Agenda 18 January - 24 January 2021 20210111APR95303 The Week Ahead 18 – 24 January 2021 Plenary session Plenary session COVID-19 vaccines. In a debate on Tuesday, MEPs are likely to reiterate the need for more clarity and transparency regarding vaccine contracts, authorisation, availability and deployment of COVID-19 vaccines. They are also expected to ask for additional clarification on the present status of the EU vaccines strategy for COVID-19, launched by the Commission in June 2020. Biden inauguration/Situation in the US. On Wednesday, MEPs will debate the inauguration of Joe Biden as new US President taking place the same day, the future of EU-US relations, and the riots and storming of the United States Capitol by some of Mr Trump’s hard-line supporters in an attempt to overturn the results of the election and prevent the formalisation of President-elect Joe Biden’s victory. Portuguese Council Presidency. On Wednesday morning, MEPs will discuss with Prime Minister António Costa and Commission President Ursula von der Leyen the programme of the Portuguese Council Presidency, which is set to focus on addressing the social dimension of the COVID-19 pandemic, achieving an inclusive climate and digital transition and on giving new impetus to EU relations with Africa and Latin America. Right to disconnect. MEPs are set to call for an EU law granting workers the right to disconnect digitally from work without facing consequences from employers. They consider the right to disconnect a fundamental right that allows workers to refrain from engaging in work- related tasks and phone calls, emails and other electronic messages outside their working hours, including holidays and other forms of leave.

TUE 18 MAY 11:15 CET Manon Aubry (France Insoumise, France) and Martin Schirdewan (Die Linke, Germany) Manon Aubry – TRIPS waiver Debate : Wednesday. Vote: June’s plenary EPP, ECR, ID and Renew’s refusal to vote on a resolution on the TRIPS waiver next week is irresponsible. Because of their veto, the Parliament won’t have any official position before the next WTO meeting, dedicated to intellectual property rights on vaccines. So much time has already been lost: we cannot postpone this crucial decision while thousands of people die every day because of the worldwide shortage of vaccines. Once again, the right is showing it only serves the interests of Big Pharma and lobbies. Manu Pineda – EU strategy towards Israel-Palestine Debate: Tuesday We strongly condemn all of the ongoing attempts by the Israeli authorities to evict Palestinian families in Sheikh Jarrah and other areas of East Jerusalem. The airstrikes must stop. The EU has clearly stated that such actions are illegal under international humanitarian law, and will only serve to fuel tensions on the ground. We also call on the urgent release of the Spanish aid worker Juana Ruiz, who has been arbitrarily detained and imprisoned.

Ms. Federica Mogherini, High Representative of the Union for Foreign Affairs and Security Policy / Vice-President of the Commission Ms. Věra Jourová, Commissioner for Justice, Consumers and Gender Equality Mr. Julian King, Commissioner for Security Union Brussels, 28th February 2019 Dear High-Representative Mogherini, Dear Commissioner Jourová, Dear Commissioner King, We were disturbed to learn the reports about the attempts of some Member States, notably the United Kingdom, to remove Saudi Arabia from the European Commission-proposed updated list of countries posing high risk to the EU financial system due to their strategic deficiencies in combating money laundering and terrorism financing. We laud the Commission for responding to the call from the European Parliament to conduct a thorough, independent, evidence-based assessment of high-risk third countries, based on new requirements of the Anti-Money Laundering Directive. The identification of these countries and the due diligence requirements to the EU obliged entities stemming from it are the necessary steps to protect the integrity of the Union´s financial system. This should also be applicable to the case of Saudi Arabia, given the depth of the identified deficiencies and the country´s strong economic ties with the EU. 1 Therefore, we strongly oppose any kind of political interference in the process of identification of high-risk countries. Making the final list subject to political lobbying from the Member States, depending on their bilateral relations with the countries concerned, would seriously damage the credibility of the EU, hamper the effective implementation of the EU legal instruments on anti-money laundering and counter-terrorist financing and endanger the integrity of the EU financial system.

