1 Mayoral Election in Evanston, Illinois: In the Wake of Covid-19 I Logistics On February 23, 2021, Evanston, Illinois had a Local Primary Election. The ballot included races for aldermen, City Clerk positions, and mayor. Each city in the United States dictates how local elections are held. Evanston only holds local primary elections for mayoral candidates if there are more than two candidates, and this year there were three: Daniel Biss, Lori Keenan, and Sebastian Nalls. In Evanton, when there is a primary election, if one of the candidates running for mayor receives a majority of the votes, they win by default; however, if none of the candidates receive a majority, then the two candidates with the most votes will face off again in an April election. If a primary election was forced, meaning there were initially only two candidates, then only one election in April takes place rather than a primary and subsequent election.1 In the case of the recent mayoral election, Daniel Biss received a majority of the votes in the primary election so there was not a secondary race in the later April election. II Candidates, Campaigns, and Covid-19 The Daily Northwestern, the self-proclaimed “only daily news source” of Northwestern and Evanston, links information in an article entitled “Everything you need to know about Evanston’s municipal primary” which lists information about each of the three mayoral candidates that ran in the recent mayoral race; the first candidate listed was Daniel Biss.2Daniel Biss’s campaign focused on a positive future for Evanston, especially in the wake of Covid-19. -

Advocating for Advocacy: The ‘Harris Disorder’ and how women tried to cure it The following article was originally commissioned by Action Ontarienne contre la violence faite aux femmes as a context piece in training material for transitional support workers. While it outlines the roots of the provincial transitional housing and support program for women who experience violence, the context largely details the struggle to sustain women’s anti-violence advocacy in Ontario under the Harris regime and the impacts of that government’s policy on advocacy work to end violence against women. By Eileen Morrow Political and Economic Context The roots of the Transitional Housing and Support Program began over 15 years ago. At that time, political and economic shifts played an important role in determining how governments approached social programs, including supports for women experiencing violence. Shifts at both the federal and provincial levels affected women’s services and women’s lives. In 1994, the federal government began to consider social policy shifts reflecting neoliberal economic thinking that had been embraced by capitalist powers around the world. Neoliberal economic theory supports smaller government (including cuts to public services), balanced budgets and government debt reduction, tax cuts, less government regulation, privatization of public services, individual responsibility and unfettered business markets. Forces created by neoliberal economics—including the current worldwide economic crisis—still determine how government operates in Canada. A world economic shift may not at first seem connected to a small program for women in Ontario, but it affected the way the Transitional Housing and Support Program began. Federal government shifts By 1995, the Liberal government in Ottawa was ready to act on the neoliberal shift with policy decisions. -

In Wisconsin, this choice is extended to employees of state government. But not in Illinois; almost all government workers – including teachers, police officers and those who serve in state government – are required to pay money to a union to keep their jobs. Because of this, government unions in Illinois have long been powerful in state politics, with the major government unions donating tens of millions of dollars to political campaigns. Since 2002, Illinois’ five major government unions have spent more than $46 million on direct political contributions alone. “The anatomy of influence: Government unions in Illinois” takes a close look at unions’ political spending and the influence afforded to government unions as a result. This analysis offers an unprecedented review of the political donations to the current Illinois General Assembly, as well as top recipients of union political giving since 2002. It also highlights how profitable the business of forced unionization can be for those who run the unions by listing a sampling of the highest-compensated employees for the state’s major government unions: the Illinois Education Association; Illinois Federation of Teachers; American Federation of State, County and Municipal Employees Council 31; and Service Employees International Union. -

Council's Strategic Plan - Part I (City Council on November 23, 24 and 25, 1999, adopted this Clause, without amendment.) The Policy and Finance Committee recommends the adoption of the following report (November 3, 1999) from the Council Reference Group for the Strategic Plan: Purpose: On October 1, 1998, City Council approved the development of Council's Strategic Plan – a key Council leadership document. Part I of Council's Strategic Plan has been drafted, and is being submitted by the Council Reference Group for Council's consideration. Financial Implications and Impact Statement: There are no financial implications resulting from the adoption of the recommendations in this report. Recommendations: It is recommended that City Council adopt Part I of Council’s Strategic Plan, encompassing Council’s vision, mission and goals as set out in the Appendix to this report, and that this be taken into account by the City’s other planning initiatives including the Official Plan, Social Development Strategy, Economic Development Strategy and Environmental Plan. Comments: The vision, mission and goals represent the first part of Council’s Strategic Plan (appended). The vision statement sets out Council’s collective vision for the city. The mission statement is Council’s statement about the broad role and purpose of the City Government. The goals represent directions that Council can influence and that will influence Council’s decision-making as it strives to improve the quality of life in the city. Council adoption of the vision, mission and goals in Part I of the Strategic Plan will move the process forward with Part II – the development of City Strategies. -

Letter from David Orr Cook County Clerk Dear Friends: This March 20 Gubernatorial Primary generated great interest up and down the ballot, and we saw this result in record-breaking or near-record setting marks in the number of registered voters, voters who took part in the election, the percentage of voters who participated in Early Voting, and the overall turnout rate. Not only have we reached a record-high number of registered voters in suburban Cook County (1,549,688), the turnout for Early Voting was higher than any other Gubernatorial Primary and nearly as high as the 2016 Presidential Primary, and the number of voters who cast ballots in this election was more than had participated in a Gubernatorial Primary Election in the last 30 years. This 2018 Gubernatorial Primary Post-Election Report takes a comprehensive look at the voting totals, trends and statistics during the March primary throughout suburban Cook County. Below is a sample size of the standout primary numbers: • Voting before Election Day – by mail or during early voting and grace period voting – accounted for 29 percent of all ballots cast in this election. • Early Voting also set a new Gubernatorial Primary record with 109,811 ballots cast in-person before Election Day. That’s the highest total yet for a Gubernatorial Primary, and for Primary Elections, second only to the 2016 Presidential Primary (120,681). • Election Day Registration, offered for the first time in a Gubernatorial Primary, was popular with voters, especially younger ones. Voters between 17 and 22 years old made up 32 percent of the 4,278 who took advantage of Election Day Registration. -
