RECOGNIZING THE THIRTY YEAR ANNIVERSARY OF CAPORALE REALTY

WHEREAS, Gabriel Caporale began his career in real estate in 1971, at the age of 21, as an agent with DeMoon Realty in , ; and

WHEREAS, in 1983, Mr. Caporale started Caporale Realty in Elmwood Park, Illinois; and

WHEREAS, Caporale Realty has been a well-known and well respected agency in Elmwood Park and the surrounding area for the past thirty years and continues to provide expertise to people buying and selling property; and

WHEREAS, due to the determination and hard work of Gabriel Caporale and his fifteen agents and staff, Caporale Realty has remained in business during the recent challenging climate of the real estate market; and

WHEREAS, Gabriel Caporale is also a resident of Elmwood Park and has always been an active volunteer in various civic organizations. He is a member of the Knights of Columbus, past president of the Montclair – Elmwood Park Chamber of Commerce, past president of the Oak Park Area Association of Realtors, member of the Columbian Club of Chicago and the Lions and Kiwanis Clubs and a recently retired member of the Elmwood Park Library Board.

NOW, THEREFORE BE IT RESOLVED that the President and Board of Commissioners of Cook County do hereby congratulate Gabriel Caporale on his forty two years as a real estate professional and his thirty years of owning and operating Caporale Realty and wish him continued success.

IN MEMORY OF CARRI NORINA BROOKS

WHEREAS, It is with deep sympathy and tenderness of the heart that we sends these words to express condolences to the bereaved family, in the home-going of Carri Norina Brooks; and

WHEREAS, each life is under divine direction and it can be said that in the transitioning of Carri Norina Brooks a wonderful woman has gone to live with God; and

WHEREAS, Carri Norina Brooks was born on December 30, 1983 in Ingalls Memorial Hospital, Harvey, Il to Regina Price and Norman L. Brooks; and

WHEREAS, Carri Norina Brooks attended Springfield Elementary and Kolmar Schools in Midlothian, graduated from Harold L. Richards High School in Oak Lawn, Illinois where she became a cheerleader and joined the school’s gospel choir. Then moving forward in life she attended Johnson & Wales Culinary Arts School in Rhode Island; and

WHEREAS, Carri Norina Brooks; was baptized on November 2, 2008 by Pastor Dan Willis of the Lighthouse Church of All Nations where she was a dedicated member enjoying the proliferation as well as the prognostication of Pastor Dan Willis, not to mention, the melodious singing of the choir and flawless sound of the musicians; and

WHEREAS, Carri Norina Brooks, blessed the world with two beautiful daughters; Sabrina Finch (9) and Alicia Davis (8).who were the inspiration of her life; and

WHEREAS, Carri Norina Brooks endless faith in God strengthen her to endure surgeries which involved her having a heart transplant in 2010; and

WHEREAS, Carri Norina; Brooks, was called to an eternal home to enjoy rest, peace and no more suffering; and

WHEREAS, Carri Norina Brooks, will be missed by many, although her compassionate, hard working, and generous spirit will live on in our hearts forever.

NOW, THEREFORE, BE IT RESOLVED, that the Cook County Board of Commissioners do hereby salute the life of Carri Norina Brooks, and may her memory be cherished forever.

WHEREAS, the establishment and continuation of such small businesses is vital to any community in terms of the support of civic, church, school, youth, and senior programs; and

WHEREAS, Flower Fantasy is a local business in the Village of Norridge in the 9th Cook County District; and

WHEREAS, Flower Fantasy is owned and operated by Joanne Buccini who gave up a career in banking to open her own business 25 years ago; and

WHEREAS, Flower Fantasy has served the needs of the immediate and greater community in providing excellent floral arrangements for all occasions; and

WHEREAS, Flower Fantasy was included in President Preckwinkle’s tour commemorating the reduction of the Cook County portion of the sales tax; and

WHEREAS, the reduction of the sales tax has benefitted local businesses and consumers.

