Request for Inclusion of Choi Wan in the Environmentally Friendly Linkage System (EFLS)

The Government intends to develop Kowloon East into an alternative central business district (CBD) and to connect the Kai Tak Development Area (KTDA), Kowloon Bay and Kwun Tong with EFLS. However, the project is emphasized on commercial and real estate development and has little to do with the grassroots. To facilitate the development of Kowloon East and benefit the residents, we are writing to request for inclusion of Choi Wan Estate in EFLS.

Choi Wan Estate, located at the hillside, was built more than three decades ago and most of its facilities were outdated. Choi Wan Estate comprises three parts, namely Choi Wan East, Choi Wan South and Choi Wan West. These parts, together with Choi Fook Estate, Choi Tak Estate and Choi Ying Estate nearby, provide homes to nearly 100 000 people. The huge population made use of the , which is narrow and the only traffic access to the area. Inclusion of Choi Wan Estate in EFLS cannot only alleviate traffic congestion, but also facilitate residents’ access to the CBD and thus improve the latter’s rate of return.

We should be grateful if you would discuss the inclusion of Choi Wan Estate in EFLS at the coming DC meeting and invite Government representatives to join the discussion on the initiative, in a bid to improve the area’s connectivity.
