HRVATSKE VODE Godišnji financijski izvještaji za 2020. godinu UVODNE NAPOMENE Hrvatske vode su pravna osoba za upravljanje vodama koja je počela djelovati 1. srpnja 1996. godine kao pravni slijednik Javnog vodoprivrednog poduzeća Hrvatska vodoprivreda sukladno članku 200. stavka I.Zakona o vodama (N.N. 107/95.) Hrvatske vode su sukladno Zakonu o vodama ustrojene i registrirane kod Trgovačkog suda u Zagrebu kao ustanova čiji je osnivač Republika Hrvatska. Sukladno zakonski determiniranom pravnom statusu Hrvatske vode posluju kao neprofitna organizacija. Člankom 186. Zakona o vodama (N.N. 153/09, 63/11, 130/11, 56/13, 14/14, 46/18) regulirana je djelatnost Hrvatskih voda te su određeni poslovi Hrvatskih voda od kojih su najvažniji: - izrada planskih dokumenata za upravljanje vodama, - izrada projektnih zadataka, koncepcijskih rješenja, studija i investicijskih programa, - uređenje voda i zaštita od štetnog djelovanja voda, - investitorski poslovi u gradnji i održavanju građevina za osnovnu melioracijsku odvodnju; nadzor nad građenjem i održavanjem građevina; - upravljanje kakvoćom voda, provedba monitoringa površinskih, uključivo i priobalnih voda i podzemnih voda, - upravljanje projektima gradnje građevina za navodnjavanje u vlasništvu jedinica područne (regionalne) samouprave sukladno nacionalnim programima i projektima; sufinanciranje gradnje, - upravljanje javnim vodnim dobrom, - vođenje vodne dokumentacije i jedinstvenoga informacijskog sustava voda te izdavanje vodopravnih akata, - stručni poslovi u vezi s davanjem koncesija, - stručni nadzor nad provođenjem uvjeta iz vodopravnih akata i koncesijskih uvjeta, - obračun i naplata naknada za koncesije za gospodarsko korištenje voda, - obračun i naplata vodnih naknada, - upravljanje posebnim projektima. Čeprav je izumiranje vrst naraven proces, je danes jasno, da je človek zaradi netrajnostne rabe naravnih virov to dinamiko popolnoma spremenil. Tako denimo ptice danes izumirajo 25-krat hitreje, kot bi bilo to evolucijsko pričakovano. Že desetletja se človeštvo zaveda, da je biodiverziteta le kazalec stanja naravnih sistemov, brez katerih družba ne bi obstala. Gre za t. i. ekosistemske storitve, koristi, ki jih narava ponuja človeku, a ne zaračunava zanje. Razdelimo jih lahko v štiri kategorije: (1) preskrba – naravni viri, pitna voda, les itd., (2) regulacija – varstvo pred erozijo, poplavami, naravnimi katastrofami, (3) podpora – fotosinteza, proizvodnja kisika, vezava CO2, opraševanje rastlin in (4) kultura – vse možnosti sprostitve, navdiha in regeneracije, ki jih človek išče in najde v naravi. Prekomerno izkoriščanje naravnih ekosistemov prinaša ljudem višji standard, a zmanjšuje dolgoročno preživetje človeške populacije. Številne raziskovalne skupine po vsem svetu se v zadnjem času ukvarjajo s finančnim vrednotenjem teh storitev. Tak pristop utemeljujejo z dejstvom, da vsi ti podporni sistemi prispevajo neposredno in posredno k dobrobiti človeštva in so sestavni del ekonomske vrednosti našega planeta. -

It concludes that Social Democracy, often cited as one of the six ingredients that held the old Empire together, took on distinct forms in the Republic’s different federal states. The scholarly literature on the post-1918 “heritage” of the Monarchy therefore needs to move beyond monolithic generalizations and toward regionally focused comparative studies. Introduction Which forms did the ideas take that allowed the Habsburg monarchy to persist, despite the diversity of nationalisms present in the small Republic of German-Austria, for so long after the end of the First World War? What was the “glue” that held this multiethnic empire together, when its collapse had been predicted since 1848, and which of its elements continued to exist beyond 1918? How was this heritage expressed in the different regions of the new republic? At least six factors can be identified as ingredients of the “glue” that held the monarchy together: first, the Emperor, a figure who symbolized the fusion of the complex linguistic, ethnic and religious components of the Habsburg state; second, the administrative officials, who were loyal to the Emperor and worked in the ubiquitous and even architecturally similar buildings of the Monarchy’s district authorities and train stations; third, the army, whose members promoted the imperial ideals through their long terms of service and acknowledged linguistic diversity. -

Vzdrževanje Dravinje Na Območju Natura 2000 – Primera Izvedbe Vzdrževalnih Del Pri Majšperku in Pri Studenicah