NOW, THEREFORE, BE IT RESOLVED, that the Cook County President and Board of Commissioners commemorate the 25th anniversary of Flower Fantasy and wish this outstanding local business all the best in its upcoming years.

WHEREAS, Almighty God, in His infinite wisdom has called James C. “Jim” Harris from our midst; and

WHEREAS, James Harris was born on August 23, 1933 in Friendship, North Carolina to William Ernest Harris and Cassie Richardson; and

WHEREAS, Jim confessed his hope in Christ at an early age and became a member of Christian Chapel United Church of Christ; and

WHEREAS, Jim received his early education in the Wake County School System. He enlisted in the United State Marine Corps serving during the Koran War and discharged after your years of honorable service; and

WHEREAS, Jim was united in holy matrimony to Nellie M. Cannady on October 19, 1953 (60 years) and from this union they were blessed with one son, James Jr; and

WHEREAS, Jim extensive work history included; bus driver for Chicago Transit Authority (CTA); Sales Consultant for Metropolitan Life Insurance Company; Southside District Sales Consultant for Old Rose Distributing Company; served as a Trustee for the Village of Phoenix; served as Mayor of Phoenix for ten years; Assistant Manager of Vehicle Service for the Office of the Secretary of State of Illinois; Assistant Operating Officer of the Cook County Department of Public Health; served as Commissioner as Metropolitan Water Reclamation District of Greater Chicago (MWRD); and served ten years on the Board with PACE bus company.

WHEREAS, being a loving husband, father and conscientious citizen, Jim was actively involved in numerous civic and community organizations; and

WHEREAS, he was a loving, caring, and sharing neighbor, Jim was a friend to all who knew him and will be deeply missed; and

BE IT RESOLVED, by the Board of Commissioners of Cook County that the Board does hereby offer its deepest condolences and most heartfelt sympathy to the family and many friends of James C. Harris, and joins them in sorrow at this time of loss, and

IN MEMORY OF LANA D. WIELAND

WHEREAS, Almighty God, in His infinite wisdom, has taken from our midst Lana D. Wieland, born into life on January 14, 1959, and born into eternal life on November 29, 2012; and

WHEREAS, Lana was the beloved wife of Jered; loving mother of Heather Barton, Tracey (Danielle) Perkins, Brett and Jordan Wieland; devoted daughter of Nell and the late Randolph Ponder; dear sister of Linda (Glenn) Hamilton and Shirley (Raleigh) Richter; fond grandmother of Brooke, Connor, Kiersten, Stetson, Preston and Tristan; and

WHEREAS, Lana was first diagnosed with breast cancer in 2007 and fought a long and courageous battle against the disease with the support of her family and innumerable friends who rallied around her; and

WHEREAS, Lana referred to herself as a “country girl” having grown up near Starkville, Mississippi and loved being outdoors, gardening, taking long walks and bike riding; and

WHEREAS, Lana had a great love of all animals shown by the fact that she had over 100 pets, mostly rescued, during her lifetime including horses, cats, dogs, mice, birds, turtles, lizards – all creatures great and small, she loved; and

WHEREAS, Lana could do anything creative – sketch, paint with any medium, numerous types of crafts, antique restoration, interior design – she just had a natural artistic ability; and

WHEREAS, Lana had an unusually generous heart – she donated money and/or time to dozens of charities yearly and could never walk past someone in need without acknowledging them and trying to provide assistance – she simply looked for ways to do for others; and

WHEREAS, Lana was a beautiful person, inside and out, who above all else, loved her family unconditionally and was a devout and true believer in Jesus Christ; and

WHEREAS, Lana was the type of person that one loved and cherished even after brief encounters with her tremendous spirit; and will be sorely missed by her family and legion of friends and colleagues

NOW, THEREFORE, BE IT RESOLVED, that the President and Members of the Cook County Board of Commissioners, on behalf of the residents of Cook County, do hereby express our deepest condolences and most heartfelt sympathy to the family as well as to the many friends and loved ones of Lana D. Wieland, and

