  • Seeking the State from the Margins: from Tidung Lands to Borderlands in Borneo
Seeking the state from the margins From Tidung Lands to borderlands in Borneo Nathan Bond ORCID ID: 0000-0002-8094-9173 A thesis submitted in total fulfilment of the requirements for the degree of Doctor of Philosophy. December 2020 School of Social and Political Sciences The University of Melbourne i Abstract Scholarship on the geographic margins of the state has long suggested that life in such spaces threatens national state-building by transgressing state order. Recently, however, scholars have begun to nuance this view by exploring how marginal peoples often embrace the nation and the state. In this thesis, I bridge these two approaches by exploring how borderland peoples, as exemplars of marginal peoples, seek the state from the margins. I explore this issue by presenting the first extended ethnography of the cross-border ethnic Tidung and neighbouring peoples in the Tidung Lands of northeast Borneo, complementing long-term fieldwork with research in Dutch and British archives. This region, lying at the interstices of Indonesian Kalimantan, Malaysian Sabah and the Southern Philippines, is an ideal site from which to study borderland dynamics and how people have come to seek the state. I analyse understandings of the state, and practical consequences of those understandings in the lives and thought of people in the Tidung Lands. I argue that people who imagine themselves as occupying a marginal place in the national order of things often seek to deepen, rather than resist, relations with the nation-states to which they are marginal. The core contribution of the thesis consists in drawing empirical and theoretical attention to the under-researched issue of seeking the state and thereby encouraging further inquiry into this issue.

  • The Manobo Tribe Then and Now:An Ethnography Abraham L
International Journal of Scientific & Engineering Research, Volume 6, Issue 4, April-2015 227 ISSN 2229-5518 The Manobo Tribe Then and Now:An Ethnography Abraham L. Masendo Abstract— The study delved into the cultural practices of Agusan Manobo tribe in the past as it is practiced in the present. It also sought the strategies used by the tribe to withhold their practices as well as their hopes and aspiration. The study made use of the interview to the selected ten elders of the tribe and conducted also a focused group discussion to the seven datus surrounding Sitio Kapda, Barangay Sab- ud, Loreto, Agusan del Sur, Philippines. It is revealed in the study that rituals, belief in the spirits, marriages, healing, settling disputes, buri- als and choosing new leader were the practices of the tribe. As pious people, their activities are always consulted with unseen spirits to whom they believed to have interference of every activity of human being. It is revealed that the oral tradition was the most common way of conveying their practices to the young so that it will continue to exist. The family was the first venue of such witnessing of practice. They be- lieved in the unity and faith of the tribe in order to continue their practices. It made known from the study that the tribe longed for indigenous education for their young to use when they led the tribe in the future. They wanted also that they have their own land to live where the next generation can exercise their beliefs and practice their rituals.

  • Vol. 48 Borneo Research Bulletin
265 Vol. 48 Borneo Research Bulletin DAYAK IDENTIFICATION AND DIVERGENT ETHNOGENESIS AMONG TIDUNG IN NORTH KALIMANTAN AND SABAH Nathan Bond School of Social and Political Sciences University of Melbourne Melbourne, Australia nathan. [email protected] Introduction Scholars of Borneo have long noted the ethnic, religious and geographic constellations that have characterized a distinction between "Dayak" and "Malay." Dayaks have broadly been known as the non-Muslim, dispersed peoples of the highland interior, whereas Malays have broadly been known as the Muslim, politically centralized peoples of the coastal lowlands. At the same time, "becoming Malay" (masuk Melayu) has been a process of long-standing significance on the island and beyond. Attention has thus been paid to processes in which Dayaks convert to Islam and thereby convert ethnicities. Recent scholarship has drawn a more nuanced image of these dynamics (Sillander 2004), and the peoples of contemporary Borneo have brought the Dayak• Malay distinction further into question in novel ways (Chalmers 2006; Chalmers 2009; Sillander and Alexander 2016). These categories have not become irrelevant or merely fuzzier, but have been transformed and granted a heightened political significance. This is taking place as part of broader efforts to forge new identities, scales and political projects across the island (for an overview, see King 2017). Given the specific importance of the Dayak-Malay distinction to the region and its scholarship, such changes warrant attention. The Tidung may be considered an exemplar of these issues. They are a Murut- speaking (Lobel 2013), culturally Malay, Islamic ethnic group. They mainly inhabit the riverine lowlands and outlying islands ranging approximately from the Sandakan district of Sabah, Malaysia, in the north to the Bulungan district of North Kalimantan, Indonesia, in the south.

  • Implementation of Basic Agrarian Law No. 5/1960 in Indigenous Land Disputes in Malinau District
Implementation of Basic Agrarian Law No. 5/1960 in Indigenous Land Disputes in Malinau District Nugroho Setyawan 1, Evita Isretno Israhadi 2 Borobudur University 1,2 {[email protected] 1, [email protected] 2} Abstract. This paper discusses the issue of land disputes between the two tribes who inhabit the area in the Malinau Regency. The Tidung and Lundayeh Dayak tribes often intersect over customary lands that they claim to belong to. Through a normative approach, by extracting literature data and field data, the results show that the implementation of the Basic Agrarian Law Number 5 of 1960 has not been fully able to cover and become a solution for customary land disputes in Malinau. The understanding of the apparatus that has not fully mastered the main issues of agrarian law is one of the causes of constrained implementation. Good reinterpretation and redistribution are needed to implement the Basic Agrarian Law as a solution to customary land disputes in Indonesian territory. Keywords Dispute; Basic Agrarian Law; Indigenous Land 1 Introduction The Indonesian nation consists of many tribes and languages. This cultural wealth is complemented by the many islands that geographically add to the diversity in this nation. This diversity is a blessing as well as a cultural asset that needs to be maintained and maintained. Cultural assets are characteristic and differentiating from other countries, which makes the country famous for its multiculturalism. [1] But on the other hand, this wealth needs to be maintained and maintained, as it can be a time bomb that can explode at any time.

The data were analyzed interactively including data reduction, data display, and verification. In the development, Tidung people in some areas such as in Tarakan are classified as developed; whereas, in other area such as Nunukan, they are classified as people with modest living. The simplicity of Tidung people in Nunukan regency is reflected in their cultural orientation for a homely life. In religious life, Tidung older generation is classified as pluralistic Islam while the young generation tries to release themselves from pluralism in their religion. In this reformation era, the awareness of strengthening political identity is appeared as indicated by the emergence of “Pan Dayak” that reflects brotherhood between the Dayak and Tidung people in PUSAKA (The Association of Kalimantan Natives) organization. The spirit of political identity renaissance should be observed, because Nunukan regency is a pluralistic area especially for the Bugis who control the area, economically and politically.
