INTRODUCTION The development of Muskrat Falls1 on the lower Churchill River in Labrador will provide a clean, renewable source of electricity to meet Newfoundland and Labrador’s growing energy demands. Its development will provide homes and businesses with stable electricity rates well into the future, and will be a valuable power-producing asset for more than 100 years. The development of the Muskrat Falls Project represents the first phase of development on the lower Churchill River. The development in Newfoundland and Labrador includes: . Muskrat Falls Hydroelectric Generating Facility, an 824 megawatt (MW) hydroelectric generating facility consisting of two dams and a powerhouse at Muskrat Falls in Labrador. Labrador-Island Transmission Link, a 1,100 km High Voltage direct current (HVdc) transmission line from Muskrat Falls to Soldiers Pond on the Avalon Peninsula, including a 35 km subsea cable across the Strait of Belle Isle. Labrador Transmission Assets, two 250 km High Voltage alternating current (HVac) transmission lines between Muskrat Falls and Churchill Falls in Labrador. The Government of Newfoundland and Labrador sanctioned the development of the Muskrat Falls Project in December 2012. Construction is expected to take five years to complete. The Lower Churchill Management Corporation (LCP)2 was established to manage the construction of the Muskrat Falls Project as described above. The following report outlines initiatives that support compliance of the Lower Churchill Projects Benefits Strategy as agreed to by LCP and the Province of Newfoundland and Labrador. 2. EMPLOYMENT The following is the employment information for the projects for the quarter April 1 to June 30 (Q2 2015). Detailed employment information and statistics are outlined each month in the Muskrat Falls Project monthly report. These reports are available online at muskratfalls.nalcorenergy.com. GENDER EQUITY AND DIVERSITY LCP is committed to implementing a Gender Equity and Diversity Program for the project. It is LCP’s goal that Muskrat Falls will be a model project demonstrating innovation and creativity in developing and implementing best practices in gender equity and diversity. Through its own diversity program, and through its management of the hydroelectric projects in its mandate, Nalcor seeks to position positively the creation and ongoing support of a respectful, inclusive and diverse work culture as a desirable business practice. LCP believes it’s Gender Equity and Diversity Program will also contribute to workplace safety through increased collaboration and respect, which is a priority for Nalcor and one of its corporate goals. LCP has highlighted some of the gender equity and diversity activities that were undertaken during the quarter. A detailed breakdown of LCP’s gender equity and diversity commitments and initiatives that are planned and/or underway by the project is available in Appendix A of this report. Promoting Women in Trades During the quarter, LCP continued to work with Women in Resource Development Corporation (WRDC) where this agency continues to provide practical support to women in the province who wish to pursue employment in the construction sector. Additionally, in May LCP supported WRDC’s delivery of GUSTO (Girls Understanding Skilled Trades Opportunities) at Sheshatshiu Innu School. 2 Gender Equity and Diversity Initiatives During the month of April, LCP, in cooperation with the WRDC, developed a Gender Climate Survey to be implemented in 2015. The Gender Climate Survey was completed project wide during the quarter, and the results of the survey are expected in Q3 of 2015. The Resource Development Trades Council (RDTC) hosted a Diversity Stakeholders Event in St. John’s during May, in which LCP participated along with representatives from other major projects. Persons with Disabilities Discussions and planning continued with the Independent Living Resource Center (ILRC) regarding internship opportunities for persons with disabilities on the project during April. Staff and consumers of ILRC delivered a program overview to LCP representatives. In tandem with the LATP, Labrador Aboriginal people who have disabilities are working towards safety training certifications which will increase their employability. Furthermore, in the months of May and June, LCP also worked with Inclusion NL to identify and development potential opportunities for internships for Aboriginal persons with disabilities. Visible Minorities In April, LCP staff gave a presentation to clients of Association for New Canadians Career Center. These individuals are a group of professionals who are engaged in a program called Energy Sector Language Training (ESLT) in which new Canadians are exposed to the human resource side of careers in resource based industries. Labrador Aboriginal Training Partnership (LATP) Support LATP was successful in obtaining a 12-month extension to the Strategic Partnership Fund (SPF) agreement in April, which includes additional funding and contributions from the Government of Canada, Government of Newfoundland and Labrador, as well as all four partners: Innu Nation, Nunatsiavut Government, NunatuKavut Community Council and Nalcor Energy – Lower Churchill Project. During May, The LATP offered a Housekeeping training program in Sheshatshiu. Several of the individuals who completed the training have since been employed. Also, the LATP continued to offer client counseling to Aboriginal individuals seeking employment, as well as providing funding support for safety certifications. Labrador Innu Initiatives LCP held a number of meetings and planning sessions in April with stakeholders in Sheshatshiu at the school, board and community level. The purpose of the meetings and planning sessions was to assist with the development of a pilot program focused on pre-trades awareness. In these sessions, best practice research and collection of teaching resources and culturally-relevant curriculum were identified. LCP staff also presented information to students at Sheshatshiu Innu School at the school’s annual career fair on future Nalcor operations jobs. 3 The joint Nalcor-Innu Nation Environmental Management Committee and Nalcor representatives provided an update on various construction operations and environmental measures in May, including an upcoming raptor survey. The Committee also planned an AGM to be held in the Innu communities in September. Applications were invited for the 2015-16 Tshiashkueish Lower Churchill IBA scholarships. The scholarships are awarded by the joint Innu Nation – Nalcor Tshiashkueish Committee to Innu post- secondary students. On June 4th, LPC hosted a visit to the Muskrat Falls site by Innu high school students from Sheshatshiu and Natuashish. The objective of the visit was to motivate students to stay in