WHEREAS, it has come to the attention of the Cook County Board of Commissioners that Mrs. Gracie Few will be turning 100 years old on May 14, 2013; and

WHEREAS, Gracie is the youngest child of Clarence and Alberta Moore; and

WHEREAS, Gracie was raised in Belzona, Mississippi; and

WHEREAS, Gracie left Birmingham, Alabama and arrived in Chicago, Illinois in 1951; and

WHEREAS, She joined Antioch Baptist Church under the leadership of late Reverend Harvey, and in 1957 under the leadership of the late Dr. Wilbert Daniel; and

WHEREAS, Gracie has two children; son Lawrence Few of Chicago, Illinois and a daughter Juanita Pinkston of Homewood, Illinois. Four grandchildren, two great grandchildren and two great, great - grandchildren, and a host of nieces, nephews, and cousins and friends; and

WHEREAS, Grace is very special and surely honor is due for all the great experiences that life has given her; and

WHEREAS, Grace have done more in a lifetime than others can only dream, she is the most amazing 100 year old that most have ever know or seen; and

WHEREAS, at this present moment in time may the Dove of Peace hover over you. May the Lord keep and protect you in every effort to brighten the lives of all who know and love you. Words can’t express how much your kindness, joyful spirit, and helpful ways have enriched our lives. Your remarkable life will always be cherished.

NOW, THEREFORE BE IT RESOLVED, that the Cook County Board does hereby extend it warmest wishes and congratulations to Gracie Few on the occasion of her 100th Birthday.

WHEREAS, Memorial Day, originally called Decoration Day, is the last Monday of May, and is a day of remembrance for those who have died in our nation’s service; and

WHEREAS, Memorial Day is a time for the Nation to appropriately remember and honor our American heroes; and

WHEREAS, our service men and women answered the call of duty and made the ultimate sacrifice to maintain the security of our country and the liberties we hold so dear; and

WHEREAS, our nation is honor bound to remember those who died on distant shores defending our Nation and our way of life; and

WHEREAS, citizens across Cook County, the State of Illinois and the entire United States will pause to remember the sacrifices of men and women who died in service to our nation; and

WHEREAS, on this Memorial Day, as throughout the year, we pray for the families of the fallen and show our respect for the contributions these service members made to the continuation of American freedom; and

WHEREAS, our grateful Nation honors their selfless service, and we recognize a debt of honor beyond our capability to repay; and

WHEREAS, Americans must never allow ourselves to forget the contributions made by those who served and those who gave their lives to protect the freedom and democracy for our country; and

WHEREAS, it is important to show our gratitude for all our Soldiers, Sailors, Airmen, Marines, Coast Guardsmen, and Merchant Mariners who died in the service of our Nation that we might continue to enjoy the liberties we so deeply cherish.

A RESOLUTION HONORING THE NATIONAL AMERICAN INDIAN HOUSING COUNCIL AND RECONGNIZING THEIR ANNUAL CONVENTION AND TRADE SHOW IN CHICAGO

WHEREAS, The National American Indian Housing Council (NAIHC) was founded in 1974; and

WHEREAS, NAIHC’s mission is to effectively and efficiently promote and support American Indians, Alaska Natives and native Hawaiians in their self- determined goal to provide culturally relevant and quality affordable housing for native people; and

WHEREAS, NAIHC prides itself on being the only national organization representing the housing interests of Native people who reside in Indian communities, Alaska Native Villages and on native Hawaiian Home Lands; and

WHEREAS, NAIHC is composed of 271 members representing 463 tribes and housing organizations representing Native housing entities in nine geographical regions throughout the United States; and

WHEREAS, NAIHC services to its members and the general public include: Advocacy for housing opportunities and increased funding for Native American housing and community development programs; Training in many areas of Native housing management; On-site technical assistance for Native housing professionals; and Research and information services related to Native housing issues and programs; and

WHEREAS, NAIHC’s most longstanding annual event, the Annual Convention and Trade Show is an opportunity to learn about tribal housing, attend training courses, and network with successful housing professionals as well as vendors from across the country; and

WHEREAS, this year the NAIHC’s 39th Annual Convention and Trade Show will be held in Chicago from May 21 – 23, 2013.

