3 Brough Parish Council Due to Covid-19 and distancing restrictions the Parish Council Meeting was held remotely on Thursday 21st May at 7pm. Councillor P Dew and District Councillor G Simpkins were in attendance. Recycling Centre. Work on this has been delayed due to Covid-19. Devolution of Assets. A signed copy of the Transfer Agreement has been received for Jubilee Gardens and funding for the current year. There have been no further developments. Defibrillator for Church Brough. This is progressing. BT had been contacted regarding the adoption of the phone kiosk and confirmation that there was power to the kiosk. The previous Parish Clerk, Christina Collis has made a donation of £100 towards the cost of the defibrillator. CCC and EDC Councillors – Cllr Dew reported on meetings of the Multi-Agency Strategic Co-ordinating Group (MASCG) and highlighted a number of issues regarding Appleby Horse Fair 2020, which has been cancelled. Any Travellers heading to Appleby would be turned back by police and verge patrols were in place. Cllr Allison will continue with the normal lock-down arrangements to cover eventualities. Cllr Dew reported on arrangements for schools re-opening: risk assessments were being carried out by schools and letters being sent to parents. The County Council was providing support and advice to schools about re-opening. Cllr Dew reported on a number of COVID-19 related matters: requests from residents for support and help were low, reflecting the support available generally within local communities, which was well co-ordinated. He highlighted the issue of the impact of COVID-19 on the mental health and well-being of young people, and reported that EDC, meeting virtually, was distributing grants in support of communities and businesses. Finally, he reported on the situation in care homes which, by and large, had done a good job in responding to the challenge of COVID-19 Cllr Simpkins described the learning curve that officers and elected Members at EDC were moving along with regard to holding meetings remotely. The Council undertook reviews of Standing Orders and Financial Regulations, public requests for information, Press/Media Policy, Data Protection, the Council’s Complaints Procedure, Internal Audit, Employment, The Council’s Register of Assets, Risk Assessments, Insurance and Councillors Portfolios. There are some 220 households with nearly 600 residents living in the parish at Bleatarn, Sandford, Warcop and part of Coupland Beck. We would like to tell you about the work of the Parish Council, its meetings and current issues and priorities. We would also like to tell you about upcoming developments, events, activities or classes at the Parish Hall. Stainmore WI These last few months have been a bit of a challenge, as we have been unable to have any meetings. Several members got involved with making the masks which went into the Co-op, one sewing machine at least giving up with all the unaccustomed work! Others made scrub bags, as well as carrying on projects such as making teddies etc. We intended to have a picnic, but that was rained off, and obviously we now don’t know when we can meet up again. However, we are being optimistic, and we have some interesting Speakers booked for next year, including sub- jects such as flowers, Red Squirrels, and the Mercy Ships. We will also hope to have some social evenings, also at some stage a meal out. We are keeping our fingers crossed for better times ahead, so watch this space! We would love to have some new members, and when we can be together again we meet in the Church Hall in Church Brough on the second Wednesday of the month. If you would like to join us, give me a ring on 017683 42844, you will be very welcome, we are a friendly bunch! 7 BROUGH’S NEW RECYCLING CENTRE IS OPENING SOON! “Recycling Together for a Better Future” Brough’s new Recycling Centre, at the far end of Main Street just beyond Grand Prix, is opening for business very soon! The former site at Grand Prix was very well used, and we hope that you’ll make even better use of the new site. At the site there are 25 collection bins: 12 plastic, 3 glass bottles, etc., 5 paper and cardboard, 3 cans, tins, etc., 1 foil, and 1 clothing. The Council receives “recycling credits” from Council – the more waste that is recycled and collected from the Recycling Centre the more the Council receives in credits. The value of credits is approximately £750 per annum, and the Council divides this money three ways with one third going to each of Brough Pre-School Nursery, Brough Community Primary School and Brough Youth Group. This is a very positive contribution to Brough children and young people, creating opportunities they wouldn’t otherwise have, and it encourages recycling. So do please make best use of the new Centre. Thanks to all involved in getting the new Centre up and running, and special thanks to George Thompson, who owns the site, and to John Pattinson who provided materials to make the site accessible. And of course very special thanks to Grand Prix Services for hosting the former recycling centre site for so many years. Finally, thanks also to Karen McSkimming for artwork for new signage for the site, featuring “Rosie the Sheep” and her family who help us all to remember just how important recycling is for ourselves and for future generations. Let’s all follow “Recycling Rosie’s” example, making best use of waste, and earning recycling credits for the benefit of children and young people in Brough. 8 Methodist Church Graham and Heather Simpkins (017683 42476) would like to thank everyone who has left things anonymously in our porch during lockdown; these include food bank items, teddies, wool, blankets, items for Boxes of Hope etc. Warm clothes that have been left we have taken to the Salvation Army Citadel in Blackpool, where there is a significant need, and they send their thanks too. Currently we have 127 teddies ready and waiting for refugee and sick children to love them. Do keep them coming as it would be wonderful to reach a similar amount to last year. We also have about 170 little bags ready for the teddies to travel in. If you would like to knit but haven’t got a pattern just give us a ring. We also have wool up for grabs for charity knitting – whatever form it takes. We are happy to be the collection point for the Boxes of Hope again. Just bring them to Longway, New Road. If we happen to be out (a rare occurrence these days!), these can be left in the porch as usual. The food bank is an ongoing need – even more so during these difficult times – so next time you are shopping maybe you could add something to your trolley for folks who are struggling. We drop the food off on a regular basis at the Methodist Church in Appleby from where the food is distributed. Of course if you would like to give things to these various charities but simply can’t get to us for any reason, just give us a ring and we will arrange to collect.

