Settlers of Catan The Prosperity Rules The Prosperity Rules are designed to reduce the coercion involved in the original game, enhance the amount and quality of trade, and increase enjoyment while playing the game. The Prosperity Rules are intended to be played with a standard Settlers of Catan board and the 5-6 player expansion pack. Building the Island From the expansion pack, use only the additional shoreline extensions that have ports on them. Leave out the two small shoreline extensions that do not have ports. This will give your island an elongated hexagonal shape. When laying your resource hexes leave out the two desert hexes. Shuffle the remaining hexes well and lay them inside the shoreline randomly. There will be more hexes than room, that is fine. The unused hexes can be put back into the box. This will give leave uneven number of hexes from the various resources. This enhances the randomness of the scarcity making the game much more realistic. Using the number tiles from the expansion pack, remove the 2 & 12 tiles from the mix. This will leave the exact number of tiles needed to lay on the placed resource hexes. There will be three of each number tile 3 through 11. Leave the Robber in the box. In The Prosperity Rules, there is no need to encourage coercion. It brings out the worst in human behavior. Rules of Play 1. Because there are no 2 or 12 resources hexes on the island, a player is awarded a Development Card when they role a 2 or 12. 2. All development cards can be played at the time of purchase. If I bought a gun today, could I fire it today? 3. During your turn, Soldier Cards may be used to plunder another player. However, if the player being plundered has an unplayed Soldier Card, they may play it in defense and thereby protect themselves from plunder. Once Soldier Cards are played in this manner, they may not be played in this way again but they do count toward the Largest Army award. 4. Largest Army is still an award for the highest number of Soldier Cards played. Playing Soldier Cards does not require the player to plunder another player, however, this can be considered a show of force without actual force. 5. When a player rolls 7, any player with eight or more cards must discard half of their Resource Cards. The discarded cards from all players go into a single pile of cards (similar to free parking in the game Monopoly). Players then roll to win the pile. In order to participate in the roll-off, a player must place an additional Resource Card into the pile, even if they were forced to discard into the pile. Think about it like a hurricane hit the island and half of your belongings are scattered across the island. You can choose to pick it up or you can choose to let the others pick it up. Choosing to pick it up requires invest- ment of additional resources. The invested player who rolls the highest number in the roll-off wins the pile of discarded Resource Cards. Once this process is complete, the player who originally rolled 7 is allowed to take their turn, whether they discarded or won the roll-off or not. 6. All other standard Settlers of Catan rules apply. i.e. settlement and road spacing, number of players, etc. Winning the Game - In this theme of play there are two ways to win. 1.