NOW, THEREFORE, BE IT RESOLVED, that the Cook County Board of Commissioners does hereby honor and recognize the National American Indian Housing Council for great work on behalf of American Indians, Alaska Natives and native Hawaiians and wish them a successful Annual Convention and Trade Show in Chicago.

HONORING NORRIDGE VILLAGE PRESIDENT RONALD OPPEDISANO

WHEREAS, Ronald A. Oppedisano was elected as Village President in April 2009; and

WHEREAS, Oppedisano served as Village Trustee, as Chairman of the Streets, Sidewalks, and Alleys, on the Information Technology Committee, and as Chairman of the Norridge Zoning Board since 1998; and

WHEREAS, Oppedisano led the way for the formulation of a Master Plan for the future development of Norridge; and

WHEREAS, President Oppedisano moved to Norridge in 1961 where he has lived with his wife Linda and their three children; and

WHEREAS, Oppedisano graduated from Divine Savior School and has been an active volunteer and coach for many years in the Norridge Youth Activities and Norridge Park District youth sports programs, in which he participated as a child; and

WHEREAS, he received his Bachelor of Arts degree in Urban Planning & Environmental Studies from Northeastern Illinois University in Chicago in 1978. Upon graduation, he continued to sell real estate as a licensed real estate broker for many years for his family’s Real Estate business, which had been located in Norridge since the 1960’s and was a member of the Northwest Real Estate Board’s Million Dollar Sales Club; and

WHEREAS, Oppedisano is the owner of a real estate appraisal /consulting firm. He has been awarded the MAI designation by the Appraisal Institute—the most recognized designation for real estate appraisers, demonstrating the highest level of expertise in the appraisal field.

NOW, THEREFORE, BE IT RESOLVED, that the Cook County President and Board of Commissioners honor Ronald Oppedisano for his years of public service and wish him well as he retires from office as Norridge Village President.

COMMEMORATING THE LIFE OF ANNE SMEDINGHOFF

WHEREAS, Almighty God in His infinite wisdom called Anne Smedinghoff from our midst on April 6, 2013; and

WHEREAS, Anne Smedinghoff was born 25 short years ago, the beloved daughter of Thomas and Mary Beth and the loving sister of Mark, Regina, and Joan; and

WHEREAS, Anne Smedinghoff grew up in River Forest and attended St. Luke’s Catholic Church and Fenwick High School; and

WHEREAS, Anne Smedinghoff graduated from Johns Hopkins University, where she majored in international studies and became a key organizer of the university’s Foreign Affairs Symposium, which draws distinguished speakers from around the world; and

WHEREAS, in her first assignment in the foreign service Anne Smedinghoff, who was fluent in Spanish, worked in Caracas, Venezuela; and

WHEREAS, Anne Smedinghoff chose to follow that assignment with the challenging position of assistant information officer in Afghanistan where she put the well being of others before her own; and

WHEREAS, Anne Smedinghoff was described by Secretary of State John Kerry as, “a selfless, idealistic woman,” “everything that is right about our foreign service,” and “someone who worked hard so that others could live a better life;” and

WHEREAS, Anne passed away doing the work she loved.

NOW, THEREFORE, BE IT RESOLVED, that the Cook County Board of Commissioners, on behalf of the more than five million residents of Cook County, does hereby express its deepest condolences and most heartfelt sympathy to the loved ones of Anne Smedinghoff; and

BE IT FURTHER RESOLVED, that a suitable copy of this Resolution be tendered to the family of Anne Smedinghoff so that her memory may be so honored and ever cherished.

