    Nr. 911 26. október 2009 REGLUGERÐ um þvingunaraðgerðir varðandi Mjanmar (Búrma). 1. gr. Almenn ákvæði. Með reglugerð þessari eru sett ákvæði um þvingunaraðgerðir varðandi Mjanmar sem íslensk stjórnvöld hafa ákveðið að framfylgja á grundvelli yfirlýsingar ríkisstjórna aðildarríkja Evrópu- sambandsins og Fríverslunarsamtaka Evrópu um pólitísk skoðanaskipti, sem er hluti samningsins um Evrópska efnahagssvæðið, sbr. lög nr. 2/1993. Þvingunaraðgerðir Evrópusambandsins varðandi Mjanmar byggja á sameiginlegri afstöðu ráðs Evrópusambandsins 2006/318/CFSP frá 27. apríl 2006 ásamt síðari breytingum, uppfærslum og viðbótum: sameiginleg afstaða 2007/750/CFSP, 2008/349/CFSP, 2009/351/CFSP og 2009/615/CFSP. Gerðir Evrópusambandsins, þ.m.t. uppfærðir listar yfir aðila og hluti sem þvingunaraðgerðir beinast að eða varða, eftir því sem við á, eru birtar á vefsetri þess (http://ec.europa.eu/external_relations/cfsp/sanctions/index_en.htm). Ákvæði reglugerðar nr. 119/2009 um framkvæmd alþjóðlegra þvingunaraðgerða skulu gilda um framkvæmd reglugerðar þessarar. 2. gr. Vopnasölubann. Vopnasölubann skal gilda gagnvart Mjanmar, sbr. 1. og 2. gr. 2006/318/CFSP og síðari breyt- ingar, uppfærslur og viðbætur. 3. gr. Viðskiptabann. Bannað er að selja, útvega, yfirfæra eða flytja út búnað eða tækni til fyrirtækja í Mjanmar sem stunda eftirgreindan iðnað ef sá búnaður eða tækni tengist starfsemi þeirra: a) skógarhögg og timburvinnslu, b) námuvinnslu gulls, tins, járns, kopars, volframs, silfurs, kola, blýs, mangans, nikkels og sinks, c) námuvinnslu og vinnslu eðal- eða hálfeðalsteina, þ.m.t. demanta, rúbínsteina, saffíra, jaði- steina og smaragða. Democracy is “a form of government in which the ​ people have the authority to choose their governing legislation.” However, the values and standards of democracy have not yet been established in Burma and the people’s authority over their daily lives and fundamental rights is fading. It is clearly shown that Burma is deviating from the path of democracy as those who exercise their right to freedom of speech and expression which is a fundamental right in democratization, face not only oppression and restrictions but arbitrary detentions and arrests. This September, freedom of speech and expression became more severely restricted. A total of 34 students and members of student unions from Rangoon, Mandalay, Meiktila Monywa, Pakokku and Pyay Townships were charged under Section 19 of PAPPL or Section 505(a)(b) of the Penal Code or Section 25 of the Natural Disaster Management Law for staging protests in related to the conflict in Arakan. Among them, 23 students were formally arrested and one was sentenced. In addition to this, four civilians were arrested. Moreover, Sithu Aung a.k.a Saung Kha was fined under Section 19 of PAPPL for protesting to reinstate internet services in Arakan and Chin states.

Executive Summary 1.1 The main purpose of this report is to update on the situation in Myanmar with regard to measures taken for the implementation of the UNCCD at the national level since its submission of the first national report in August 2000. 1.2 Myanmar acceded to the United Nations Convention to Combat Desertification (UNCCD) in January 1997. Even before Myanmar’s accession to UNCCD, measures relating to combating desertification have been taken at the local and national levels. In 1994, the Ministry of Forestry (MOF) launched a 3-year "Greening Project for the Nine Critical Districts" of Sagaing, Magway and Mandalay Divisions in the Dry Zone.     A Geographic Trace on Meithei Descendants in Mandalay and Its Environ Myint Thida1 Abstract Scholars accepted that two major types of acculturation, incorporation and directed change, control cultural changes of any tribe or ethnic group. Meithei people in Myanmar have a different historical background and different origins with a different culture. They have two religious origins and the first one represents very ancient religious tradition of Manipuri (locally known as GodMotherSpirit) and the second one represents GodMotherSpirit mixing with Hinduism. In tracing the spatial distribution of Meithei, Systematic Stratified Sampling Method (SSSM) is used in this work. The study shows that Meithei of the first group has almost disappeared while those of second group are still growing. The striving of Meithei people is actually by virtue of the caste system of Hinduism and Meitheis of Brahman caste are only the remains of former Meithei today. In reality, two forms of culture, tangible and intangible, have been gradually changed but intangible culture related to religious belief has firmly cultivated among present day Meithei descendants. The objective is to investigate the factors influencing on willingness to pay (WTP) among villagers and visitors. The market value method is applied to evaluate the aggregate value of crop production in the Lake provisioning service. The contingent valuation method (CVM) is also applied to estimate the amount of money that villagers and visitors were willing to pay by using the binary logistic regression analysis. The Aggregate economic value of crop production from the Lake provisioning services is 49.53 million kyats per year in 2018-2019. The binary regression analysis result shows that the villager’s mean WTP for the water quality conservation is 1,128 Kyats/month/ households and the Aggregate WTP of the water quality conservation of the villagers of the Lake regulating service is 34.41 million Kyats/year/ households in 2018-2019.
