The Department of Premier and Cabinet is a central agency of the Tasmanian State Government. The Ministers to whom the department is responsible are the Premier, and the Minister for Innovation, Science and Technology, Hon MP, the Minister for Local Government and the Minister for Veterans’ Affairs, Hon Bryan Green MP, the Minister for Children, Hon Lin Thorp MLC, and the Minister for Community Development and the Minister for Climate Change, Hon Nick McKim MP. The department also supports the Secretary to Cabinet, Cassy O’Connor MP, who has been authorised to undertake administrative functions related to the Community Development Division’s Disability Bureau, Multicultural , Seniors Bureau and Women Tasmania on behalf of the Minister for Community Development.

The department provides a broad range of services to the Cabinet, other members of parliament, government agencies and the community. The department works closely with the public sector, the community, local government, the Australian Government and other state and territory governments.

The department also provides administrative support to the State Service Commissioner and the Tasmania Together Progress Board, each of which is separately accountable and reports directly to parliament.

The Department of Premier and Cabinet (DPAC) has led the way this year in somewhat demanding and uncertain times. The lead-up to the State Election in March 2010, and the subsequent result of a minority government, posed new challenges around the structure and operation of the Government. Even though the election itself - on Saturday 20 March 2010 - was only one day, administratively the lead-up and post-election work stretched over a much longer period. The lead-up generated many enquires to DPAC from across the State Service regarding Caretaker Conventions. DPAC provided a number of information sessions about how the public service should conduct itself, including in relation to policy commitments, appointments, provision of information to Ministers and communications. The election resulted in a hung parliament for Tasmania with neither major party with enough seats to govern in its own right. On 13 April 2010 His Excellency the Governor appointed David Bartlett MP as Premier; MP as Deputy Premier, Attorney-General and Minister for Justice, and Michael Aird MLC as Treasurer, and on Wednesday 21 April 2010 His Excellency appointed the remainder of the ministry including two members of the Tasmanian Greens. Amid the flurry of election activity, DPAC has produced some excellent work this year and it is great to get recognition for that hard work. The “Earn Your Stars” Climate Change Campaign won the Social Marketing Award in the Tasmanian 2009 Australian Marketing Institute Awards for Excellence, rewarding a collaborative effort from the Tasmanian Climate Change Office, Communications and Marketing Unit and Information Systems Branch. It’s been particularly rewarding this year to witness the development of the DPAC Values. This has been one of the most important pieces of work to come out of our strategic planning process. Values are incredibly important because they underpin our work culture and have a huge influence on our performance. They let both the people we work with, and those who want to work with us, know what is important to us. The Social Inclusion Strategy was released in September 2009 and the Government’s response combined many initiatives underway including the “Cars for Communities” program. Lack of transport can make many in our community feel isolated. The Social Inclusion Unit has continually been applauded by community groups who have seen firsthand how this program has enabled disadvantaged Tasmanians to participate in aspects of life others take for granted. DPAC contributed to advancing several areas of the Premier’s Ten Point Plan to Strengthen Trust. This included the Lobbying Code of Conduct and Register, which became operational in September 2009. The code includes guidelines and rules pertaining to the ability of former members of Parliament and senior government officials to engage in lobbying activities related to previous roles in government. Legislation was also passed in November 2009 to create Tasmania’s new Integrity Commission. The Commission's primary emphasis will be on education and advisory services and it will also have investigative powers. I am extremely proud of the effort and work of my Executive, the Departmental Leadership Group and all staff this year and look forward to the next.

The department also provides direct support to all other members of government.

The department The department’s organisation structure is shown on page 10. The department is led by the Executive comprising the Secretary, Deputy Secretaries and Director, Executive Division. The DPAC Leadership Group (DLG) is chaired by the Secretary and is attended by the Directors/Managers of each Division. DLG meetings are held each month, and provide an opportunity to communicate and review agency issues, policies and procedures. The department supports two independent bodies; the Tasmania Together Progress Board and the Office of the State Service Commissioner.

Related trusts and boards Any information noted in this report for Output 4.2: Support for the State Service Commissioner or Output 5.1: Support for the Tasmania Together Progress Board is for administrative purposes only as both bodies report independently to parliament. Matters pertaining to the Local Government Board are reported by the Local Government Division in the section entitled Activity 2009-10. Various sections within this report covering financial or human resources include information from ministerial and parliamentary offices. Unless noted otherwise, all other information pertains only to the Department of Premier and Cabinet. Appended to this annual report is the annual report of the Foundation pursuant to the provisions of the Jim Bacon Foundation Act 2004. The Tsuneichi Fujii Fellowship Trust was established under the Tsuneichi Fujii Fellowship Trust Act 1985 as the result of a $50 000 gift from the late Mr Tsuneichi Fujii, the then President of the Fujii Keori Company in Osaka, to assist in promoting co-operation, goodwill and further understanding between Tasmania and Japan. The Tsuneichi Fujii Fellowship Trust (Winding-up) Act 2008 received Royal Assent on 17 April 2008. The Winding-up Act allows all funds of the Trust to be fully expended in accordance with the Trust objectives.

Department of Premier and Cabinet - Annual Report 2009-10 7 On 3 December 2008, the Trust members voted to wind-up the Trust in a statutory sense. In June 2009, the balance of the Trust was transferred to the University of Tasmania Foundation for the purposes of creating the perpetual Tsuneichi Fujii Scholarship. The Trust was officially wound-up by the Premier on 28 October 2009 by notice in the Tasmanian Government Gazette. The Winding-up Act does not require a financial statement or annual report to be prepared for the Trust beyond 2008-09.

Supporting local business DPAC ensures that Tasmanian businesses are given every opportunity to compete for agency business, and supports Tasmanian businesses whenever they offer best value for money for the Government. The tables on page 158 summarises the level of participation by local businesses for contracts, tenders and/or quotations with a value of $50,000 or over.