RECOGNIZING THE POLISH CONSTITUTION DAY

WHEREAS, May 3rd is a Polish national and public holiday that celebrates the declaration of the Constitution of May 3, 1791; and

WHEREAS, the Polish Constitution of May 3, 1791 is considered one of the most important achievements in the history of Poland; and

WHEREAS, the Constitution is generally regarded as Europe’s first and the world’s second modern codified national constitution, following the 1788 ratification of the Unites States Constitution; and

WHEREAS, Cook County’s history and cultural wealth have been shaped and enriched by Polish- Americans and their commitment to helping make our county a better place to live, work and raise families; and

WHEREAS, the Alliance of Polish Clubs in the U.S. and in the Polish-American community have continued their tradition by celebrating the 222nd anniversary of Polish Constitution Day; and

WHEREAS, this national and public holiday is celebrated by persons of Polish descent all over the world, in Cook County, and in Chicago, which is the home of the largest community of Polish-Americans in the United States. Chicago has one of the grandest celebrations of Polish Constitution Day in our country; and

WHEREAS, Polish Constitution Day has been a focal point of ethnic celebrations of Polish- American pride in Chicago, dating back to 1892. Poles in Chicago have continued this tradition to present day, marking it with festivities and with the annual Polish Constitution Day Parade; and

WHEREAS, the Polish Constitution Day Committee and the Polish-American community have organized the Polish May 3rd Constitution Day Parade on May 4, 2013 in Grant Park; that was Chicago’s 122nd celebration of the Polish Constitution of 1791.

NOW, THEREFORE, BE IT RESOLVED, that the President and Cook County Board of Commissioners, on behalf of the residents of Cook County, do hereby proclaim May 3, 2013, to be “Polish Constitution Day” in Cook County, and urge all County residents to recognize this anniversary and be aware of the many contributions that the Polish-American community has made to this County.

WHEREAS, Hanover Township Trustee Sandra Westlund-Deenihan has diligently served the residents of Hanover Township since 2007, which includes Streamwood, portions of Bartlett, Elgin, Hanover Park, Hoffman Estates and Schaumburg; and

WHEREAS, Sandra resides Streamwood with her husband Maurice; and

WHEREAS, in 2007 Sandra was appointed to the Hanover Township Board of Trustees and later elected to a full term in 2009; and

WHEREAS, as Trustee she served on the township’s Mental Health Board, she served on the Hanover Township Committee on Youth and the Finance Committee, and

WHEREAS, Sandra served on the Hanover Township Committee on Youth, she worked to form partnerships with U-46 school district to provide opportunities for students to get the skills they need to secure good jobs; and

WHEREAS, Sandra spearheaded efforts to institute environmentally friendly policies at Hanover Township; and

WHEREAS, as Trustee one would often see Sandra throughout Hanover Township participating in community events, including parades, Streamwood’s Summerfest, Bartlett Parade, Relay for Life Cancer Walks are just a few of the events Sandra would participate in; and

WHEREAS, Sandra’s six years of dedicated service is greatly appreciated by her colleagues and the residents of Hanover Township;

HONORING LOCAL AND STATE FIRST RESPONDERS, AND THE RESIDENTS OF COOK COUNTY IN FACING THE SEVERE RAIN STORMS IN APRIL OF 2013

WHEREAS, on April 17, 2013 and April 18, 2013 Cook County began to be impacted by severe weather – including rain and thunderstorms – which caused widespread flooding throughout the County; and

WHEREAS, heavy rains inundated parts of Cook County, causing rivers to overflow, damaging public infrastructure, and flooding homes, schools, businesses, and roads, among other places; and

WHEREAS, the severe weather threatened to isolate jurisdictions and individuals; and

WHEREAS, the response and recovery aspects of the Cook County Emergency Operations Plan were activated, and County resources and local resources mobilized and were utilized to respond to and recover from the above incident; and

WHEREAS, due to the severe weather, a State of Disaster was proclaimed within Cook County; and

