Recommendation: Approve the low bid for "Valve Replacement Program".

Background: As valves throughout the District age, management has established an improvement plan to replace a specified amount of valves each year as scheduled work verses emergency/afterhours work. This is the first of several orders that will be placed this year to fulfill the valve replacement component of the Capital Improvement Budget line item. The total valve replacement line item is $30K this year however some monies have caried over from the previous year due to not all anticipated valves being replaced due to reduced staffnumbers during Covid period.

Items to be considered: • All bided items are from the same manufacturer, thus not affecting the quality of materials • Lead times are similar between all bids • Low Bid is local branch

I was part of several committees that wrote curriculum for Geometry for the Antelope Valley Union High School District. I have been a member of the School Site Council for both Quartz Hill and Lancaster High School. I graduated from Quartz Hill High School before attending Antelope Valley College and earning my B.A from UC Davis. I have worked over twenty years in state government and politics, primarily for state legislators including former Senators Pete Knight, George Runner and Sharon Runner. Currently I serve as Deputy Chief of Staff to Senator Scott Wilk. In those capacities, I have worked on a variety of environmental issues including state and local water policy. In addition to my professional work I have volunteered with many local non-profits and agencies. Those are listed and described in Question 4 of this application.

2. What do you hope to accomplish as a member of the Board of Directors?

The most important thing the district can continue to provide ratepayers is stability and great customer service. While our rates are dependent on many issues outside of our control such as wholesale rates and environmental factors, sound long-term planning reduces, though cannot eliminate the risk of large rate increases.

QHWD has done an excellent job of ensuring rates are adjusted properly. Our rates are very competitive compared to other local retailers, while still having enough funding to ensure long term plans and maintaining a vital and healthy reserve.

2 | P a g e My experience on a several community and governmental boards has taught me the importance of congenial and collaborative efforts. All perspectives have value and should be considered and treated with respect, especially on a public governing board.

I’m confident my knowledge of government at the state and local level can be a great asset to the board as we address future challenges.

3. What skills, abilities, and experience would you bring to the Board to assist in carrying out its responsibilities?

I can bring a great deal of unique experience to the Board. Through my work in the State Legislature I have worked on a variety of water and environmental policies over the years, not just in the Antelope Valley but in different areas of the state. In the early 2000s, I represented then-Assemblyman Ray Haynes of western Riverside and northern San Diego Counties on matters related to the Colorado River Quantification Settlement Agreement in discussions with then Governor Davis’ office as well as with the major water districts affected in negotiations leading up to the signing of that agreement.

In 2005, I returned to the Antelope Valley and was then-Senator George Runner’s lead on issues relating to the adjudication litigation. In that capacity I followed the case closely from a neutral perspective to keep informed on the details and perspectives of the various stakeholders throughout that process.

Since the beginning of this year, I have been working with local community leaders to address the environmental harm caused by illegal cannabis grows and the water theft by the criminal entities conducting those activities. I have been working as a liaison for our office with local water agencies including Palmdale Water District and AVEK with the California EPA to highlight the environmental consequences as we develop proposals to combat this, not only as a law enforcement challenge but also as an environmental challenge.

Through work as well as community volunteering, I have served on a many local boards and commissions. That experience has taught me to work well with others in a collaborative fashion, see issues from a variety of perspectives and develop inclusive solutions. That will allow me to work well should I be selected with both the members of this Board, our management and partner agencies.

A. How the current drought will affect our ability to maintain rates and infrastructure investment in the long-term and the development of helpful conservation efforts in the short-term. B. Illegal cannabis grows. Illegal grows are using all sorts of illegal and dangerous pesticides with no regard to their effect on the water basin. I’ve seen first-hand grows set up in drainage channels with pesticide runoff right into natural recharge areas. If they continue unabated, the cost to ensuring clean drinking could raise significantly. Additionally, as we approach the end of the adjudication ramp-down period, if we don’t have a clear idea of what is being pumped, illegally and legally, it could affect the amount of groundwater allowed to be pumped under the adjudication. C. Short and long-term effects of national inflation on our fiscal reserves and increases in the cost of construction materials. Those factors are far outside our ability to change, but we will need to take them into account in our long-term planning.

6. Explain what you believe to be the mission of the Quartz Hill Water District.

I believe the mission of QHWD, and every water provider, is to provide safe, clean and affordable water to its residents. That means that it is safe and clean not only for the people’s usage, but also the environment. In terms of affordability, we must take into account the cost for water purchased from AVEK as well as maintaining reliable delivery to ratepayers while making proper investments for future growth. Rates cannot be so

4 | P a g e high that we have too large a reserve (that could make us a target of the state,) nor artificially low that we neglect our infrastructure and future needs, resulting in higher costs and rate increases in the future.

COVID-19 Update • New Covid-19 Prevention Protocol was presented to staff on 8/10/2021. This new protocol requires all person indoor to where mask and complies with the County of LA newest orders. This plan continues to detail different protocols for vaccinated staff and non-vaccinated staff. • To show how foot traffic and payment methods are tracking for the year the following graphic and table have been prepared. 1 Special Projects American Water Infrastructure Act (AW/A) The first of the two parts required to comply with the American Water Infrastructure Act was

th uploaded prior to June 30 , 2021. Staff is scheduled to have the kickoff meeting for the second th part of the AWIA process on August 18 , 2021. Per the bid that was previously approved by the BOD the same firm will be completing this portion of the report. The resilience part of the report is due 12/31/2021.

Allocations/Drought During the Month of July, QHWD staff continued to meet with different agencies in the valley to assess the options available to QHWD and other agencies. One specific meeting held at Palmdale Water District was held to see which agencies would consider a common conservation message and path forward. During this meeting Rosamond Community Service District was the only public water supplier in the region that felt they could not support the Governor's mandate to reduce consumption by 15% as compared to calendar year 2020 consumption. I am not sure if QHWD can reduced consumption by that amount, however I know if we try nothing, we will reduce nothing.

The issues with regards to the drought in California is not something that will affect us this year. The issues will be very apparent next calendar year if we do not have very wet early winter. If the sky's stay dry during this period, then we should expect a zero percent "Table A" allocation.

QHWD water portfolio includes water banked in the western water bank owned and operated by AVEK. Another aspect of the water portfolio is the surplus entitlement that is banked the last several years in the AV basin through the water master. At this time, it is too early to make final game plan. However, QHWD will notice AVEK during the fall of this year of the potential recover our water that is parked in the far westside of the basin if we believe the shortfall will affect our customers.

The State Water Project has maintained the table A allocations of 5% which were originally released on March 23rd . I have included the bulletin below this report which details exact amounts for each of the contractors. The 2020 table A allocation finished out the year for 2020 at a staggering 20%.

As shown in figure 4 below, State Water Project reservoirs are still tracking a lower than normal for this time of the year. The demand for July 2021 was slightly higher than the previous year and significantly lower than the 2013 baseline detailed in the table below. The demand was 6.7 mgd for July and 6.2mgd for June.
