THE LATE QUATERNARY GEOMORPHOLOGY OF THE LOWER MANAWATU A thesis presented in partial fulfilment of the requirements for the Degree of Master of Arts in Geography at Massey University by PATRICK ALAN HESP 1975 ABSTRACT The geomorphology of the present Lower Manawa tu floodplain and the valleys that exit at the margin of the floodplain, is presented. An introduction to the geology and geomorphology of the study area is given, and previous studies are reported where relevant. Two types of tributary valleys have been recognised in the study area. These valleys have been cut into the Tokomaru Marine Terrace. The first type recognised are predominantly gravel-floored, box-shaped valleys with headwaters in the Tararua Ranges. The second and major type recognised are box-shaped valleys without gravel floors. The first type have been formed by normal fluvial processes, while the second type were originally V-shaped, and have been infilled by estuarine sedimentation processes. The latter occurred as a direct result of the Flandrian Transgression. The morphology of the Tokoma ru Marine Terrace margin is examined, and it is concluded that the margin is predominantly river-cut. The Manawatu floodplain was originally an estuary. As the Flandrian Transgression began the lower reaches of the Manawatu and eventually the Oroua Rivers were drowned. As the Transgression progressed, the Lower Manawatu became an estuary. -

It contains a 400 m thick marine sedimentary succession of Miocene age and Quaternary ignimbrites. The field area comprises 900 km2 of steep to rolling farmland and some large patches of native forest, and includes the towns of Ohura in the west and Taumarunui in the east. There is limited outcrop exposure in the study area, and the sedimentary succession is often weathered. -

Beginnings - The New Zealand Wars were fought between 1845 and Nga Pakanga 1872. They were about who controlled the country and who owned the land. When Europeans arrived, Māori had already been in Aotearoa for more than five hundred years. New Zealand may have looked wild and uninhabited to the o Aotearoa first Europeans, but this was misleading. Every part of THE NEW ZEALAND WARS the country was divided among iwi, hapū, and whānau. In each place, someone had the right to grow kūmara, by Ross Calman gather fern-root, take birds or timber, or catch fish. Organised groups of settlers started arriving in New Zealand shortly after the Treaty of Waitangi was signed. Most of these people came from the British Isles in search of a better life. At first, they lived in a handful of small coastal towns: Auckland, Wellington, Whanganui, Nelson, and New Plymouth. Māori outnumbered Pākehā, and British power and influence over the country was limited. Then, less than five years after the treaty was signed, a Māori leader decided to put British power to the test. MOUNT RUAPEHU, NEW ZEALAND: OBSERVATIONS ON CRATER LAKE 601 MOUNT RUAPEHU, NEW ZEALAND: OBSERVATIONS ON ITS CRATER LAKE AND GLACIERS By N. E. ODELL (Department of Geology, University of Otago, Dunedin, N.Z.) ABSTRACT.Mt. Ruapehu, the highest summit in the North Island of New Zealand, is a semi-dormant volcano, whose crater lake was responsible for the flood that caused the disastrous railway accident on Christmas Eve, '953. Since the last eruption of '945, when mostly ash was ejected, the crater lake that subsequently formed has been contained by a barrier partly composed of lava and partly of neve and ash. It was the breaking through of the latter weaker portion of the dam that was responsible for the flood of mud and boulders which descended via the Whan- gaehu Glacier and struck the railway 25 miles (40 km.) distant. There is nO evidence of eruptive activity having been the cause of the outbreak. During three ascents of the mountain, observations were made of the glaciers, which have been in a state of gradual shrinkage over a number of years. But during the past Summer-a season of excep- tional dryness-the process of ablation and wastage has been greatly accelerated, so that immense areas of rock and ash have freshly emerged, and crevasses and dirt-ridges have taken the place of smooth neve or glacier surfaces. Submission to the Productivity Commission on the Draft Report on Better Urban Planning
SUBMISSION TO THE PRODUCTIVITY COMMISSION ON THE DRAFT REPORT ON BETTER URBAN PLANNING 1. EXECUTIVE SUMMARY 1.1 The New Zealand Airports Association ("NZ Airports") welcomes the opportunity to comment on the Productivity Commission's Draft Report on Better Urban Planning ("Draft Report"). 1.2 NZ Airports has submitted on the Resource Legislation Amendment Bill ("RLAB") and presented to the Select Committee on the RLAB, and has also submitted on the Proposed National Policy Statement on Urban Development Capacity ("NPS-UDC"). Our members have also been closely involved in extensive plan review processes in Auckland and Christchurch. Such participation is costly and time consuming - but necessary, given the important role the planning framework plays in our operations. 1.3 As discussed in our previous submissions, it is fundamental to the development of productive urban centres that residential and business growth does not hinder the effective current or future operation of New Zealand's airports. 1.4 In our view, the Draft Report does not adequately acknowledge the importance of significant infrastructure like airports in the context of urban planning and the need to effectively manage reverse sensitivity effects on such infrastructure. This is reflected in some of the Commission's recommendations which seek to limit notification and appeal rights and introduce the ability to amend zoning without using the Schedule 1 process in the Resource Management Act 1991 ("RMA"). NZ Airports has major concerns with such recommendations as they stand to significantly curtail the ability of infrastructure providers to be involved in planning processes and have their key concerns, such as reverse sensitivity effects, taken into account. -