Bundeskanzleramt Bundeskanzlerin Angela Merkel Willy-Brandt-Strase 1 10557 Berlin 12 June 2020 Sehr geehrte Frau Bundeskanzlerin, We, the lobby watchdogs Corporate Europe Observatory and LobbyControl along with a cross-party group of 92 Members of the European Parliament, are writing in advance of the German Presidency of the Council of the EU, to urge you to boost transparency of decision-making in the Council, to prioritise lobby transparency, and to end privileged access to decision-makers. Undoubtedly the coronavirus pandemic, and the policy responses to it, will dominate the German Presidency. At the same time, the climate crisis becomes ever more urgent. We are united in calling for an EU coronavirus recovery package based on social justice, solidarity among nations, and green stimulus which truly puts sustainability at its heart. But we are equally united in calling for a Presidency which delivers the highest standards of transparency and accountability. Now, more than ever, the transparency of decision-making and lobbying in both Brussels and Berlin is vital at a time when industry lobbyists are demanding bail- outs and deregulation, and difficult decisions are to be made about the winners and losers of post- coronavirus recovery programmes. You will undoubtedly be aware that the Council of the EU is often referred to as a “black box”. As repeatedly pointed out by the European Ombudsman,1 the European Parliament,2 and civil society organisations,3 the Council does not permit adequate transparency and scrutiny of its legislative deliberations, including among its more than 150 preparatory bodies. It has repeatedly failed to join the EU’s lobby transparency register, while the lobby transparency provided by the 27 member states national governments is patchy at best.

TUE 06 JUL 11:30 CET Manon Aubry (France Insoumise, France) and Martin Schirdewan (Die Linke, Germany) Manon Aubry - Slovenian EU Council Presidency Debate: Tuesday The Left is very concerned about the rise of a Trump-like far-right PM in Slovenia and the impact it will have on the Slovenian Presidency of the Council of the EU. The Slovenian government and its Prime Minister Janez Janša are following the examples of Hungary and Poland, attacking freedom of speech, weakening democracy and limiting the rights of their opponents. Our friends from Levica, who have been specifically targeted by this government, have warned us about the worrying developments, which require a firm reaction from the EU. The Left will increase pressure on the Commission and the Council to make sure that the rule of law mechanism is at last enforced so that human rights violations are no longer tolerated within the EU. Martin Schirdewan - Slovenian EU Council Presidency Debate: Tuesday Slovenian PM Janez Janša and Hungarian PM Victor Orbán are ideological best friends. They disregard human rights and stand for autocratic systems. The fact that Slovenia, of all places, is taking over the EU Council Presidency with this Prime Minister symbolises an EU that makes pacts with right-wing populists, accepts media interference and disregards human rights at its external borders.

Results of the 3rd Round of European HomeParliaments by Pulse of Europe: “The future of European solidarity” Status: 04.01.2021 Dear participants, dear politicians, Thanks to the support of EU Commission President Ursula von der Leyen and 30 ded- icated EU politicians, Pulse of Europe succeeded during this round of Euro- pean HomeParliaments in imple- menting innovations for the partic- ipation of citizens in EU politics. Pulse of Europe provides the first pan-European, scalable grassroots project for the participation of Euro- peans in EU policy decisions. It works both offline in a private environment and now also online via our Video HomeParliaments. Our mission is to create a per- manent, bottom-up format for engaging with EU policymakers. For the first time, late 2020 people from Ger- many, Austria, Italy, Luxembourg, Poland, Belgium, the Netherlands, Sweden, Portugal, Spain, Bulgaria and France exchanged their expectations for the EU. In addition, numer- ous cross-border HomeParliaments con- tributed to a transnational European dialogue. About 700 Europeans participated in local HomeParliaments. Another 500 discussed the future of European solidarity via the new Video HomeParliaments. As in the first two rounds of the European HomeParliaments, the participants of the privately organized discussion rounds were enthusiastic about the constructive exchange, the mutual understanding and the insights gained from the structured Click on the picture to see the video discussions about the future of European solidarity.
