February 2021 SHARP POWER AND DEMOCRATIC RESILIENCE SERIES China’s Global Media Footprint Democratic Responses to Expanding Authoritarian Influence by Sarah Cook ABOUT THE SHARP POWER AND DEMOCRATIC RESILIENCE SERIES As globalization deepens integration between democracies and autocracies, the compromising effects of sharp power—which impairs free expression, neutralizes independent institutions, and distorts the political environment—have grown apparent across crucial sectors of open societies. The Sharp Power and Democratic Resilience series is an effort to systematically analyze the ways in which leading authoritarian regimes seek to manipulate the political landscape and censor independent expression within democratic settings, and to highlight potential civil society responses. This initiative examines emerging issues in four crucial arenas relating to the integrity and vibrancy of democratic systems: • Challenges to free expression and the integrity of the media and information space • Threats to intellectual inquiry • Contestation over the principles that govern technology • Leverage of state-driven capital for political and often corrosive purposes The present era of authoritarian resurgence is taking place during a protracted global democratic downturn that has degraded the confidence of democracies. Major Party and State Agencies Given the range of relevant agencies under media governance, the following materials will focus on those pertaining to cybersecurity and informatization. 1. CPC Central Committee’s Leading Groups (or Leading Small Groups) (中央常委领导小组) Chinese leaders use informal leading groups at the top to issue guiding principles that involve the coordination of multiple bureaus or departments in policy formulation and implementation. The following groups report directly to the Party Politburo Standing Committee and the Party Secretariat, and supersede other government agencies in the power structure. Students with specific research topics should definitely meet Laird Klingler, who is WWS Librarian and the world's most constructive wizard. This list cannot cover articles, but computer databases can. Rosemary Little and Mary George at Firestone are also enormously helpful. Especially for materials in Chinese, so is Martin Heijdra in Gest Library (Palmer Hall; enter up the staircase near the "hyphen" with Jones Hall). Other local resources are at institutes run by Chen Yizi and Liu Binyan (for current numbers, ask at EAS, 8-4276). Professional bibliographers are the most neglected major academic resource at Princeton. -

Discourse and Ideology: The Taiwan Issue in the Chinese and American Media1 Xiaofei Lu 1. Introduction With Lee Teng-’statehood claim on 9 July 1999, the density of media reportage on the Taiwan issue rocketed and remained high till an earthquake struck Taiwan in late September. Notable are the many textual differences between the Chinese and American media representations of the issue. However, are these differences systematic? Are they triggered by their underlying socio-ideological contexts? How do they in turn bear upon their underlying ideologies? These are the questions that have prompted interest in the present research. This paper applies the framework of Critical Discourse Analysis to a comparative study of two corpora of Chinese and American Internet news discourse on the Taiwan issue during this period. The purpose of the study is to reveal how the dialectical relationship between discourse and ideology is instantiated in this particular case. The hypotheses formulated from preliminary observations of the news texts are threefold. First, we expect the textual differences between the Chinese and American news discourse to be systematic, and we aim to describe and interpret them with the aid of computer tools. Second, we expect these differences to be determined by the socio-ideological contexts underlying the production of the news discourse, and we aim to explicate how that actually works. Third, we expect the corpora of news discourse to bear different counter- impacts on their underlying socio-ideological contexts, and we aim to illustrate these functions specifically. 2. Framework and methodology Within the theoretical framework of Critical Discourse Analysis, discourse is defined as “ of language in speech and writing seen as a form of social ” (Fairclough, 1992:63; 1995:54). -

Media landscape questions: China Compiled by Deqiang Ji, Communication University of China 1. What characterizes the difference between national, regional, and local in relation to media in your country? Owned by the Chinese Communist Party and Chinese government under CCP’s leadership, mainstream media (newspaper, TV, radio, etc.) in general is established in accordance with the administrative structure in China. For example, the Party and government system is vertically constructed at four levels, namely, the central, provincial, city and county. Media is accordingly owned and supervised respectively by central, provincial, city and county governments. In addition to the vertical coherence, media system in China is horizontally diverse, uneven and sometimes full of conflicts. Since China is becoming one of the most uneven societies in the world today, media development in different regions of China also shows unprecedented unevenness. In the first-tier cities (Beijing, Shanghai, Guangzhou, Shenzhen, etc.), media receives comparatively more financial support from both advertising market and local government (i.e. subsidies), and is also easier to recruit employees of high quality from their fiercely competitive labor market. But for other cities and counties, let alone the countryside, less money and labor force could be found than those big cities. Similar with the inter-city and urban-rural divide, media develops unevenly between east and west inside China. In other words, media industry in the eastern coastal areas is more prosperous while media in the west and the hinterland has less potential for economic growth. This national media landscape is consistent with the domestic economic geography. However, speaking of the political attributes of media in China, another map should be drawn.
