 1,260,228 kg / day. 2. The quantity of fish demand of 17 fishery industry companies in PPS Sampolawa is 170.000 kg / day or on average per company of 10,000 kg / day.

3. The feasibility level of fish supply from fishermen in 7 sub-districts behind PPS sampolawa to meet the demand of 17 fishery industry companies in PPS Sampolawa is very feasible (S = 1.260.228)> (D = 170,000), or each company is feasible feasible (S = 74.131.06 kg / day)> (D = 10,000 kg / day),

4. The quantity of land supply from the local government of the southern buton district for the development location of 17 fishery industries in PPS Sampolawa is an area of 47,214,644 m2 or on an average of each company is an area of 2,777,332 m2

5. The amount of land demand for the construction site of 17 fishery industries in Sampolawa PPS is covering an area of 79,297 sqm or on average each company is 13,000 m2

6. The feasibility level of the land supply from the local government of the southern buton district to meet the demand for land of 17 fishing industry companies in Sampolawa PPS is very feasible. Since (S = 47.214.644 m2> (D = 79.297 m2), or the feasibility of supply for each firm is feasible (S = 2,777,332 m2> D = 4,664,53 m2), . .