WHEREAS, due to the above events, the Governor of the State of Illinois declared a disaster for thirty- eight counties in the State, including g Cook County; and

WHEREAS, local, County and State first responders and personnel responded immediately and without hesitation to work to prevent damage as well as aid in response, rescue, recovery, and assistance efforts; and

WHEREAS, Cook County entities communicated across departments and with local partners to provide resources, assistance and aid in response; and

WHEREAS, multiple mutual aid and other stakeholders, including the Mutual Aid Box Alarm System, the National Weather Service, the United States Coast Guard, and non-profit organizations, deployed personnel and assets to assist in protecting infrastructure and residents; and

WHEREAS, countless examples exist of individuals – including first responders and residents alike – who worked to assist their communities and neighbors, even while suffering devastating personal losses; and

WHEREAS, the people of Cook County demonstrated an unprecedented level of cooperation and collaboration in communicating with one another and working together to address the severe weather and opened their homes, schools, churches, and businesses to shelter their neighbors.

NOW, THEREFORE, BE IT RESOLVED, that the Cook County Board of Commissioners does hereby recognize and honor those Cook County offices, agencies and departments, outside partners, employees, and the individuals from the local, state and federal governments, particularly the first responders and emergency management personnel, as well as residents, for their dedication and commitment to their communities.

BE IT FURTHER RESOLVED, that the Cook County Board of Commissioners does hereby recognize and honor the spirit of collaboration and cooperation which assisted all involved in facing the storm and in rendering help to others in a time of great need.

WHEREAS, Janice Provenzano also became very involved in her local government and was active in the Republican Organization of Maine Township and presently serves as President of the Maine Township Republican Women’s Club; and

WHEREAS, Janice Provenzano has been married to Robert Provenzano for 48 years and has three sons, Anthony, Michael and Christopher and is now the proud grandmother of Cristiano; and

WHEREAS, Cook County is a diverse community of more than five million people with ancestries from all parts of the world; and

WHEREAS, the more than 320,000 Asian American residents of Cook County have contributed significantly to the development of our neighborhoods and cities; and

WHEREAS, Asians, along with Irish immigrants and African Americans among others, constructed and operated the transcontinental railroads that passed through Cook County and provided the basis for our county’s economic strength as a transportation center; and

WHEREAS, Cook County is home to Asian American veterans who fought heroically for our nation through many of her conflicts in the 20th century, including Filipinos who, alongside soldiers from Maywood, Illinois, survived the Bataan Death March in the Philippines during World War II, and Japanese Americans of the 100th Infantry Battalion and the 442nd Regimental Combat Teams who served our nation with the highest military honors despite being designated for internment in American concentration camps on the west coast; and

WHEREAS, Asian American immigrants have made--and continued to make--tremendous efforts in professional fields such as medicine, engineering, education, accounting and chemistry; and

WHEREAS, Asian Americans, both native born and naturalized immigrants, are making strides in a wider range of professional fields including government, the arts, journalism, the legal profession, athletics, international trade, higher learning and the entertainment industry; and

WHEREAS, Asian Americans are among the ranks of elected and appointed officials at the state and national level, and are helping to shape the future of our nation and society; and

WHEREAS, Asian Americans are among the ranks of both elected and appointed officials at the local level in Cook County including a Chicago Alderman, and Cook County Judges and a growing number of local elected officials,

WHEREAS, the Honorable Joseph Tecson, former Cook County Board Commissioner, served as the first Asian American Cook County Commissioner from 1977-1982; and

WHEREAS, Asian Americans are in key positions in the news, entertainment and social media industries as co-founders of firms such as Yahoo, YouTube, Sun Microsystems; and

WHEREAS, Asian Americans are a major force in various business and education sectors; and

WHEREAS, Asian American athletes, and Asian athletes in America are excelling individually and are leading national sports teams and American professional sports teams to Olympic medals and world championships; and

WHEREAS, Cook County employs the largest number and percentage of Asian Americans in any governmental workforce in Illinois, including one bureau chief and three department heads in offices under the President; and

WHEREAS, Asian American Heritage Month provides Cook County an opportunity to restate its firm stand against any and all discrimination on the basis of race, creed or national origin in Cook County.

