Encarnacion Tadem* The influence of a technocratic network in the Philippines that was formed around Cesar E. A. Virata, prime minister under Ferdinand Marcos, rose during the martial law period (1972–86), when technocracy was pushed to the forefront of economic policy making. Applying concepts of networks, this essay traces the rise and even- tual collapse of Virata’s network to a three-dimensional interplay of relationships— between Virata and Marcos, Virata and the International Monetary Fund and World Bank, and Marcos and the United States. Virata’s close links to social, academic, US, and business community networks initially thrust him into government, where he shared Marcos’s goal of attracting foreign investments to build an export-oriented economy. Charged with obtaining IMF and World Bank loans, Virata’s network was closely joined to Marcos as the principal political hub. Virata, however, had to contend with the networks of Marcos’s wife, Imelda, and the president’s “chief cronies.” While IMF and World Bank support offered Virata some leverage, his network could not control Imelda Marcos’s profligacy or the cronies’ sugar and coconut monopolies. In Virata’s own assessment, his network was weakened when Marcos’s health failed during an economic crisis in 1981 and after Benigno Aquino’s assassination in 1983. In those crises, Imelda Marcos’s network and Armed Forces Chief of Staff General Fabian Ver’s faction of the military network took power amidst the rise of an anti-dictatorship movement.

Box 1346 Ann Arbor, Ml 48106- 1346 2 Abstract This thesis is about the political economy of the Philippines in the process of recovery from the ruin of economic crisis in the early 1980s. It examines the dynamics of Philippine politics by focussing on banking sector reform between 1986 and 1995. After the economic turmoil of the early 1980s, the economy recovered between 1986 and 1996 under the Aquino and Ramos governments, although the country is still facing numerous economic challenges. After the "Asian currency crisis" of 1997, the economy inevitably decelerated again. However, the Philippines was seen as one of the economies least adversely affected by the rapid depreciation of its currency. The existing literature tends to stress the roles played by international financial structures, the policy preferences of the IMF, the World Bank and the US government and the interests of the dominant social force as decisive factors underlying economic and banking reform policy-making in the Philippines.

    Philequity Corner (February 28, 2011) By Valentino Sy People Power and the Stock Market Twenty five years ago, the world saw the first successful popular non-violent revolution in the Philippines. The 1986 Philippine Revolution (more popularly known as the People Power Revolution) was the culmination of a long campaign of civil resistance, mass demonstrations and prayer rallies that ended the 20-year Marcos regime and marked the restoration of democracy in the country. “People power” later on will be emulated around the world. It became an inspiration to the non-violent resistance of people that toppled Soviet-style communist states in Eastern Europe. It also stimulated the movement toward democratization of repressive regimes and dictatorships in other parts world. The same picture of mass political defiance is now sweeping across the Middle East and North African region (MENA). The market and the economy prior to 1986 People Power The Philippine stock market and the Philippine peso have collapsed during the years leading to the 1986 People Power Revolution, in large part due of the profligate spending of the government and the ballooning external debt problem in the country. On August 21, 1983, Sen. Benigno Aquino Jr. was assassinated at the Manila International Airport upon returning home from exile in the US, throwing the country into economic and political chaos. On October 17, 1983, it was announced that the Philippines was unable to meet interest payments on its foreign currency debt of $24.4 billion and was asking for a 90-day moratorium on its payments. Although an emergency loan arrangement with the IMF was reached, the Philippines agreed to strict conditions to obtain the funding: including the devaluation of the peso and tightening of domestic credit.

Chapter 7 Harry Blair Gauging civil society advocacy: charting pluralist pathways For several years, all international donors supporting democratization, whether directly (most bilateral donors) or indirectly (mainly the World Bank), have been engaged in backing civil society initiatives. In a democracy context, this means essentially supporting civil society advocacy efforts. But how can donors tell whether such efforts have been successful or not, especially when it comes to particular organizations and constituencies? This chapter concentrates on this question, attempting to develop further a civil society advocacy scale that can help evaluate achievement in civil society advocacy in terms of what benefits accrue to targeted constituencies and the long-term effects of such advocacy in promoting system pluralism. Introduction This chapter begins with a brief look at donors’ objectives in promoting civil society and at problems in assessing the impact of programming. The second section distinguishes the scale the author has been working on from other, more long-standing, efforts in this area and then goes on to explain the approach. The third section then applies the scale to three well-documented efforts in civil society advocacy—one in India and two in the Philippines. Each has failed in at least some significant way to achieve its ostensible objective but at the same time can be viewed as an exemplary success in building pluralist politics. A fourth section draws lessons from these illustrations, and a concluding section explores the implications for future donor initiatives in promoting civil society.

Encarnacion Tadem* This article looks into the factors which have strengthened as well as weakened Philippine technocracy during the martial law (1972–86) and post-martial law peri- ods. During the former, technocracy drew its strength from the support it received from President Ferdinand E. Marcos and the country’s major international lending creditors, i.e., the International Monetary Fund (IMF) and the World Bank. Both Marcos and the IMF/World Bank shared the technocrats’ economic vision of liber- alization and export-oriented industrialization. Among the factors which hindered the technocracy’s bargaining leverage on the other hand were the inability of the leadership to address the economic crisis as brought about by the oil price hike in the early 1980s and the political crisis which was given impetus with the assassina- tion of ex-Senator Benigno Aquino. As for the post-martial law period, the technoc- racy basically pursued the same economic policy liberalization as during the martial law period with an emphasis on privatization and deregulation. Technocratic policy- making was further facilitated in a period of globalization where the transnational character of economic policy-making further protected the technocracy from public criticism.
