    NOTES AND NEW TECHNIQUES THE SAPPHIRES OF PENGLAI, HAINAN ISLAND, CHINA By Wang Furui The sapphire deposit at Penglai, on Hainan Island, is potentially the largest in China. Gem-quality sap- phires, at least one as large as 35.5 ct, have been found in alluvial gravels approximately 2 km south- east of the city of Penglai. Gem-quality zircon and a few pieces,of, what might be considered ruby have also been recovered in the course of the geologic study of this area, which has not yet been commer- cially developed. The average size of the sapphires is 2-5 mm. Tfiey are similar in appearance and gem- ological properties to sapphires from Australia, Thai- land, and Kampuchea. Figure 1.     CHAPTER 3 Tourism as a Territorial Strategy in the South China Sea Ian Rowen INTRODUCTION The People’s Republic of China (PRC) is deploying tourism as a tool in its territorialization program for the South China Sea, reconfiguring geopo- litical imaginaries and popular political discourse, and developing new lei- sure spaces, economies, and infrastructure. This approach is consistent with China’s deployment of outbound tourism to achieve political objec- tives in other regions, both within and far beyond its periphery. Outbound tourism from China has been used as an economic lever for extracting political concessions not only in nearby Taiwan, but as far away as Canada. At the same time that tourism is being used to consolidate Chinese state authority in Tibet (Shepherd 2006), it has also triggered widespread pop- ular protest in semi-autonomous Hong Kong. State-directed Chinese tourism is now increasingly precipitating international protest over the territorially contested South China Sea. I. A recent study on distribution of endangered species in China identifies southern Hainan as one of eight hotspots for plant conservation in the country. In continuation of our studies of Asian Begonia, we report the discovery of an attractive undescribed species, B. wuzhishanensis C.-I Peng, X.H. Jin & S.M. Ku, from Hainan Island. Results: Living plant of the new species, Begonia wuzhishanensis, was collected in 2009 and cultivated in the experimental greenhouse for morphological and cytological studies. It flowered consecutively in 2012 and 2013 in the experimental greenhouse, Academia Sinica. It was assigned to the large, heterogeneous sect. Diploclinium. The chromosome number of this new species was determined to be 2n = 26. Conclusions: A careful study of literature, herbarium specimens and living plants, both in the wild and in cultivation, support the recognition of the new species Begonia wuzhishanensis, which is described in this paper. Begonia wuzhishanensis is currently known only from Fanyang, Wuzhishan Mountain in the center of the island. A line drawing, color plate, and a distribution map are provided to aid in identification. Sansha is headquartered on Woody Island. The city’s jurisdiction includes the Paracel Islands, Zhongsha Islands, and Spratly Islands and most of the waters within China’s “nine- dash line.” Sansha is responsible for exercising administrative control, implementing military-civil fusion, and carrying out the day-to-day work of rights defense, stability maintenance, environmental protection, and resource development.