Finally, the little hats round the weir raised less than in previous years due to the lack of tourists but an unexpected donation topped the amount up to around £200 and this will be sent to the Jigsaw Children’s hospice. Warcop Playground We are a group of local parents, supported by Warcop Parish Council and our aim is to regenerate the playground in Warcop. We have met with a number of suppliers and are currently reviewing the plans. We hope to create a new playground which will be a fun, fresh and inviting place for our children and grandchildren to play for many years to come. We believe that it will be a great asset to the village and are excited to create something which we can all be proud of. Due to Covid-19 our fundraising efforts are difficult, but please look out for events and fundraisers in the near future. 'Many people will have been involved with the Boxes of Hope Cumbria Christmas Shoebox Appeal in past years, and we would like to assure all our supporters that the appeal will go ahead this year as usual, although we may have to adapt how we do things a little! Leaflets will be appearing in local shops, schools and churches shortly, but it's certainly not too soon to get started with wrapping and packing your shoeboxes. As always, small sturdy toys, sweets (with a best before date of at least March 2021), stationery items, toiletries, hats and gloves, and of course, teddy bears make perfect shoebox fillers. Key items which can't be included are liquids, sharp or fragile items, food other than sweets, novels, and war-related toys. We also ask that donors include £2 to help cover transportation costs. Of course, with everything that is going on at the moment, some people may feel that they cannot support the appeal this year, but we are ever grateful to everyone who can. Shoeboxes can be taken to Heather and Graham Simpkins' (Longway) in Brough, or to MicMacs in Kirkby Stephen, any time between the 1st and the 12th of November. Boxes of Hope Cumbria would like to thank all our donors in advance for their generosity, which makes such a difference to the children who receive the boxes.' Karen Simkin

14 Bell Restoration Project St Michael’s Church, Brough Update A Risk Assessment has been completed to allow access to the tower and to enable the bells to be viewed on designated open days. Lighting and power sockets have been installed in the bell chamber and a rope handrail will be installed on the steep and narrow spiral staircase in the tower to provide safer access. An information evening planned for the Memorial Hall in Brough in March was postponed because of the introduction of Covid-19 restrictions. The event will be relaunched as soon as the restrictions allow but with the present rise in infections nationally this is unlikely in the near future. Please look out for further information. The Bells Restoration Committee was fortunate in submitting a draft application to the National Heritage Lottery Fund for a grant for the project before Covid-19 restrictions closed all new applications. In the meantime, we are continuing to work on this draft application and plan to complete and submit it to the NLHF before the end of this year. We hope to receive a decision about the grant before new applications will be made in the new year. Thank you to everyone who replied to the community survey in July/August about the project. The response has been overwhelmingly in support of the project. Thank you, too, to those businesses and organisations that have forwarded letters of support. The letters and the outcome of the survey are essential to the success of the application demonstrating, as they do, the support in the community. Finally, we are most grateful to those individuals and families in the community who have already made donations to the cost of the project and are giving support in a material way. All monies are held in a restricted account and may only be spent in support of the bells restoration project. Total donations received to date are £9571. 19 Air Ambulance Drop-in Collection 10th November 2020 Brough With the return of The Way, after its pause caused by covid-19 lockdowns, I am pleased to announce to all you folks who phoned me during that period, that -- The next drop-in collection will be on Tuesday, November 10th, when Brough Memorial Hall will be open at the usual GNAA drop-in times of 12 noon to 1pm and then in the early evening from 5pm to 7pm. This gives time for me to remind you all in the November edition, which should give you about an extra week’s notice. In spite of the apparent success of previous Sunday sessions, we are reverting to mid-week, because currently we are uncertain how covid-19 regulations may affect cleaning schedules between Hall bookings. The usual items continue to be welcomed, that is, bedding (sheets, blankets, duvets, pillows etc), clothing (any material including leather), belts, handbags and shoes (please fasten shoes together in pairs), books (in a box if more than six), printer cartridges small or large, and mobile phones (working or not, but for your own security, please remove the SIM card if you know how). If you can’t manage the 10th November, but have something for us, please phone me on 42135 to discuss alternatives. If I am not able to answer, please leave a recorded message after the request tone, with your contact number (and a name which helps me to contact the right person) and a brief mention of what the call is about. If you need bags for your offerings (and they DO appreciate it if their official bags are used) I have a large supply so please give me a phone call on 42135 to agree how you can receive them. Do not forget that any time you have special circumstances which would result in having to store a large number of bags (say 12 or more) for a long time till the next drop-in, please call me to arrange bags and a subsequent special visit from GNAA’s van at a time and place to suit your convenience. 