KALIGARIČ UPRAVLJANJA Z VODAMI IN UREJENJE VODA Robertina KUZMIČ* Simona KALIGARIČ** VZDRŽEVANJE DRAVINJE NA OBMOČJU NATURA 2000 – PRIMERA IZVEDBE VZDRŽEVALNIH DEL PRI MAJŠPERKU IN PRI STUDENICAH UVOD Pri izvajanju vzdrževalnih del se tudi na Dravinji srečujemo z dokaj kompleksno problematiko, ki po eni strani izhaja iz zahtev varstva narave, na drugi strani pa iz zahtev pri zagotavljanju ustrezne poplavne in erozijske varnosti. Osrednji del Dravinje je z Uredbo o posebnih varstvenih območjih (območjih Natura 2000 (6)), opredeljen kot območja Natura 2000, SPA in 2 pSCI (slika 1). Z Uredbo so opredeljeni so varstveni cilji iz katerih izhajajo varstvene usmeritve. S temi se posege in dejavnosti usmerja tako, da se zagotovi ohranjanje ali izboljšanje stanja vrst in habitatnih tipov območja. To pa lahko narekuje tudi prilagojeno rabo naravnih dobrin in upravljanja voda. V prispevku predstavljamo območji Natura 2000 in primera sanacijskih del, ki smo jih izvedli na Dravinji v letih 2005 in 2006 in pri katerih smo skušali slediti varstvenim ciljem oziroma specifičnim varstvenim usmeritvam, ki izhajajo iz naravovarstvenega statusa območja. Obravnavamo sanacijo erodiranih odsekov na dveh lokacijah, in sicer zajede pri Studenicah in sanacijo dveh zajed v bližini Majšperka. Na obeh obravnavanih lokacijah teče Dravinja po močno vijugasti in zaraščeni strugi. Zaradi izredno meljasto peščene sestave tal so konkavne brežine tu bolj ali manj erozijsko poškodovane. Starejša, dotrajana drevesa padajo v strugo, kar dodatno zapira strugo in pretočni profil. Zaradi sestave tal in delnega zmanjševanja pretočnosti struge prihaja v konkavnih odsekih do večjih poškodb brežin, v konveksah pa do odlaganja zemeljskega materiala, ter posledično s tem do nastajanja sipin. -

Steiermark Band 134 S. 45–55 Graz 2005 The Drava River and the Pohorje Mountain Range (Slovenia): Geomorphological Interactions By Helmuth Sölva 1, Kurt Stüwe1 & Phillip Strauss2 With 6 figures Accepted on November, 16th, 2004 Zusammenfassung: Die Drau und das Bacher Gebirge in Slowenien: Geomorphologische Zusammenhänge. − In dieser geomorphologisch-tektonischen Studie untersuchen wir die domartige Struktur des slowenischen Bacher Gebirges (Pohorje) und seine Interaktion mit einem der bedeutendsten Flüsse der Alpen, der Drau. Geologisch befindet sich das Bacher Gebirge am südwestlichen Rand des steirischen Beckens und nahe einer tektonisch sehr aktiven Zone der Europäischen Alpen: das Periadri- atische Lineament. Etwa 10 km nordwestlich des Bacher Gebirges verlässt die Drau das Miozän-Pliozäne Klagenfurter Becken und verändert ihre Fliessrichtung von Ost nach Süd, der Lavanttal/Labot-Störung folgend. Am Nordwesteck der Antiform des Bacher Gebirges wird die Drau wieder in eine Ost-Richtung abgelenkt, anstatt dem tektonischen und geomorphologischen Lineament der Lavanttal-Störung weiter nach SE zu folgen. Ab diesem Knick fliesst die Drau parallel zur Längsachse durch den Dom nach Osten. Ge- omorphologische und sedimentologische Hinweise zeigen, dass das Flusstales der Drau im zentralen Bereich des Gebirges um 1 km nach Norden an seine heutige Position verlagert worden ist. -

E-mail: [email protected] Abstract: The bio-chemical and physical characteristics of a river are directly affected by water temperature, which therefore affects the overall health of aquatic ecosystems. In this study, long term variations of river water temperatures (RWT) in Kupa River watershed, Croatia were investigated. It is shown that the RWT in the studied river stations in- creased about 0.0232–0.0796ºC per year, which are comparable with long term observations reported for rivers in other regions, indicating an apparent warming trend. RWT rises during the past 20 years have not been constant for different periods of the year, and the contrasts between stations regarding RWT increases vary seasonally. Additionally, multi- layer perceptron neural network models (MLPNN) and adaptive neuro-fuzzy inference systems (ANFIS) models were implemented to simulate daily RWT, using air temperature (Ta), flow discharge (Q) and the day of year (DOY) as predic- tors.
