I.-CHIEF FEATUKES OF THE YEAR. 1. The year 1938-39 saw the completion of an important stage of development in the organisation of the department which wa.s planned to be achieved without any increase in the budget grant. The scheme involved reduction of expenditure in certain directions and increase in others and was, designed to give the following additional facilities : (1) Provision of an afternoon weather chart for the Headquarters Office at . Poona., (2) re-establishment of the forecasting centre at Delhi, (3) establishment of a wireless station at Poona, (4) reorganisa tion of the superior staff, ( 5) transfer of the upper air office from Agra to Delhi and (6) provision for a small increase in staff in the R. A. F. Meteorological Offices and the establishment of a. few additional obser vatories in north-west India. The afternoon weather chart at Poonn which had been sanctioned on a. temporary basis for two years with effect from 1st April 1937, was sanctioned as a pennanent measure with effect from 1st April 1939. The construction of the wireless station• at Poona was completed by the Posts and Telel;(raphs Depart ment in March and the station commenced working mth effect from 1st April 1939. The reorganisation of the gazetted staff was Ranctionecl with effect from 1st Oct~ber 1938. Sanction was also accorded towards the end of the year to the re-establishment of the forecast ing centre at Delhi with effect from 1st September 1939. The transfer of the Upper Air Office from Agm to Delhi was apprc\"etl, a s.uitable site at Delhi was reserved and neces..'llry provision to enable construction work to be ~'Ommenced· in 1939-40 was included in the •budget. A few minor items snch as the appointment of o. Meteorolo gical Assistant for the Meteorological office at Peshawar and the establishment of a few additional observatories in north-west India were also sanctioned by Government. 2. Reorganisation of the superior sta11 of the department.-'l'be very considerable increase in recent years in the demand for meteoro logical service by civil aviation, the Royal Air Force, the Navy, the ·mercantile shipping and the public in general made certain reorganiAA .
