LOCATION: Adampur Chhavani, Phanda Block, Huzur Tehsil, Bhopal District, Madhya Pradesh. The proposed project land is of Bhopal Municipal Corporation (BMC) and it does not involve any forest land. PROPOSAL: Bhopal Municipal Solid Waste Management Pvt. Ltd. (BMSWPL) plans to install Integrated MSW management facility for treating: 1000 TPD of Unsegregated MSW (Treating by Landfill method) and the Power generation using MSW will be: 23 MW. Hence, though the project is of municipal solid waste management ie. 7(i) cat B as per EIA notification, it will be treated as an integrated project and will be considered as 1(d) category A project. PROJECT PROFILE: BACKGROUND: Municipal solid waste management is important as it impacts health, Environment and aesthetic society if it is not managed properly. Hence to improve quality and standard of living, the Bhopal Municipal Corporation (BMC) has proposed to strengthen the covering collection, segregation, recycling, transportation, processing and disposal with an option for composting, waste to energy, disposal of 8 Urban Local Bodies (ULBs) in Bhopal. The BMC intends to institutionalize a holistic Integrated, sustainable environment and eco-friendly Municipal Solid waste Management System in the ULBs. Rapid industrialization and population explosion in India has led to the migration of people from villages to cities, which generate thousands MT of municipal solid waste daily, which is one of the important contributors for environmental degradation at the national level. Improper management of MSW causes hazards to inhabitants. Therefore, BMC has initiated the project that involves setting up an Integrated Solid Waste Management System (ISWM) for a cluster comprising of 8 ULBs within a radius of 80 km of Bhopal. The Bhopal cluster comprises of 8 ULBs from 3 districts namely Bhopal District (Bhopal and Berasia), Raisen District (Mandideep, Obaidullaganj) and Sehore District (Sehore, Ashta, Ichhawar, Kothri). PROBLEMS ASSOCIATED WITH SOLID WASTE MANAGEMENT SYSTEM: With the 74th Constitutional Amendment specifying powers of ULBs and responsibilities of Local S e l f G o v t . and PIL filed in Supreme Court of India in 1996 alleging GOI, State Governments, and Union Territories & ULBs failing to discharge obligatory duties regarding MSW management. In March 1999, Expert Committee set up by Supreme Court, submitted detailed recommendations for all Class I cities and various stakeholders for implementation. Municipal Solid Waste Management and Handling Rules 2000 -2016 also specifies solid waste management as an obligatory function of urban local bodies , but in actual practice the solid waste management is given the last priority and the duties are either nor performed or poorly performed, the city has to face numerable problems related to environment and sanitation. The major deficiencies associated with the system are: Rapidly urbanization, increase in population leads to increasing in per capita waste generation rate. Inadequate resources like finance, the absence of suitably trained staff. Inappropriate technology. A major portion of manpower is utilized in collection, so the cost of collection increases considerably. The social status of solid waste is low, therefore lack in the participation of citizens in SWM services. Low efficiency of the system because of unspecified norms of work, poor maintenance of vehicles, lack of co-ordination. STATUS OF SOLID WASTE MANAGEMENT: Bhopal alone contributes to about 86% of the total MSW from all the other ULB collectively. The population of Bhopal as per Census 2011 was 19,22,130. As of 2016 the total population of the town is 24,11,972 therefore considering average 300gm/capita/day of solid waste for domestic & 2Kg/unit/day for commercial the total waste generation in year 2016 of Bhopal city & ULBs accounts to be 1000 TPD. It should be noted that the waste generation rates calculated/assumed for the 8 ULBs includes waste from all the sources (residential, Commercial, institutional etc.). As of 2016, the total population of the Bhopal with 85 wards is 24,11,972 and the total generation is 909 TPD. The total population of the Mandideep with 26 wards is 87,676 and the total generation is 17 TPD. The total population of the Obaidullaganj with 15 wards is 25,286 and the total generation is 8 TPD. The total population of the Berasia with 18 wards is 34370 and the total generation is 10 TPD. The total population of the Sehore with 35 wards is 1,21,453 and the total generation is 32 TPD. The total population of the Ichchawar with 15 wards is 16,539 and the total generation is 4 TPD. The total population of the Kothri with 15 wards is 11,988 and the total generation is 4 TPD. The total population of the Ashta with 18 wards is 61,286 and the total generation is 16 TPD. WASTE CHARACTERISATION & DISPOSAL Out of the total waste received: . Plastic, Rubber, Metal E-Waste will be around 14.38 %. These wastes will be given to their respective authorized material recyclers. The Paper, Wood, Cotton, Leather and Organic waste will be around 72.74 %; It will be incinerated (for waste to energy purpose). The Glass, Clay and other inerts will be around 12.88 %; It will be sent for land filling. 