    Innovations in Dutch Shipbuilding: A Systems of Innovation Approach Mila Davids and Hans Schippers Originating in a small country with a limited home market, Dutch firms have long been active on a global market. Before the twentieth century their dependence on foreign technical knowledge was striking. The adaptation and subsequent distribution of foreign innovations were common in most industrial sectors. During the nineteenth century, the Netherlands was a country that lacked a strong knowledge infrastructure. This situation changed during the twentieth century. Due to this developing knowledge infrastructure, also referred to as a national innovation system, the innovativeness of Dutch industrial enterprises gradually grew. In this paper, we focus on the shipbuilding sector, which operated in an international market, and address the question of how its innovative capacity evolved over time. Was the Dutch industry able to compete with foreign companies or did they remain “followers” with respect to innovation, and how important was the national innovation system in this respect? To answer these questions we examine the market situation and product as well as process innovations in the first half of the twentieth century. We focus on the whole constellation of actors in Dutch shipbuilding, their relations, interactions, and interdependence, as well as on the institutional setting, to gain a better understanding of the innovation processes in Dutch shipbuilding in the first half of the twentieth century. Hiermee worden de effecten van de andere strategieën vergeleken. x (1) Optimalisateren huidige strategie –De Maeslantkering wordt na 2050 vervangen door een verbeterde versie met een faalkans van 1/1000 per sluitvraag (het huidige sluitcriterium blijft gehandhaafd). Per direct zal de faalkans van de Maeslantkering worden verbeterd tot 1/200 per sluitvraag. Er zullen, waar kansrijk, in het rivierengebied extra rivierverruimingsmaatregelen worden ingezet om de waterstanden te verlagen. Hierdoor hoeft er minder ingezet te worden op dijkversterking. In deze strategie wordt ook de Hollandsche IJsselkering vervangen door schutsluizen. x (2A) Gesloten zeezijde met aanvullende waterberging – De Maeslantkering wordt op termijn (na 2050) vervangen door schutsluizen. De aanname is dat de faalkans van schutsluizen nagenoeg verwaarloosbaar is. Aanvullend hierop wordt extra water geborgen op de Grevelingen in de Zuidwestelijke Delta. x (2B) Gesloten ring – Het hoogstedelijke gebied en de meest kwetsbare dijkringen (15 en 16) worden zoveel mogelijk ontzien van zee en rivierinvloed.

    Reactienota voorontwerpbestemmingsplan Bolnes Maasoever-Oost Gemeente Ridderkerk, 18 oktober 2012 1 Reactienota voorontwerpbestemmingsplan Bolnes Maasoever – Oost, d.d. 18 oktober 2012 2 1 Inleiding 1.1 Algemeen Het bestemmingsplan Bolnes Maasoever-Oost heeft als voorontwerpbestemmingsplan in 2009 ter inzage gelegen. In deze periode zijn acht inspraakreacties ontvangen. In 2009 is ook vooroverleg gevoerd met verschillende organisaties, conform artikel 3.1.1. van het Besluit ruimtelijke ordening. Aangezien de woningbouwontwikkeling die in het plan is opgenomen op een aantal punten is bijgesteld is met enkele instanties in juni 2012 opnieuw vooroverleg gevoerd. In deze reactienota zal eerst kort worden ingegaan op de belangrijkste aanpassingen ten opzichte van het voorontwerpbestemmingsplan uit 2009. Hierna worden de binnengekomen inspraak- en overlegreacties samengevat en voorzien van een gemeentelijke reactie. 1.2 Aanpassingen woningbouwontwikkeling ten opzichte van het plan uit 2009 Mede naar aanleiding van de inspraak- en overlegreacties is de beoogde woningbouwontwikkeling, zoals deze was opgenomen in het voorontwerpbestemmingsplan uit 2009, bijgesteld. Het aantal woningen is aanzienlijk teruggebracht en er is gekozen voor hoofdzakelijk grondgebonden woningen in plaats van appartementen. Het plan uit 2009 ging uit van de realisatie van in totaal 296 woningen waarvan 47 grondgebonden woningen en 249 appartementen. Het huidige plan gaat uit van maximaal 190 woningen waarvan maximaal 50 appartementen. Met deze wijziging van het programma is het stedenbouwkundig plan aangepast waarbij de vijf appartementengebouwen van 7 lagen aan de zijde van de grienden en de twee woontorens van respectievelijk 15 en 18 lagen in het middengebied zijn verdwenen. In het nieuwe plan wordt hoofdzakelijk uitgegaan van grondgebonden woningen. Alleen in de zone langs de Nieuwe Maas zijn twee appartementengebouwen mogelijk.

GESCHIEDENIS VAN RIDDERKERK Al in de twaalfde eeuw bestond er aan de rivier de Maas een woonplaats met de naam Riede. Het dorpje werd tussen 1373 en 1375 meermalen getroffen door overstromingen, waardoor inwoners vertrokken. De achtergebleven inwoners besloten het gebied droog te leggen en creëerden de polders Oud- en Nieuw Rijerwaard. In 1404 was de eerste polder Oud-Rijerwaard voltooid. Deze lag aan de oostelijke kant van de Lagendijk. Enkele decennia later werd ook de westelijke zijde drooggelegd en ontstond de Nieuw-Rijerwaard.
