Chiltern Councillor Update Economic Profile of Seer Green Ward April 2014 Produced by Buckinghamshire Business First’s research department P a g e | 2 1.0 Introduction Seer Green is home to 2,311 people and provides 700 jobs in 30 businesses. Of these businesses, seven (23.3 per cent) are Buckinghamshire Business First members. There were 1,626 employed people aged 16-74 living in Seer Green ward at the 2011 Census, 15 more than the 1,611 recorded in 2001. Over that period the working age population fell 16 to 1,413 while the total population rose 41 to 2,311. The number of households rose by 15 (1.7 per cent) to 889. This is a significant percentage increase and places the ward 21st out of all wards in Chiltern. Based on the increase in number of households, the ward ranks 85th out of all wards in Buckinghamshire. The largest companies in Seer Green include: Perkin Elmer Ltd; Manorgrove Homes Ltd; HBM Ltd; Beaconsfield Golf Club Ltd; Seer Green Nursery; Anderson McKenzie Consulting; and Mark 1 Motors. There are 14 Seer Green, representing 1.0 per cent of working age residents, including 10 claimants aged 25-49 and five who have been claiming for more than twelve months. Superfast broadband is expected to be available to 93 per cent of premises in the Seer Green ward by March 2016 with commercial providers responsible for the full 93 per cent. The Connected Counties project, run by BBF, will therefore deliver no fibre connectivity due to sufficient coverage through commercial intervention. BBF is seeking to deliver an extended superfast footprint via additional funding, adaptation of downstream technology and contract claw-back mechanism. At the time of the 2001 Censusi, of the 1,006 employed residents, 274 people lived and worked in the ward, with the most common destinations by local authority district being: Chiltern (378, 37.6) South Buckinghamshire (136, 13.5) Wycombe (92, 9.1) Westminster, City of (49, 4.9) Hillingdon (41, 4.1) City of London (36, 3.6) Ealing (28, 2.8) Slough (24, 2.4) P a g e | 3 2.0 Industrial structure There are 30 businesses located in Seer Green employing 700 people. Of these businesses, 25 are micro businesses, employing fewer than 10 people. Seer Green is over represented in Wholesale which accounts for 23.8 per cent of employment in the ward. Based on this, the ward is ranked 97th out of all wards. The next sector showing over-representation is Professional, Scientific and technical. This sector accounts for 43.6 per cent of employment, based on this proportion the ward is ranked 31st out of all wards. The sector contributes to an industrial strategy sector as detailed in the plan for growth in the following section. Finally, Seer Green is over-represented in Arts, entertainment and other services which account for 7.2 per cent of employment, ranking the ward 1,788th out of all wards. Transport & Storage accounts for only 0.3 per cent of employment while Business Administration 7 Support Services account for only 0.9 per cent of employment, ranking the wards 7,335th and 7,783rd respectively. Health accounts for only 0.1 per cent of employment, ranking the ward 8,445th. P a g e | 4 2.1 The Industrial Strategy and the Plan for Growth Plan for Growth and the Industrial Strategy set out policies to realise this objective and to rebalance the economy, which include focusing on sectors expected to deliver strong growth. Chiltern -represented in these sectors, particularly aerospace, the information economy and professional and business services. While Seer Green provides jobs in these sectors, the industrial strategy sector where the ward delivers the highest share of national employment is professional and business services which accounts for 43.9 per cent of employment, ranking Seer Green at 55th among English wards. The proportions of jobs in Seer Green in Industrial Strategy sectors are presented in Table 1. Seer Green has a proportion of 48.8 per cent of its residents qualified to degree level or higher. Furthermore, 64.6 per cent work in managerial, professional or technical occupations. In Chiltern the wards most similar to Seer Green are Ballinger, South Heath & Chartridge, Central and Amersham Town with 20 of the other 24 wards among the top thousand closest matches. The least similar ward in the district is Ridgeway, the only ward in Chiltern to rank lower than the 4,000th closest match. Furthermore, as stated previously, the ward has a high level of those educated to degree level or higher and those working in managerial, professional and technical roles ranking in the top quartile for both. Seer Green looks to have a high employment rate but low level of working age residents. In contrast Seer Green ranks in the bottom quartile for other occupations, with only 1.5 per cent and 4.0 per cent of working residents employed in process plant & machinery operative and elementary occupations respectively. Skilled trades occupations service occupations Source: Census, ONS, 2011 5.0 Deprivation Buckinghamshire has the lowest level of economic deprivation of any Local Enterprise Partnership, with Chiltern having the 13th lowest economic deprivation of all 326 local authority districts in England, behind South Bucks (10th) but ahead of Aylesbury (37th) and Wycombe (69th). Chart 4 demonstrates the concentration of Chiltern least deprived in England with 12 of the 25 wards featuring among the least deprived 10 per cent of all wards in England and only three ranking among the most deprived half of English wards, a stark contrast to the London Borough of Newham where no ward ranks above halfway, highlighting the challenge Chiltern faces to attract resources to tackle deprivation. P a g e | 7 Seer Green has the 104th lowest economic deprivation of the 7,707 wards in England and the sixth least economically deprived of the 25 Chiltern wards. Seer Green is the 11th least economically deprived among the 108 ward in Buckinghamshire. Nationally, the closest matches are Mayford & Sutton Green (Woking), Downley & Plomer Hill (Wycombe) and Oadby Grange (Oadby & Wigston) while Austenwood and Chalfont St Giles are the most similar in Chiltern ranking as the second and third most similar of all English wards. Of the 25 Chiltern wards 15 are among the 1,000 best matches, however Ridgeway is only the 4,541st closest match.