1.4. PRESENT PROJECT DETAILS: The proposed project area comprises of Bhopal city & other 7 ULBs around the city. The Bhopal cluster comprises of 8 ULBs from 3 districts namely Bhopal District (Bhopal and Berasia), Raisen District (Mandideep, Obaidullaganj) and Sehore District (Sehore, Ashta, Ichhawar, Kothri). Bhopal is the major town among the Cluster of ULBS comprising of Sehore, Ashta, Kothri, lchhawar, Berasia, Mandideep and Obedullaganj. The existing solid waste management system of the region needs significant improvement. The region does not have any scientific methods of waste treatment and disposal. Thus the Bhopal Municipal Solid Waste Management Pvt Ltd (BMSWPL) plans to install Integrated MSW management facility for treating: 1000 TPD of Unsegregated MSW (Treating by Landfill method) The Power generation will be: 23 MW. The MSW will be collected and transferred to the Plant through proposed 13 transfer stations. RESOURCE REQUIREMENT i) Source and quantity of water: During construction phase, the total water requirement is 50 KLD. During operation phase, the total water requirement is 500 KLD. It will be sourced from Bhopal Municipal Corporation or it will be sourced from Bore wells. 4 nos. of bore wells are proposed. ii) Power: General electricity required will be 1,500 KVA, hired through MPPTCL (Madhya Pradesh Power Transmission Company Ltd.). 1 no. of DG Set of 1,250 KVA will be used in case of power failure. iii) Man power: Total manpower required during construction phase will be 300 nos. (80 skilled labours, 200 unskilled labours, 20 supervisors). Total manpower required during operation phase will be 115 (43 skilled labours, 52 unskilled labours, 20 supervisors). iv) Cost of the project: The total cost of the proposed project has been estimated at Rs. 293 Crores (29,303 Lakhs INR). DESCRIPTION OF THE ENVIRONMENT Primary baseline environmental monitoring studies were conducted for three month from 03 October 2017 to 30 December 2017. Tunnel / Box cutting of Hills should be considered as the last option and should be provided only when it is absolutely necessary. 7. The location of spurs for connecting the important towns to be decided while fixing the alignment Options. 8. The alignment should follow the unused / barren land to the extent possible to reduce the cost of land acquisition. 9.     ICAR-Indian Institute of Soil Science Nabibagh, Berasia road, Bhopal-462 038, India Report of the ICAR short course on “Advances in Assessment of Soil Pollution and its Remediation” The ICAR-IISS, Bhopal conducted a ICAR Short course on “Advances in Assessment of Soil Pollution and its Remediation” during 16-25th March, 2017. The training was inaugurated on 16th March morning by Dr A K Patra, Director, ICAR-IISS, Bhopal in the presence of participants, IISS scientific staff and training related persons. The Course director Dr J K Saha briefly elaborated the need of this course in present era and how to tackle to reduce or manage the adverse effects of environmental pollution with advanced techniques. All the resource persons delivered their assigned talk in a very effective way that has been reflected by participants’ feedback on the training. In this Short course, participants were exposed to modern instruments like ICP-OES, FT-IR, IR spectroscopy, GC, HPLC, TOC, Lypholyser etc through several practical classes and were properly explained/trained on the precautions and maintenance of the instruments. The feedback revealed that majority of the participants found the training most useful and lectures were of high quality. There has been overall improvement in knowledge level of participants on the subject as indicated by average score of 86.5% in evaluation test conducted at the end of the Short course as against the average score level 48.3% in evaluation test at the beginning. The boarding and lodging, laboratory facilities, resource persons and their way of teaching, behavior, decision making and selected topics were highly appreciated by the participants.

    Project Description Project: Development of Access Control 6-Lane Bhopal – Indore Green Field Expressway – 146.88 Km in the State of Madhya Pradesh by MPRDC The proposed project pertains to construction of 6-Lane Bhopal – Indore Green Field Expressway in the State of Madhya Pradesh. Proposed expressway shall start near Itaya Kalan Village on Bhopal Bypass at NH-12 and terminates at NH-59A near Karnawad Village. Geographical Coordinates of start and end point are 23°3'52.68"N 77°32'26.96"E to 22°42'58.32"N 76°13'44.42"E. The total length of proposed expressway is approx. 146.880 km and proposed RoW (Right of Way) is 70m. Project road passes through 4 districts namely Raisen, Bhopal, Sehore and Dewas. The proposed project will shorten the travel distance and improve connectivity between Bhopal and Indore. The existing route between Bhopal and Indore measures about 188 Kms which shall be reduced to approximately 146.88 km i.e. approx. 22% reduction in travel distance. The land use along the proposed expressway is predominantly agricultural land with patches of settlements, forest and barren land. The total water requirement for construction phase shall be approx. 87,32,402 KL. Power requirement for construction phase shall be met from the State Electricity boards. DG Sets shall also be provided as an alternate arrangement.