HONORING MAYOR EUGENE SIEGEL

WHEREAS, the President and Members of the Cook County Board of Commissioners are proud to congratulate Mayor Eugene Siegel upon his retirement after four decades of outstanding and dedicated service to the people of Chicago Ridge; and

WHEREAS, Eugene Siegel began his long and extraordinary career in public service in 1963 when he was appointed Deputy Coroner for the Cook County Coroner’s Office where he worked until 1971 and then served as Assistant Chief for the Cook County Sheriff’s Office from 1971 to 1986; he also served as an Administrative Assistant in the State Treasurer’s Office from 1987 to 1993; and

WHEREAS, Eugene Siegel was elected Mayor of Chicago Ridge in 1975 and under his dynamic leadership during ten successive terms in office he created a solvent tax base and a refund of surplus funds to the homeowners of Chicago Ridge since 1997; Mayor Siegel was instrumental in the development of the Chicago Ridge Mall in 1981 and the Commons of Chicago Ridge in 1988; and

WHEREAS, Eugene Siegel’s myriad improvements to the Village include the improvement of Ridgeland Avenue to establish commercial land use, the installation of an adequate water system with a two million gallon reservoir and a pumping station, street lighting, a Senior Citizen Center, the installation of traffic signals at hazardous intersections, creation of a full-time Fire Department/Paramedics, doubling of the size of the Police Department, the Public Works Facility, and the establishment of a Youth Service Bureau with a youth director to counsel families and their children 7 days a week; and

WHEREAS, Eugene Siegel was honored by the Chicago Ridge Village Board for his dedication and leadership when they named the Eugene L. Siegel Municipal Complex after him; this 60,000 square foot facility was built at no cost to the taxpayers of Chicago Ridge and houses the Village Administrative Offices, Police Department, Youth Service Bureau, Senior Citizen Center, and hosts many community organizations; and

WHEREAS, Eugene Siegel serves as Vice-Chairman of the Southwest Council of Mayors, Legislative Chairman for the Southwest Conference of Local Government, and sits on the Boards of the Illinois Municipal League, the Mayor’s Caucus, the Cook County Advisory Board on Community Development Block Grant Applications, and Southwest Central Dispatch which he also founded; and

WHEREAS, Eugene Siegel served the people of this County and State with distinction during his 49 year tenure in public office and through his unswerving commitment to public service.

NOW, THEREFORE, BE IT RESOLVED, that the President and Members of the Cook County Board of Commissioners do hereby congratulate Eugene Siegel upon his retirement and wish him many more years of good health, happiness and success in his future endeavors; and

WHEREAS, the NCJW, South Cook Section is a grassroots organization of volunteers and advocates who turn progressive ideals into action; inspired by Jewish values, NCJW strives for social justice by improving the quality of life for women, children, and families of all denominations and by safeguarding individual rights and freedoms; and

WHEREAS, the NCJW, South Cook Section began in 1921 in Chicago Heights, Illinois; that year the Jewish Ladies Aid Society of Beth Israel Synagogue organized itself into a Section of the National Council of Jewish Women, Chicago Heights Section with the primary purpose of providing Jewish religious education to the children of families living in the community; and

WHEREAS, the NCJW, South Cook Section became strongly involved in community activities and political action over the years, establishing the Park Forest Section in 1949 which merged with the South Cook Section in 1982; and

WHEREAS, the NCJW, South Cook Section sponsors a myriad of community service projects including Aunt Martha’s group homes for teens, Hygiene Drive for Respond Now, Senior Hot Lunch Program, Prairie State College book scholarships, Garfield Elementary School reading, art and tutoring programs, mini grants for elementary school teachers that provide enrichment and encourage creativity in the classroom, and support for HIPPY (Home Instruction Program for Parents of Preschool Youngsters); and

