This is the annual organizational meeting. The Chancellor will call the meeting to order and preside during the election of the Board Chair. Pledge of Allegiance to the Flag Reorganization of the Board of Trustees Education Code Section 72000 requires that the annual organizational meeting of the Board of Trustees be conducted within 15 days after the first Friday in December. In compliance with this code section, it is necessary for the Board of Trustees to accomplish the following: 1. Elect a Chair; 2. Elect a Vice Chair with authority and power to act on behalf of the Chair of the Board in the event of his/her absence; 3. Appoint Dr. Joan Smith as Secretary to the Board of Trustees; 4.     Modesto Junior College (MJC) Academic Senate Resolution FA 20-B: Preferred Name Recognition Proposed by: Ryan Amaral, Liz Camboia, Ariana Gonzalez, Alynna Martinez, Judith Martinez and Senators Belen Robinson & Gabriel Tovar Whereas: Article 3 [1] , Article 3.5 [2], and Article 4 [3] of Chapter 4.5 under Title 3 of the Education Code under California Law, states that public higher education in California strives to provide educationally equitable environments listed in Section 66270, a reasonable opportunity to fully develop [their] potential; (Student Senate) Whereas: The invisibility, both by omission and by design, of [LGBTQ+] students and their issues in curricula, co-curricular activities, and campus practices perpetuates prejudice against [LGBTQ+] individuals and promotes heterosexism; and, Whereas: California Law allows legal ID’s to include preferred pronouns in compliance with CA state law SB 179; and Whereas: MJC’s student information system (Datatel) preferred name & pronoun screens already exist and can implement preferred name through an IT work ticket and process.     California Community Colleges 2015-16 Flexible Calendar Activity Submission Form Flexible Calendar Activity Submission Form This is the Flexible Calendar Activity Online Submission Form for the California Community Colleges. This online submission process is used to collect information about the planned activities for the 2015-16 Flexible Calendar year. The purpose of the Flexible Calendar program is to provide compensated time for faculty to participate in professional development activities that are related to “staff, student, and instructional improvement” (title 5, section 55720). Students also receive priority consideration for a special set of merit-based scholarships.     Distance Education Faculty Training Procedure Distance education is a flexible alternative to face-to-face learning and includes both fully online and hybrid courses. Fully online asynchronous courses meet 100% online in Canvas; hybrid courses offer a combination of online and in-person meetings. For the asynchronous online portion of a DE course, students and their instructor work together online in Canvas, following the instructor's schedule of assignments and due dates. Online and hybrid teaching assignments are voluntary, and instructors must be able to implement effective instructional strategies to support online student learning and success. Training Options Southwestern College faculty members who teach asynchronous fully online or hybrid classes shall successfully complete a District-approved training course/program prior to instruction. District- approved training courses and/or programs are as follows: • District’s Distance Education Faculty Training (DEFT) Certification Program • @ONE’s Online Teaching Certification Program/Certificate in Online Teaching & Design • @ONE’s Online Teaching & Design course • Cuyamaca College’s Teaching Online Certificate + SWC's Creating Accessible Content completion certificate • Grossmont College’s Teaching with Canvas (2020 or later) + SWC's Creating Accessible Content completion certificate • Modesto Junior College’s Online Instruction Training + SWC's Creating Accessible Content completion certificate Completing SWC’s DEFT Certification Program Distance Education Faculty Training (DEFT) is a five-week, asynchronous, fully online course providing practical, hands-on training in online course design and instruction.     MEMO March 12, 2021 TO: Chancellor Eloy Ortiz Oakley Chief Executive Officers Chief Business Officers Chief Student Services Officers Chief Instructional Officers FROM: Lizette Navarette, Vice Chancellor, College Finance and Facilities Planning David O’ Brien, Vice Chancellor, Government Relations RE: Analysis of the America Rescue Plan Federal Stimulus Summary On Thursday, March 11, 2021, President Joe Biden signed the $1.9 trillion American Rescue Plan into law. The new federal stimulus includes a robust investment in higher education with resources available for a longer period of time. Half of the resources each colleges receives will go to support direct emergency grants to students. Bill Details The new federal Coronavirus stimulus bill earmarks nearly $170 billion for education, including $39.6 billion for a third round of funding into the Higher Education Emergency Relief (HEER) Fund. The HEER III dollars will be allocated using the same methodology as the previous two iterations (with some slight modifications) and requires institutions that receive this funding to allocate at least 50% of those dollars to students in the form of emergency grants. One welcome distinction over previous stimulus bills is that the American Rescue Plan specifies funds will be available for use by institutions through September 30, 2023. Specifically, the $39 billion investment in the Higher Education Emergency Relief Fund will be distributed as follows: • 37.5 percent based on FTE Pell recipients, not exclusively enrolled in distance education courses prior to the emergency; • 37.5 percent based on headcount Pell recipients; • 11.5 percent based on overall FTE students; • 11.5 percent based on overall headcount of students; • 1 percent based on FTE Pell exclusively online recipients (may only be used for student grants); and • 1 percent based on headcount Pell exclusively online recipients (may only be used for student grants).

    Modesto Junior College (MJC) Academic Senate Resolution SU20-B: Non-Resident Student Tuition Exemption Proposed by Senator Annaliese Hausler-Akpovi and colleague Ruth Luman Whereas: A significant number of undocumented students in the college and the community, many of whom pay California income taxes, fall outside of the eligibility requirements for AB 540 and are, therefore, required to pay out-of-state tuition. As a result, many are unable to begin or continue their education due to the high cost of non-resident fees in a community that is often ranked as one of the least educated in the nation; and, Whereas: According to California Education Code, Sections 76140-76143, Article 9, “A community college district may admit and shall charge a tuition fee to non-resident students. The district may exempt from all or parts of the fee any person described in paragraph (1), (2), or (3), including: “All nonresidents who enroll for six or fewer units. Exemptions made pursuant to this paragraph shall not be made on an individual basis;” and, Whereas: The undocumented student population, which falls outside of the eligibility of AB 540 or DACA, has highly limited educational options and is arguably the most vulnerable and marginalized student population within the college and community with a significant need for educational support. Whereas: In-state tuition fees granted to this student population could benefit the college and community through increased college retention and graduation rates, increase in enrollment, and greater empowerment and engagement of residents within the community; and, Whereas: MJC, a Hispanic Serving Institution, has committed to supporting the undocumented community through the establishment of the UndocuAlly committee, passage of Academic Senate Resolution S17-B, and provisions in its mission statement.