20 Brough in 1851 (Mannix’s Directory of Westmorland) Brough, formerly a chapelry of Kirkby Stephen, has a fertile central part and with mountains full of lead, limestone, building stone and coal. In 1841 it had 1694 people. The parish comprises Church Brough, Market Brough, Brough Sowerby, Hillbeck (Helbeck), Stainmore. Before the coach road was formed over Stainmore, a man called Joseph Horn often guided people over its dreary wastes. Just into Yorkshire is an old inn, The Spital. Market Brough is on the great road to London. Brough Castle’s living quarters completed in 1521, caught fire and lay in ruins until Lady Anne Clifford repaired them in 1659. In 1695 her descendant dismantled them. Brough’s first school began as a chantry in the church, founded in 1506 by John Brunskill. In the 1530’s chantries were suppressed, but the master became Head of the New Free School. The vicar, in 1851 got over £700 a year (in 2020 this would be about £70,000) plus a free house (no wonder it was a big one!) It was a plum living held by one of the old members of Queen’s College, Oxford, the patron of this living. Market Brough has a chapel each of the Wesleyan, Primitive Methodists, Independents and Baptists. Its once religious 12th night custom of Striving for the Holly continues rumbustiously from pub to pub. Its weekly market on Thursdays began in 1331 and its 4 day fair (19 - 23 September) continues but is smaller than Brough Hill Fair (in Warcop), 30th September; began in 1329. Brough also has 3 other fairs (livestock sales) in March, April and late May. Hillbeck’s medieval owners till 17th century were the Blenkinsops, who were RC, and oppressed for it after the 1530’s. Their manor court sat in The Black Bull Inn in Brough. 25 of their 47 tenants lived in Brough. North Stainmore’s old name was Augill Row; South Stainmore’s was Mousgill Row. It had a rich lead mine and smelt mill (1843) 1½ miles from Brough and quarries and coalpits. South Stainmore Chapel (1594) also doubled as the school. It began in 1594 as a school, but was made a chapel too in1608. In1699 Lord Thanet repaired it and built the school next door. Augill Row has in it Borrenthwaite (the Ewbank’s estate) and Light Tree (coal seams), as well as Augill Castle (1841). Brough Castles Park was 1½ miles east, at Park Houses. A local lad from Barras, Cuthbert Buckle, farmer’s son, went to London as youth and prospered as a wine merchant, becoming Lord Mayor in 1593, Sir Cuthbert. He died in office. He paid for gifts to Brough Church and for Buckle’s Bridge (now Oxenthwaite Bridge rebuilt) on the old Low Road (for bad weather). 21 Walk of the Month Little Asby Common & Great Kinmond This is a lovely four mile walk at any time of the year, but be prepared for inclement weather as there is no shelter available. Much of the walk is off the beaten track, and there is some seriously difficult limestone pavement to negotiate, so walking poles are recommended. The flora and fauna are interesting on this limestone plateau, I recently surprised a fox sunbathing amongst the grikes. From Kirkby Stephen take the road, then first left over the bridge, and then after three miles turn left to Little Asby. Pass Little Asby lane end and park just beyond the cattle grid ¼ mile further on. Facing the cattle grid follow the wall to the right for 300 yds. to a wall corner. Turn right to follow a line of telegraph poles. After the third pole veer right to reach a cairn on the top of a low hill. Continue down the hill on a grassy track in the direction of Sunbiggin Tarn, and follow this track when it veers right and down to a road. Cross the road and follow another grassy track for 300 yds. to another road. Turn left for 100 yds and turn right at a Public Footpath signpost. The path is indistinct, so just aim for the bottom of a green field in ½ mile. There is a gated stile in the wall here. Do not cross, but turn right and follow the wall uphill. At the first corner note the boulder of Brockram, named Mitchell’s Stone for some obscure reason. Continue by the wall for ½ mile. Some difficult limestone outcrops can be passed by turning away from the wall to find an easier route. Follow the wall around a corner, and then to a cairn at the summit of Great Kinmond Hill, the highest point on Great Asby Scar. Follow the fence away from the wall for 200 yds. and then turn right across limestone pavement to a cairn, taking great care. This is a good opportunity to study the rich flora in the deep ‘grikes’. From here drop down to a wall corner across more pavement which gradually gives way to grass. Turn right to follow the wall. Conditions underfoot become a lot easier, and after 1 mile you reach a dip and a final uphill back to the start point. Roamin Robin
