In March 2015, Saudi Arabia and members of a coalition it established (hereinafter referred to as the Saudi-led coalition) launched a military operation aimed at restoring the rule of Yemen’s internationally recognized President Abdu Rabbu Mansour Hadi. Prior to the start of hostilities, Hadi’s government had been gradually supplanted by an alliance comprised of the Iran-supported Houthi movement and loyalists of the previous President, Ali Abdullah Saleh (hereinafter referred to as Houthi-Saleh forces). Despite multiple attempts by U.N. Special Envoy for Yemen Ismail Ould Cheikh Ahmed to broker a peace agreement, the Saudi-led coalition and Houthi-Saleh forces continue to disagree on the fundamentals of a political settlement. After two years of war, the Saudi-led coalition would most likely resume negotiations from a position of strength. The coalition’s current offensive along the Red Sea coast seeks to cut maritime access off to Houthi-Saleh forces in the hopes that their isolation will force them back to the table. In January 2017, the United Nations estimated that the civilian death toll in the nearly two-year conflict had reached 10,000. In March 2017, the World Food Program reported that while Yemen is not yet in a full-blown famine, 60% of Yemenis, or 17 million people, are in “crisis” or “emergency” food situations. -

Sharp Specialist in Middle Eastern Affairs February 11, 2015 Congressional Research Service 7-5700 www.crs.gov RL34170 Yemen: Background and U.S. Relations Summary This report provides an overview and analysis of U.S.-Yemeni relations amidst evolving political change in Yemeni leadership, ongoing U.S. counterterrorism operations against Al Qaeda in the Arabian Peninsula (AQAP) operatives in Yemen’s hinterlands, and international efforts to bolster the country’s stability despite an array of daunting socio-economic problems. Along with determining how best to counter terrorist threats emanating from Yemen, Congress and U.S. policy makers also may consider the priority level and resources that should be accorded to attempts to stabilize Yemen and to establish and maintain strong bilateral relations with Yemeni leaders. On November 23, 2011, after eleven months of protests and violence that claimed over 2,000 lives, then-President Ali Abdullah Saleh of Yemen signed on to a U.S.-backed, Gulf Cooperation Council (GCC)-brokered transition plan. In line with the plan, Yemen held a presidential election in February 2012 with one consensus candidate on the ballot—former Vice President Abed Rabbo Mansour al Hadi. President Hadi took office in February 2012 shortly after his election. He resigned on January 22, 2015, and is under house arrest, surrounded by fighters from the Houthi movement. Many Administration officials have declared that Al Qaeda in the Arabian Peninsula, the Yemen- based terrorist organization that has attempted several attacks on the U.S. homeland, presents the most potent threat among Al Qaeda’s remaining affiliates. -

ICT Jihadi Monitoring Group PERIODIC REVIEW Bimonthly Report Summary of Information on Jihadist Websites The First Half of December 2014 International Institute for Counter Terrorism (ICT) Additional resources are available on the ICT Website: www.ict.org.il Highlights This report summarizes notable events discussed on jihadist Web forums during the first half of December 2014. Following are the main points covered in the report: Al-Qaeda in the Arabian Peninsula (AQAP) threatens to attack the American public both on and outside US soil, as a result of the failed American attempt to free American journalist, Luke Somers. The attempt was made after the organization set a three-day ultimatum for the US government to meet its demands or else the captive would be executed, a threat that was carried out as a result of the failed rescue attempt. Sheikh Ali al-Anasi, a senior member of AQAP, accuses the US of collaborating with the Houthis, a Shi’ite minority in Yemen supported by Iran, and claims that attacks should be directed at the US due to its support for the Shi’ites. In addition, he expresses support for the Islamic State’s jihad against Christians, Shi’ites and abandoners of Islam but he expresses doubts regarding its battle against other jihadist organization, its declaration of new provinces under the caliphate that it does not control on the ground, and the beheadings that it conducts and films. The Al-Nusra Front, Al-Qaeda’s affiliate in Syria, executes a Lebanese soldier for the Lebanese army’s crimes against the Sunni population, and threatens to continue executing other prisoners if the organization’s members being held in Lebanese prisons are not released.
