Post-Election Report Takes a Comprehensive Look at the Voting Totals, Trends and Statistics During the March Primary Throughout Suburban Cook County

Letter from David Orr Cook County Clerk Dear Friends: This March 20 Gubernatorial Primary generated great interest up and down the ballot, and we saw this result in record-breaking or near-record setting marks in the number of registered voters, voters who took part in the election, the percentage of voters who participated in Early Voting, and the overall turnout rate. Not only have we reached a record-high number of registered voters in suburban Cook County (1,549,688), the turnout for Early Voting was higher than any other Gubernatorial Primary and nearly as high as the 2016 Presidential Primary, and the number of voters who cast ballots in this election was more than had participated in a Gubernatorial Primary Election in the last 30 years. This 2018 Gubernatorial Primary Post-Election Report takes a comprehensive look at the voting totals, trends and statistics during the March primary throughout suburban Cook County. Below is a sample size of the standout primary numbers: • Voting before Election Day – by mail or during early voting and grace period voting – accounted for 29 percent of all ballots cast in this election. • Early Voting also set a new Gubernatorial Primary record with 109,811 ballots cast in-person before Election Day. That’s the highest total yet for a Gubernatorial Primary, and for Primary Elections, second only to the 2016 Presidential Primary (120,681). • Election Day Registration, offered for the first time in a Gubernatorial Primary, was popular with voters, especially younger ones. Voters between 17 and 22 years old made up 32 percent of the 4,278 who took advantage of Election Day Registration. • 76.2 percent of all suburban Cook County voters took Democratic ballots – the highest percentage for a Gubernatorial Primary in at least 25 years. Republican ballots were taken by 23.8 percent of voters. • In the Democratic primary for Governor, J.B. Pritzker got 42 percent of the vote to 28 percent for Daniel Biss and 27 percent for Chris Kennedy. Pritzker got the most votes in 21 of 30 suburban Cook County townships. • Gov. Bruce Rauner received 54 percent of the vote in suburban Cook County to 46 percent for Jeanne Ives. Rauner got more votes in 21 of the 30 townships. • There were some close races, but a remarkably close one was the Democratic primary for Cook County Board Commissioner in the 15th District. More than 23,000 votes were cast in this races where Kevin Morrison edged out Ravi Raju by 10 votes. The next highest turnout was 30.2 percent in the 1990 Primary – making this year’s contest the third-highest turnout for a Gubernatorial Primary in at least the last 30 years. The turnout percentage does not necessarily reflect a lack of voter participation, as there were more registered voters in suburban Cook County than ever for the March Primary. Additionally, the number of ballots cast in this election – 450,143 – set a new record for a Gubernatorial Primary. The new record nearly doubled the turnout from the 2014 Gubernatorial Primary. The 1,549,688 voters are nearly 38,000 more than the previous record of 1,512,190 set in the 2016 Presidential Election and almost 100,000 more than the previous Gubernatorial Primary in 2014.
