Pyrotechnics Please review the following information. It should answer most of your questions regarding the use of pyrotechnics at the Thomas & Mack Center, Sam Boyd Stadium and Cox Pavilion. Please consult with the Thomas & Mack Center’s Event Production Manager in advance to determine if a local pyrotechnician in necessary for what you intend to do. It is to your advantage to get a determination well in advance of your scheduled event to avoid delays, overtime, or cancellation of the scheduled display. If it is your intent to include pyrotechnics as part of your event, the following policy is now in affect in the Thomas & Mack Center, Sam Boyd Stadium and Cox Pavilion. This policy is in accordance with all Clark County, State of Nevada, and Federal regulations and guidelines. You should be prepared to adhere to the following: • Notify the Event Production Manager of the Thomas & Mack Center at least ten (10) working days in advance of your intent to use pyrotechnics. • If you do not already have a Nevada licensed pyrotechnician, the Event Production Manager can provide you with a list of local licensed technicians or can arrange for their services directly. The pyrotechnician, in affect, will be an independent contractor working for you during your event. • You must provide the Clark County Fire Marshal and the Thomas & Mack Center Event Production Manager with a Certificate of Insurance that includes the seven (7) items listed under INSURANCE (see below). It must be in the Clark County Fire Marshal’s office at least five (5) working days prior to your event. • Your Nevada licensed pyrotechnician is responsible for pulling the local permit with the Clark County Fire Department as well as making certain that the Certificate of Insurance is on file with the Clark County Fire Marshal. In addition, the pyrotechnician will arrange for a demonstration of the effects with the Clark County Fire Department. The pyrotechnician must be on site for said demonstration and whenever the pyrotechnics are used. • You will be responsible for all fees associated with the use of pyrotechnics during your event. These include the permits necessary from the Clark County Fire Marshal, and Fire Marshal inspections or demonstrations, as well as the local licensed pyrotechnician’s fees. • Supply your Nevada licensed pyrotechnician with the information necessary to pull the permits at least five (5) working days prior to your event. Clark County Pyrotechnics Requirements: • NO FIREWORKS DISPLAY WILL BE ALLOWED during an open dance floor concert. • In a concert where seating is provided, fireworks are allowed when: o A pyrotechnist licensed by the Nevada State Fire Marshal has obtained a permit through the Las Vegas Fire Department office. This technician must be present for the fireworks display. o If the fire inspector present feels unsure about the proposed display, he or she may require the pyrotechnist to demonstrate the firework in question outside in a clear area. o A fire standby person will be required anytime fireworks are planned. o Applications for permits shall be made in writing ten (10) days prior to the date of display and shall include: Nevada Pyrotechnics License. Insurance to include: UNLV/Board of Regents, Clark County Fire Department, Thomas & Mack. Certificate of Registration from State Fire Marshal. Shot-Sheet and List of Effects. Demonstration time for Fire Marshal. Issued permit. o Only those fireworks that were approved prior to issuing the permit will be allowed during the display. Any additional unauthorized fireworks displayed during the show will result in the void of the permit and/or the rejection of any future permits for events by the involved company. It may also result in the revocation of the license. o For more information contact the Fire Marshal at (702) 455-73 Insurance The Certificate of Insurance (one million dollar liability policy) shall include all of the following: • The deductible, if any, cannot exceed fifteen thousand dollars ($15,000.00). • Limits of bodily injury of not less than fifty thousand dollars ($50,000.00) for one person or one hundred thousand dollars ($100,000.00) for each occurrence annually. • Limit of property damage liability of not less than twenty five thousand dollars ($25,000.00) for each occurrence as payment of damages to persons or property which may result from, or be caused by such public display of fireworks, or any negligence on the part of the licensee or his or its agents, servants, employees, or subcontractors presenting such public display. • A statement that the insurer will not cancel the insured’s coverage without fifteen (15) days prior written notice to the Clark County Fire Marshal. • That the duly licensed Nevada pyrotechnic operator required by law to supervise and discharge the public display, acting either as an employee of the insured or as an independent contractor and the State of Nevada, its officers, agents, employees, and servants are included as additional insured’s, but only insofar as any operations under contract are concerned. • That the Thomas & Mack Center, Sam Boyd Stadium and/or Cox Pavilion shall not be responsible for any premium or assessments on the policy. • That the Thomas & Mack Center, Sam Boyd Stadium, Cox Pavilion, University of Nevada Las Vegas Board of Regents, and their officers and employees will be listed as additional insured. Local Permit When applying for a special permit applicant shall submit information and evidence to the Clark County Fire Marshal covering the following: • The name of the organization sponsoring the display, together with the names of persons actually in charge of the display. • The date and time of the day at which the display is to be held. • The exact location planned for the display. • The name and license number of the Nevada pyrotechnic operator who is to supervise discharge of the fireworks. • The class of fireworks to be discharged and the number of set pieces, shells, effects, or other items such as rockets, missiles, or experimental devices. • The manner and place of storage of such fireworks prior to and during the display. • A diagram of the grounds on which the display is to be held showing the point at which the fireworks are to be discharged. • OUTSIDE: the location of all buildings, highways, and other lines of communications, the lines behind which the audience will be restrained, the location of all nearby trees, telegraph or telephone lines, or other overhead obstructions. • INSIDE: shot sheet, audience location, charge locations, storage location, and storage devices, and location of fire extinguishers. • Proof that satisfactory compensation insurance is carried for all employees. • Documentary proof of conformation with insurance section of this policy. • A Nevada State Fire Marshal’s license for the Public Display of Fireworks. • The name and license number of the wholesaler who supplied all items used in the display. • Permittee shall be responsible for compliance with the provisions under which a public display permit has been granted. • Proof of compliance with the above mentioned must be on file with the Clark County Fire Marshal at least five (5) working days prior to your event. Employer Rights & Responsibilities The Division of Preventative Safety was created to help employers comply with Nevada laws, which govern occupational safety and health. As an employer and Licensee, you are responsible for complying with all Nevada safety and health standards and regulations found in: 1. The Nevada Occupational Safety and Health Act. 2. Occupational Safety and Health Standards and Regulations, including: a. Safe use of equipment and machinery. b. Personal protective gear. c. Hazard recognition. d. Emergency procedures. You must also inform all employees, contractors, subcontractors and agents of the safety rules, regulations and standards, which apply to their respective duties.
