(“Golder”) was retained by the Region of Peel to conduct a Phase One Environmental Site Assessment (“Phase One ESA”) of a proposed sanitary trunk sewer manhole location 7, along Lakeshore Road West to the east of Tennyson Avenue. At the time of Golder’s Site reconnaissance on February 12, 2019 the Site consisted of an approximately 1.96 acre (0.79 hectare) parcel of land, currently undeveloped. The Phase One ESA study area included properties within 250 m of the Site. The Phase One ESA was intended to identify potential sources of soil or groundwater contamination that may affect the planned trunk sewer Manhole 7 location. The Phase One ESA was completed in accordance with Ontario Regulation (“O. Reg.”) 153/04 and included a review of available current and historical information on the Site and surrounding properties, a Site walkover, interviews, evaluation of readily available information, and reporting, subject to the limitations outlined in Section 9.0 of this report. The Phase One Property is not considered an enhanced investigation property as defined by O. Reg. 153/04. In addition, the assessment included a Site reconnaissance that included visual inspection of the Site and properties located in whole or in part within 250 metres (the Site). The Site reconnaissance was conducted after the desktop review and focused on the Site and those portions of the Phase One Study Area that were in proximity to the Site and that were identified as having the potential to contribute to soil or groundwater contamination. The following table summarizes the findings of the Phase One ESA. The Phase One ESA findings are based on evidence of actual and/or potential environmental impact, from both historical and current sources, and represent those potential environmental issues that may have the potential for a material environmental impact on the Site or on construction activities planned within the Site. Areas of potential environmental concern (“APECs”) along the Site include: APEC Description of Potential Source APEC 1: A service station was located at 1095 Lakeshore Road W, on the southwest corner of the intersection of Lakeshore Road West and Lorne Park Road. This location is Potential Source of approximately 195 m southwest of the Site. The EcoLog ERIS report listed this Contamination: Former property as being owned by Pioneer Petroleums Management Inc. as a full-service and Current Gas gasoline station, with three single-walled underground storage tanks (“USTs”) Station at 1095 installed in 1984. Lakeshore Road West. This off-Site property would be anticipated to be crossgradient to upgradient of the Site relative to the general direction of groundwater flow. Based on its orientation and proximity to the Site, the presence of a former gasoline station represents an issue of potential environmental concern for the Site and may