WHEREAS, the NCJW, South Cook Section advocates on behalf of victims of domestic violence through co-sponsorship of an annual conference to increase awareness of services available through the South Suburban Family Shelter and their Court Watch Program; and

WHEREAS, the NCJW, South Cook Section programs and community service commitments are entirely supported by member fundraising activities, occasional grants, and gifts; and

WHEREAS, the NCJW, South Cook Section membership has grown to more than 600 members over its ninety-one year history, creating an extraordinary legacy of community service and dedication to South Suburban women, children and families.

WHEREAS, Robert Stranczek is retiring after fourteen years of dedicated public service to the residents of the Village of Crestwood; and

WHEREAS, Robert Stranczek was appointed village mayor in 2007 following the retirement of his father Chester who served as mayor for 38 years; Robert was elected to his current term in 2009; and

WHEREAS, before being named mayor, Robert Stranczek served as a village trustee for nearly nine years; and

WHEREAS, Robert Stranczek placed a strong emphasis on economic development during his tenure in office; he was instrumental in bringing Ultra Foods, Burlington Coat Factory, Carnival Shoes, Party City, At the Office Bar and Grill, and Lone Star Steakhouse, along with numerous small businesses to Crestwood keeping the traditional one dollar annual business license fee; and

WHEREAS, Robert Stranczek’s strong leadership kept the village under budget from 2007 to 2013 and he implemented many village improvements that included computerization of the village hall and village departments, starting administrative hearings, securing grants for a new salt dome, and the repaving of 135th Street and Kostner Avenue; and

WHEREAS, Robert Stranczek spearheaded the renovation of Walker Park with new equipment, landscaping and an expansive covered picnic area; and

WHEREAS, Robert Stranczek oversees Cresco lines, a Harvey-based trucking company primarily in the business of hauling steel; and

WHEREAS, Robert Stranczek is a lifelong resident of Crestwood where he will continue to reside with his wife Laurie and children Mark and Katherine; and

WHEREAS, Robert Stranczek while remaining devoted to his family, has dedicated his time to strengthening his community and serving the citizens of Crestwood and he shall continue to support Crestwood and its residents.

WHEREAS Dorothy A. Donovan was the dear mother of Thomas (Vita), Dorothy (Maurice) Sullivan, John (Karen), David (Peggy) and the late Patricia (late Raymond) Gaglione, and

WHEREAS Dorothy A. Donovan was the loving grandmother of 16; great-grandmother of 25; and great- great-grandmother of 1, and

WHEREAS Dorothy A. Donovan was the loving daughter of the late Frank and Catherine (nee Schmitz) Schmiederer, and

WHEREAS Dorothy A. Donovan was the fond sister of the late Florence (late Jack) Butterworth, Madeline (late Stanley) Simpson and Catherine (late George) Carey, and fond aunt of many nieces and nephews, and

WHEREAS Norma Reyes served as Deputy Chief of Staff for the City of Chicago under Mayor Richard M. Daley, and

WHEREAS Norma Reyes was appointed Commissioner of Business Affairs and Consumer Protection, where she served admirably from 2003 to 2011, and

WHEREAS Norma Reyes, in her role as Commissioner of one of the major departments in city government, earned a reputation for fairness and an even-handed approach to regulation enforcement, and

WHEREAS Norma Reyes provided the leadership necessary to implement needed reforms to the taxi industry, and

WHEREAS Norma Reyes was proud of her Puerto Rican heritage, and

WHEREAS Norma Reyes was graduate of Notre Dame University, earning both a Bachelor’s and Law Degree, and

WHEREAS all who knew her will attest that Norma Reyes was a kind and compassionate woman, virtuous of character and gentle in spirit, admired and respected by her many friends and neighbors, and dearly loved by her family, now therefore
