Inuktitut Language Allowance Procedures INFORMATION There are three levels of NTA language allowance. These are some of the requirements... In order for a teacher/employee to receive the Inuktitut/Inuinnaqtun Language allowance, he/she must be observed/tested in Inuktitut/Inuinnaqtun on the following; communication, comprehension, reading and writing. Level 1 is oral Inuktitut where a candidate is able to have everyday conversations with Inuktitut speakers. Understand the language when it is spoken at a normal speed, reproduce sounds, speak clearly, simply and correctly, and carry on a conversation. The candidate would choose 10 pictures she/he wishes to talk about from selected pictures for this purpose. Level One is $1,200.00 annually. Level 2 is where the candidate is able to translate into English from Inuktitut or vise-versa. This also involves writing in syllabics or Roman orthography. Level two is $2,400.00 annually. Level 3 is where the candidate has to submit samples of lesson/theme plans that she/he created for programs in Inuktitut/Inuinnaqtun. Teacher will be observed for the use of written and oral Inuktitut/Inuinnaqtun, then report written by the examiner to support eligibility. Level three is $5,000.00 annually. The examiner must be: An administrator. If an administrator is unable to administer the test, he/she assigns an examiner, Neutral, Already hold B.Ed, Already receive level three allowances, Someone who is from the same community i.e. Inuktitut Contact Teacher, the examiner must be someone who is able to read, write, and speak fluently in Inuktitut/Inuinnaqtun. I'm (Elijah Tigullaraq) also able to administer tests on the phone at the convenience of the candidate. Or, I can do a test in person if I’m in the community the teacher is requesting a test. NOTE 1: Aboriginal Language and Cultural Specialists are not eligible to receive a Level 3 Language Allowance.
