Submission to the Productivity Commission on the Draft Report on Better Urban Planning
SUBMISSION TO THE PRODUCTIVITY COMMISSION ON THE DRAFT REPORT ON BETTER URBAN PLANNING 1. EXECUTIVE SUMMARY 1.1 The New Zealand Airports Association ("NZ Airports") welcomes the opportunity to comment on the Productivity Commission's Draft Report on Better Urban Planning ("Draft Report"). 1.2 NZ Airports has submitted on the Resource Legislation Amendment Bill ("RLAB") and presented to the Select Committee on the RLAB, and has also submitted on the Proposed National Policy Statement on Urban Development Capacity ("NPS-UDC"). Our members have also been closely involved in extensive plan review processes in Auckland and Christchurch. Such participation is costly and time consuming - but necessary, given the important role the planning framework plays in our operations. 1.3 As discussed in our previous submissions, it is fundamental to the development of productive urban centres that residential and business growth does not hinder the effective current or future operation of New Zealand's airports. 1.4 In our view, the Draft Report does not adequately acknowledge the importance of significant infrastructure like airports in the context of urban planning and the need to effectively manage reverse sensitivity effects on such infrastructure. This is reflected in some of the Commission's recommendations which seek to limit notification and appeal rights and introduce the ability to amend zoning without using the Schedule 1 process in the Resource Management Act 1991 ("RMA"). NZ Airports has major concerns with such recommendations as they stand to significantly curtail the ability of infrastructure providers to be involved in planning processes and have their key concerns, such as reverse sensitivity effects, taken into account. -

Monthly Climate Summary for April 2017
New Zealand Climate Summary: April 2017 Issued: 4 May 2017 Tropical moisture brings prolific rainfall to the North Island and eastern South Island Rainfall Prolific rainfall totals were observed across nearly the entire North Island, with more than twice the normal April rainfall (>200%) recorded in the large majority of locations. Amounts exceeding three times the April normal (>300%) were also observed in several places. In the North Island, only northern and western Northland received near normal rainfall (80-119% of normal). The northern and eastern South Island also received widespread rainfall in excess of 200% of the April normal, with a couple of locations picking up more than 300% of normal April rainfall. Conversely, much of the West Coast saw near normal (80-119% of normal) to above normal (120- 149% of normal) rainfall. Meanwhile, much of Southland and Queenstown-Lakes received below normal rainfall (50-79% of April normal). Temperature The majority of the North Island experienced well above average (>1.20°C above average) or above average (0.51 to 1.20°C above average) temperatures in April. Isolated locations in the central and southern North Island, as well as the northern and eastern South Island, recorded near average (-0.50 to 0.50°C of average) temperatures. Temperatures were primarily well above average (>1.20°C above average) or above average (0.51 to 1.20°C above average) in the western and southern South Island. Soil Moisture As of 1 May 2017, soils across most of the North Island were much wetter than normal for the time of year. -

SUBMISSION TO THE CLIMATE CHANGE COMMISSION DRAFT ADVICE 1. EXECUTIVE SUMMARY 1.1 The New Zealand Airports Association ("NZ Airports") supports the Climate Change Commission’s overarching approach to decarbonising New Zealand’s transportation sector through its focus on changes that are technologically possible at this time. 1.2 We note the essential role that international and domestic aviation plays in providing New Zealand’s economic prosperity and social connections. We also highlight the technological and economic challenges to decarbonising aviation, and set out how the airport sector will play its part. 1.3 NZ Airports supports: • Continuing to use the ETS as the main policy lever to decarbonise activities in New Zealand, • New Zealand’s continuing participation in the CORSIA scheme • Continuing with the aviation emissions action plan administered by the Ministry of Transport, and a policy framework that provides clarity and stability to the sector. 2. THE NEW ZEALAND AIRPORTS ASSOCIATION (NZ AIRPORTS) 2.1 NZ Airports is the industry association for New Zealand’s airports and related businesses. Its members1 operate 42 airports across the country including the international gateways to New Zealand. This infrastructure network is essential to a well-functioning economy and enables critical transport and freight links between each region of New Zealand and between New Zealand and the world. 2.2 New Zealand’s airports are part of our country’s core infrastructure, delivering connectivity that our regions need to succeed. Airports are defined as ‘strategic assets’ under the Local Government Act 2002. Also, 21 airports are identified as ‘lifeline utilities’ under the Civil Defence Emergency Management Act 2002 and provide important resilience capability. -

New Zealand Climate Summary: 2015 Issued: 11 January 2016 The year 2015: Sunny for most, drier than normal for some Rainfall Yearly rainfall in 2015 was below normal (50-79% of the annual normal) in Northland, Tasman, Nelson and Canterbury, as well as for parts of eastern Waikato, Bay of Plenty, Gisborne and Wellington. Rainfall was in the near normal (within 20% of the annual normal) range for the remainder of New Zealand. Soil moisture Below normal soil moisture levels prevailed for the majority of the country through January and February. By the end of July, soil moisture levels had returned to near normal levels for much of the country with the exception of Hawke’s Bay, Wairarapa and eastern parts of Canterbury and north Otago. Soil moisture levels around the country began to decrease again in October and as of 1 January 2016, soil moisture levels were below normal for the time of year for the entire country with the exception of the Auckland region and Coromandel where levels were near normal. Temperature Annual temperature was near average (within 0.5°C of the annual average) across much of the country. However, above average (+0.51 to 1.20°C above the annual average) temperature was recorded in isolated locations in the Bay of Plenty and Queenstown Lakes district. Sunshine 2015 was a very sunny throughout the country. Above normal (110-125% of the annual normal) to well above normal (> 125% of the annual normal) sunshine was recorded for much of the South Island as well as northern and eastern parts of the North Island. -
