Percy Francisco Alvarado Godoy (“Fraile”) nació en Escuintla, Guatemala, el 18 de julio de 1954. Se graduó en Ciencias Políticas en la Universidad de La Habana. Es profesor, escritor y periodista, y colabora en diversos sitios alternativos. Miembro del Consejo Editorial de Cubadebate. Trabajó como colaborador secreto de la Seguridad Cubana durante 22 años, enfrentando a grupos terroristas radicados en Miami. Ha publicado Confesiones de Fraile: Una historia real de terrorismo, Reflexiones de un antiterrorista, Cuan- do los dioses se hicieron hombres y De terroristas y Canallas. Ha escrito dos novelas y un poemario en proceso de publicación. Poner al desnudo la actividad terrorista de Luis Posada Carriles se ha convertido en una de sus ta- reas. Conoció a este criminal, quien lo adiestró en el manejo de explosivos para que los colocara, supues- tamente, en el Cabaret habanero Tropicana, con lo cual se pretendía asesinar impunemente a centenares de turista extranjeros. Desde luego, éste y otros tene- brosos planes fueron desarticulados con la ayuda del también conocido Agente “Fraile”. Sus libros y artí- culos de denuncia sobre el terrorismo tienen la fuerza de salir no de la pluma de un simple espectador de los hechos que pone al desnudo, sino de alguien que los vivió directamente y que convivió con los crimi- nales a los que señala con dedo acusador. Su largo prontuario criminal, ex- puesto en este libro, será ignorado deliberadamente por la “justicia” estadounidense. Posada ha burlado reiteradamente las condiciones de su libertad condicional, apareciendo públicamente con total desfachatez en acti- vidades anticubanas. Nadie ha, ni siquiera, recriminado al terrorista por estas violaciones. Uno de sus principales cómplices, Francisco Chávez Abarca, fue capturado en Venezuela y deportado hacia Cuba, donde fue juzgado por su participación en la oleada de atentados con bomba en Cuba durante el año 1997. Hoy purga una condena de 30 años de privación de libertad. Por otra parte, Santiago Álvarez Fernández Magriñá, protector de Posada y quien facilitó su ingreso en Miami, ha sido excarcelado luego de cumplir una irrisoria condena por su posesión de un abundante arsenal de armas y explosivos, junto a Osvaldo Mitat. Actualmente labora como periodista, escribiendo más de cuatro cen- tenares de artículos de análisis y denuncia en sitios alternativos como Rebelión, Cubadebate, Aporrea, Adital, Alainet, Visiones Alternativas y muchos otros, entre ellos varios órganos de la prensa cubana e interna- cional. Ha recibido diversas condecoraciones y reconocimientos por su labor como articulista. Más adelante, defendiendo la prolongación de la validez de esta ley por un nuevo año y, por ende, mantener un tiempo más este instrumento legal que reforzaba el papel de su organización dentro de los Estados Unidos, expresó ante un grupo de periodistas que lo asediaron al salir del Senado: “Muchos de nuestros éxitos contra el terrorismo, en realidad, son resultado directo de las disposiciones incluidas en la ley, varias de las cuales se vencen a finales del año próximo. Yo creo firmemente que es vital para nuestra seguridad nacional mantener intactas cada una de estas disposiciones”. Paradójicamente, y demostrando las incongruencias de su apli- cación en dependencia de las finalidades políticas de sus creadores, la Ley USA Patriot fue escandalosamente burlada unos meses des- pués por dos hechos precedentes y contradictorios en este contexto, adoptados con claros fines reeleccionistas, y que distinguen las controvertidas posiciones de la Casa Blanca hacia el terrorismo. Protegidos por una oscura trama de complicidades, nos, quienes se retratan con ellos y los reciben en los fastuosos salones viejos compromisos y desvergonzada confabulación, Guillermo de la Casa Blanca. No ha habido pudor al codearse y congraciarse con Novo Sampoll, Pedro Crispín Remón Rodríguez y Gaspar Jiménez estos criminales, por el contrario, su imagen ha sido mediáticamente Escobedo fueron recibidos como héroes en Miami, a pesar de su transfigurada y vendida, por obra y gracia de la conveniencia política, largo prontuario terrorista y de haber usado pasaportes falsos para como “luchadores por la libertad”.

Introduction Since the 1960s, Cuban Americans have made social, economic, and political progress far beyond that of most immigrant groups that have come to the United States in the past fifty years. I will argue that the Cuban American National Foundation (CANF) was very influential in helping the Cuban Americans achieve much of this progress. It is, however, important to note that Cubans had some distinct advantages from the beginning, in terms of wealth and education. These advantages helped this ethnic interest group to grow quickly and become powerful. Since its inception in the early 1980s, the CANF has continually been able to shape government policy on almost all issues related to Cuba. Until at least the end of the Cold War, the CANF and the Cuban American population presented a united front in that their main goal was to present a hard line towards Castro and defeat him; they sought any government assistance they could get to achieve this goal, from policy changes to funding for different dissident activities. In more recent years, Cubans have begun to differ in their opinions of the best policy towards Cuba. I will argue that this change along with other changes will decrease the effectiveness of the CANF.

