Comme la France et le le Royaume-Uni l’ont déjà fait, le Luxembourg organise le concours pour la seconde fois. C’est dans le même endroit qu’en 1962 que la Compagnie Luxembourgeoise de Télévision plante le décor, confiant la réalisation et la direction de l’orchestre aux mêmes personnes que quatre ans plus tôt, la présentation étant cette fois assurée par Josiane Shen. Le décor lui aussi change et le grand escalier offre à nouveau ses services, les différents artistes devant le descendre pour se présenter sur scène. La 11 ème édition du concours fut précédée d’un grand nombre de discussions au sein des membres de l’Union Européenne de Radiodiffusion. Le but, louable, de ces propositions était d’améliorer la qualité du concours : le Luxembourg argumentait qu’une présentation des chansons sous forme de vidéos serait préférable, certains pays du sud de l’Europe considérant que 18 participants était beaucoup trop envisageaient un système de demi-finales auquel le Royaume-Uni s’opposa fermement. La Belgique, pourtant sensible aux problèmes linguistiques, allait même plus loin en proposant la sélection d’une seule chanson en français, une en anglais, une en allemand, une en néerlandais ou encore une en scandinave !!!. Quant aux scandinaves qui venaient par là même d’apprendre qu’ils parlaient la même langue leur souci majeur était d’améliorer la qualité des chansons. Certaines de ces remarques sont encore entendues de nos jours, mais le seul changement en cette année 1966 concerne à nouveau le système d’attribution des votes, ou plus justement celui de composition des jurys : il est précisé que ces derniers doivent être constitués de “membres représentatifs du public, parmi lesquels peut être inclus un certain nombre d’experts en musique légère et chanson populaire”. -
