LAMPETER TOWN COUNCIL MINUTES OF THE MONTHLY MEETING OF THE 27.10.2016 AT ST PETER’S CHURCH HALL, LAMPETER AT 7.30PM Members were invited to participate in prayer before the onset of the meeting. Cllr Kistiah Ramaya led members in prayer. PRESENTATION-Elen Grantham, Ceredigion Rural Housing Enabler and Housing Need in Lampeter Before the onset of the Meeting a Presentation was received from Elen Grantham, Rural Housing Enabler Ceredigion and Border Areas. This post is funded by Tai Ceredigion and the Welsh Government (WG). Wales Rural Housing Enablers (RHEs) are a network of independent experts working in rural communities across Wales supporting the delivery of affordable homes for local people. The Ceredigion RHE works in partnership with local communities, local authorities, County and Town/Community Cllrs, Landowners, Developers-social, private and co- operative and other Rural Housing Enablers. This involves Consultation with Town & Community Councils; Input into the Local Development Plan (LDP) and Local Settings Policy; assessment of local housing needs & community engagement; investigation into reasons for unutilised S.106 sites & empty properties as well as working on specially adapted new build bungalows. Every effort is made to support the Welsh language, maintain social networks, create employment, provide attractive environments and retain local services. Elen Grantham said that it was important to connect with Town Councillors in Lampeter as they had local knowledge. The voice of those in need should be heard. Social housing was required for local people; affordable houses were essential as it was difficult for young people to start on the property ladder. It was felt that Lampeter was underdeveloped over the years although a site had been utilised in Cwmann. New homes were perceived as better than old homes. Land had been purchased by Tai Ceredigion and earmarked for development. There were plans in place to develop affordable homes at Brongest, Lampeter viz: Application A140669: Residential development (22 dwellings) with associated infrastructure and highway improvements at Brongest (land opp) Llanfair Road, Lampeter (October 2014) & Variation of condition 2 of planning permission A140669 residential development – (Revised plans and site layout- August 2016) 1 The Brongest development is a mixed tender – some houses for part sale, some intermediate rent and some social housing. The 3-part development includes affordable housing & 2 x opportunities for a small local developer. Further information is available from the website www.rhewales.co.uk 1. CHAIRPERSON’S WELCOME AND PERSONAL MATTERS The Mayor Cllr David Smith extended a warm welcome to all present. 2. PRESENT Mayor Cllr. David Smith; Deputy-Mayor Cllr Hag Harris; Cllr John Davies; Cllr Ann Morgan; Cllr Kistiah Ramaya. Simultaneous Translator: Carol Thomas. APOLOGIES FOR ABSENCE were received from: Cllr Rhys Bebb-Jones; Cllr Andrew Carter; Cllr Elsie Dafis; Cllr Elin Jones; Cllr Rob Phillips, Cllr Derek Wilson, Cllr Christopher Thomas; Cllr Selwyn Walters & Cllr Dorothy Williams. Cllr Adrian Kendon submitted a letter of resignation due to health issues. 3. POLICE MATTERS 3.1 Parking remained a problem at Drovers’ Rd: the matter had been reported to Ceredigion County Council. 3.2 Street Lights – not working: 3.2.1 behind the Police Station – awaiting contractors & 3.2.2 by the rugby field. 3.3 Certain individuals were causing a nuisance on a daily basis at approximately 3.30pm in the environs of the Bus Stop and Cascade on High Street. It was stated that the town area was regularly monitored by the Police and incidents should be reported to the Police as soon as possible. 4. DISCLOSURE OF PERSONAL & PREJUDICIAL INTEREST The following declared a personal interest during the meeting: 4.1 Minute 10.3.2: Cllr Ann Morgan when the request for financial support from the Friends of Theatr Felinfach, was considered in order to stage a production of Teilwng yw’r Oen. 5. CONFIRMATION OF THE MINUTES OF THE MEETING OF THE 29th SEPTEMBER 2016 These were agreed to be a correct record (Proposed by Cllr Hag Harris and seconded by Cllr Kistiah Ramaya) and were signed by the Chairman. 6. MATTERS ARISING FROM PREVIOUS MEETING 6.1 War Memorial Garden re possible transfer of the War Memorial Garden from the County Council to the Town Council. No Developments. It was RESOLVED to request a verbal or written report from Cllr Elsie Dafis by the next monthly meeting. 6.2 Maes-y-Felin Play Area: It was RESOLVED to request a meeting with Mr Llyr Edwards, Tai Ceredigion to discuss the way forward. The 2 Mayor Cllr David Smith, Deputy-Mayor Cllr Hag Harris and Immediate Past-Mayor Cllr Chris Thomas were nominated to attend the meeting. 