SOUTH WEST WALES REGIONAL COMMITTEE REPORT TO THE NATIONAL ASSEMBLY FOR WALES, 2003 - 2004 Introduction 1. The South West Wales Regional Committee is one of the Assembly's four regional committees constituted under s61 of the Government of Wales Act 1998 and Standing Order 10. 2. Standing Order 10.2 provides that “Regional committees shall advise the Assembly on matters affecting their regions, the affect of Assembly policies in those regions and the work of public bodies there.” The Committee is required to meet at least twice a year in the region. 3. APOLOGIES FOR ABSENCE Apologies for their absence were received from Councillor R P Morgan, D C Phillips and S Williams. 150. DECLARATIONS OF INTEREST No declarations of interest were made at this juncture. 151. MINUTES Resolved that the Minutes of the Meeting of the Council held on the 20th February 2014 be confirmed and signed as a correct record. 152. MATTERS ARISING (a) Minutes 134(a) - Cwmllynfell Cemetery Improvements It was reported that tarmac had been laid on the new roadway. The only work that remained under the contract was seeding of the disturbed areas. The Clerk suggested however that the Council may wish to consider asking the contractor to quote for importing some top soil in order to improve the surface which had eroded considerably during recent periods of inclement weather. It was also reported that an account for the design and supervision fee had been received from Neath Port Talbot County Borough Council which had been calculated at 10% of the tender price rather than at 10% of the reduced final cost. Resolved that the report be noted and that T Richard Jones (Betws) Ltd be requested to provide a quotation for importing and spreading top soil prior to seeding. (b) Minute 134(b) - Planning - Deposit Local Development Plan A communication was received from Neath Port Talbot County Borough Council in which it was indicated that the Council had not submitted a “Sustainability Appraisal” to accompany its Alternative Sites proposal for a settlement limit for Rhiwfawr and Coedffaldau.

LOCAL GOVERNMENT AND HOUSING COMMITTEE REPORT TO PLENARY: APRIL 2000 TO APRIL 2001 Introduction 1. The Local Government and Housing Committee is one of the National Assembly's seven subject committees. This report is made under Standing Order 9.9, which allows the committees to report to the Assembly from time to time on progress in fulfilling their work programmes. It covers the period from the first Committee meeting in April 2000 to the end of the spring term in 2001. 2. The Committee is chaired by Gwenda Thomas. Other members are currently Peter Black, Janet Davies, William Graham, Edwina Hart (Minister for Finance, Local Government and Communities), Peter Law, Dai Lloyd, Tom Middlehurst and Janet Ryder. 3. There have been a number of membership changes since the Committee was first elected on 29 March 2000. These are listed at Annex 1. 4. The Committee met twenty times during the reporting period. Method of working 5. The Committee has developed an open and participative style of working. All of its meetings have been held in public. It has liaised closely with the National Assembly’s partners, particularly those working in the local government and housing areas. A list of the outside bodies which have contributed to the Committee’s discussions during the year is at Annex 2. 6. Over the year, the Committee has sought to develop its working relationship with the Local Government Partnership Council. Of the Committee’s current membership, Peter Black, Janet Davies, William Graham, Edwina Hart, Dai Lloyd, Tom Middlehurst, Janet Ryder and Gwenda Thomas are members of the Partnership Council.

PRESENT: Councillor M Evans (Chairman) presided pro-tem COUNCILLORS: R Evans, M Jones, M C Jones, D Lloyd, J C Rees and D B Thomas ATTENDING: Councillor C E Richards – Neath Port Talbot County Borough Council 18. APOLOGIES Apologies for their absence were received from Councillors V B Fox, C Jones, D C Phillips and S Williams. 19. INSPECTOR DEAN THOMAS – SOUTH WALES POLICE The Council received Inspector Dean Thomas and PCSO Rhys Thomas. Inspector Thomas had recently taken up the post of Sector Inspector for the Neath area. The Officers outlined the issues that had been addressed in Cwmllynfell and Rhiwfawr recently which included speeding, indiscriminate parking and addressing drug issues jointly with Dyfed Powys Police. Inspector Thomas also referred to recent incorrect reports that Pontardawe Police Station would be closing. The only change that was due to take place was the closure of the front desk but the remaining services would continue at the station. A discussion ensued on incidents that had occurred recently including a person sleeping rough and breaking in to a property, crime figures, fly tipping, premises where dogs had been kept in unsatisfactory conditions and correspondence that had been received from the Welsh Government regarding “The Right to be Safe” which related to tackling all form of violence against women. The Chairman thanked the officers for attending. 20. DECLARATIONS OF INTEREST Councillor J C Rees declared his personal interest in an application for financial assistance by the First Responders Group which would be considered under agenda item 7 – Financial Matters.

Last week, First Minister, Rhodri Morgan, announced his new ministerial team of Labour and Plaid Cymru Assembly Members (AMs) and described One Wales as “the blueprint for our next four years in Government”. In effect, it provides the strategic agenda for the new Welsh Assembly Government. One Wales – a progressive agenda for the government of Wales draws together a range of commitments made in the respective parties’ manifestos. References Annex A – Case Studies Annex B – Engagement Report Foreword Dear Cabinet Secretary In June last year the then Cabinet Secretary for Finance and Local Government, Mark Drakeford AM, asked us to be part of, and lead an independent review on the future role of Community and Town Councils in Wales. We are pleased to present our final report and recommendations to you. Over the last year, we feel we have delivered a truly evidence based review, with over a thousand points of contact with stakeholders. This included over 800 responses to our dedicated surveys, of which over 100 were from young people. We have heard a variety of views ranging from across Wales. In some cases, there was a general consensus reached around some topics of discussion. For example, many responses agreed that the key role of Community and Town Councils is that they are democratically accountable and operate at a very local level. As expected, in relation to some topics, some responses were polarised. For example, there were strong views both in favour of, and against councillors serving on more than one council, whether training for councillors should be mandatory and the role of party politics within a Community or Town Council.