He was a force of nature driven by gusts of ambition and love that swirled around a calm eye of Latin charm. That storm entered my congressional office in the spring of 1986. The Cuban American National Foundation had achieved prominence with its calculated embrace of Ronald Reagan. Mastec, the Florida Corporation he founded, was feeding off the national thirst for technology. But, mostly, the deadly strife in Central America had Fidel Castro back in the news. We were an unlikely pair. A liberal suburban congressman, the product of the post- war American middle class, listened attentively to this Cuban émigré, who this year will have been dead for two decades. Revolution forced him from his homeland, and he was on a mission to destroy Castro’s regime. It would become one of the most important relationships of my life. WATCH VIDEO: Jorge Mas Canosa in action Castro occupied a special place for my generation. He was the animated figure on television. He factored into our parents’ decision to pile canned food, water, and radios in our basements. Before Vietnam, there was Castro interrupting the rhythm of American life with tirades and revolution. Another component of U.S. policy has consisted of support measures for the Cuban people, including private humanitarian donations and U.S.-sponsored radio and television broadcasting to Cuba. While there appears to be broad agreement on the overall objective of U.S. policy toward Cuba—to help bring democracy and respect for human rights to the island—there are several schools of thought on how to achieve that objective: some advocate maximum pressure on Cuba until reforms are enacted; others argue for lifting some U.S. sanctions judged to be hurting the Cuban people; and still others call for a swift normalization of U.S.-Cuban relations. Fidel Castro’s announcement in late July 2006 that he was temporarily ceding political power to his brother Raúl in order to recover from surgery has prompted some Members to call for re-examination of U.S. policy. In the 109th Congress, legislative initiatives included the approval of five human rights resolutions: H.Con.Res. 81, H.Res. 193, H.Res. 388, S.Res. 140, and S.Res. 469. Whereas, In concert with America's pre-eminent leadership position in the global fight against terrorism, every reasonable effort should be made by all United States governmental entities to respect international law regarding extradition of convicted terrorists; and Whereas, Abu Ghraib abuses, Guantanamo Bay military prison violations, and other recent maltreatments have seriously undermined America's stated commitment to combat terrorism. These almost routine excesses have drawn worldwide attention to the huge variance between America's official anti-terrorist position and the apparent utilization of torture and degradation by military police and prisoner interrogators; and Whereas, To restore American credibility as the champion of human rights, the federal government must take the moral high ground in the Luis Posada Carriles extradition case by adhering to the United States-Venezuela extradition treaty; and Whereas, Seventy-seven-year-old Posada Carriles was convicted of bombing a Cuban civilian airliner in 1976, killing all 74 people onboard. President Hugo Chavez Frias of the Bolivarian Republic of Venezuela and President Fidel Castro of the Republic of Cuba have designated Posada Carriles the top terrorist in the Americas. In fact, Posada Carriles is a vehement anti-Castro militant, whom President Castro publicly accused of leading a plot to assassinate the Cuban leader in Panama in 2000. The Panamanians arrested Posada Carriles carrying 33 pounds of C-4 explosives.

Sullivan Specialist in Latin American Affairs Foreign Affairs, Defense, and Trade Division Cuba: Issues for the 110th Congress Summary Since the early 1960s, U.S. policy toward Cuba under Fidel Castro has consisted largely of isolating the communist nation through economic sanctions, which the Bush Administration has tightened significantly. A second policy component has consisted of support measures for the Cuban people, including private humanitarian donations and U.S.-sponsored radio and television broadcasting to Cuba. As in past years, the main issue for U.S. policy toward Cuba in the 110th Congress is how to best support political and economic change in one of the world’s remaining communist nations. Unlike past years, however, Congress is now examining policy toward Cuba in the context of Fidel Castro’s potentially permanent departure from the political scene because of health conditions. In the first session of the 110th Congress, Congress fully funded the Administration’s request for $45.7 million for Cuba democracy programs in the Consolidated Appropriations Act for FY2008 (P.L. 110-161). The act also provided $33.7 million for Radio and TV Marti broadcasting to Cuba, and added Cuba to the list of countries requiring a special notification to the Appropriations Committees for funds obligated under the act. The act did not include provisions easing restrictions on U.S. agricultural exports to Cuba that had been included in the House-passed and Senate-committee versions of H.R. 2829, the FY2008 Financial Services and General Government appropriations bill, and in the Senate-committee version of S.