6.3 Signage (Birthplace of Rugby and home of the oldest University in Wales): It had been RESOLVED at the Town Council meeting of the 29th September 2016 to replace the present town entrance signs, for ones, which included straplines referring to the town’s status as the Birthplace of Rugby and home of the oldest University in Wales. Symbols could also feature. A meeting has been requested between Cllr Selwyn Walters, Cllr Chris Thomas and County Officials to discuss the way forward concerning matters such as design, wording, sizes, cost and legal obligations. Awaiting developments. 6.4 Planters at the Town Entrances: It was reported that the four planters were in place. 6.5 The Fountain, Harford Square, Lampeter: It was not established whether the new pump was presently working. 6.6 Roll of Honour: It was RESOLVED for the Mayor Cllr David Smith to make arrangements to transfer the board from the Lampeter PO Sorting Office to the Victoria Hall and to contact Mr Gary Thorogood to decide on a suitable location to display the Board within the Victoria Hall. 6.7 One Voice Wales Conference Saturday 1st October 2016: Builth Wells, Royal Welsh Showground. Mayor Cllr David Smith had represented the Town Council at this Conference. Appendix 1 6.8 Ambulance Response Times within the Lampeter Ward: A response was received from the Welsh Ambulance Services NHS Trust – Appendices 2 & 3. It was RESOLVED to invite a representative of the Welsh Ambulance Services NHS Trust to a future meeting of the Town Council. 6.9 Town Council’s Notice Board: (cleaning and improving its general condition): no information received during this meeting. 6.10 Hosting the Third World Lunch under the auspices of St Peter’s Church, Lampeter: Arrangements have been made to host the Third World Lunch on Friday 3rd February 2017. 6.11 Remembrance Sunday Service/s: Friday 11.11.2016 at Harford Square and Sunday 13.11.2016 at the War Memorial. Arrangements were made concerning these events. 7. MATTERS ARISING NOT FROM PREVIOUS MEETING 7.1 Consultative Meeting: invitation to the Town Council to send representatives to meet the Leader of the County Council, Cllr Ellen ap Gwynn and the Chief Executive Miss Bronwen Morgan to discuss matters of current mutual interest to be held on Wednesday 9th November 2016 at 6.30pm at Lampeter Church Hall. Questions to be forwarded in advance. 7.2 Mayor’s and Councillors Young at Heart Christmas Tea Party: The party will be held on the afternoon of Wednesday 7th December 2016. Arrangements have been initiated. 3 8. CORRESPONDENCE 8.1 One Voice Wales: Ceredigion Area Meeting, Wednesday 19th October 2016 at 7pm, Council Chamber, County Hall, Penmorfa, Aberaeron. Cllr Dorothy Williams had represented the Town Council at the meeting. 8.2 Communication re Taxi Companies in Kingsmead, Lampeter: as the sender of the letter to the Town Council had not revealed his/her identity it was stated that the Town Council could not progress the matter. 8.3 Mid Wales Healthcare Collaborative is holding a series of community engagement events to discuss the future of healthcare in Mid Wales. Community Meeting: Friday 11th November 2016, Morlan Centre, Aberystwyth, Ceredigion. 8.4 Open Meeting: Rural Health and Community Wellbeing in Wales, 30 November 2016, 2-6pm, Old Hall, University of Wales Trinity Saint David, Lampeter. The purpose of the meeting will be to raise awareness of what has been done and what is proposed for Rural Health and Community Wellbeing in mid Wales, following the introduction of the Welsh Government’s,”Well-being of Future Generations (Wales) Act 2015”. 8.5 Clutter Free Ceredigion: the Clutter Free Ceredigion campaign was officially launched in September 2016 as part of the wider Caru Ceredigion project. The Clutter Free Ceredigion leaflet has been produced with the help of Ceredigion Disability Forum and is aimed at raising awareness of the importance of keeping Ceredigion’s streets accessible to all and as clutter free as possible. Assistance was asked to promote the leaflet within local communities and businesses. 8.6 Ceredigion CC Consultation: Welsh in Education Strategic Plan 2017-2020: between 19th October and 13th December 2016. Each Council in Wales is required to produce a Welsh Education Strategic Plan 2017-2020. This document builds on the foundations of the current Welsh in Education Strategic Plan. 8.7 Other correspondence: For Information only. 9. PLANNING MATTERS 9.1 Planning Application A160945 – 18/20 Bridge Street, Lampeter. Proposal: Change of use of part of the ground floor of 18 Bridge Street into residential use. Includes minor internal alterations, with new blockwork dwarf wall to rear yard. Applicant: Mrs Elizabeth Curtis. Town Council’s Comments: No Objections. 9.2 Planning Application A160932- Cwrt Dulas, Mill Street, Lampeter, SA48 7HY. Proposal – Construction of two buildings. Applicant: DC Evans Developments LTD. Town Council’s Comments: No Objections. 9.3 Ceredigion County Council: Development Control Committee: Minutes of the last Meeting and Agenda of the next Meeting: for information.
