Structural Studies, Repairs and Maintenance of Heritage Architecture XV 297 INITIAL EXPLORATION OF A PROTECTION SYSTEM FOR HISTORICAL AND CULTURAL TOWNS AND VILLAGES IN HAINAN, CHINA WANG ZHENYU Department of Architecture and Urban Planning, Huazhong University of Science and Technology, China ABSTRACT The long course of Chinese national history runs from a remote source. Since China has a vast territory, different regions formed a variety of regional cultures with different natural environments and era evolutions. Historical and cultural towns and villages not only exist as individual entities, but also as integrated urban and rural settlements and regional cultures. This paper presents the methodologies for the protection of historical towns and villages in the phase of systematic planning in Hainan Province. The research begin with looking at Hainan’s regional culture, adopting the research method of anthropology and regional heritage to retrace the culture of Hainan’s towns and villages, analysing the status quo, and on this basis, building a framework of Hainan historical towns and villages in promotion of its rational protection and development. Keywords: historical and cultural towns and villages, land use, Meso-scale space unit, non-motor- vehicle travel. 1 INTRODUCTION Hainan is a tropical island in southern China with beautiful scenery; its special natural environment has created an exotic culture. Today, most people see Hainan as an international scenic spot; however, less attention is paid to Hainan’s culture and traditions, which, to some extent, results in a lack of cultural construction. Historical and cultural villages and towns are important space carriers of Hainan culture; therefore, the construction of provincial-level historical and cultural towns and villages to protect the historical and cultural heritage of Hainan is essential. -

Li Nationality adopted the idea of building a boat to construct houses and organized their own families before 4000 years ago and the houseboats contained typical characteristics of simple, saving materials and making good use of the old boats . However, with the modern cultures influence of Han Nationality, more Li people is giving up their traditional houseboats. The only reserved village which possesses traditional houseboats is Baizha in the Dongfang City of Hainan Province. Hainan Province government and researchers are trying to protect the related cultures and houseboats style architecture by moving them into the scenic area or introduce more tourists to visit village having houseboats to increase the income of Li Nationality and make them adapt themselves to modern economic society based on reserve traditional life-style. Step 1 is digging historical and cultural information in Li Nationality, their fairy stories, religious faith and folk songs, step 2 is applying all those materials to intangible cultural heritage list and getting enough subsidiary funds from governments, step 3 is organizing researchers and architects to visit village, step 4 is attracting more tourists to visit it, reserving this traditional architecture style based on cyclic economy. -

Equalization of Public Service Facilities for Tourist Cities
Fei WANG, Wei Wei, and Ming LI 49th ISOCARP Congress 2013 Equalization of Public Service Facilities for Tourist Cities Equalization of Public Service Facilities for Tourist Cities - Case Study of Sanya’s Downtown Public Service Facilities in the Planning Process Fei WANG, Wei Wei, and Ming LI, China academy of urban planning and design, China, 1. Background and proposition The achievement of equalization is a core idea of public service facilities for a city. It is also an important way to achieve society justice, reduce the disparity between urban and rural areas, the rich and the poor, as well as other negative impacts of imbalanced development. The approaches to achieve the equalization of public service facilities are quite different, depending on the main function, spatial pattern and population composition in a city. As one of China’s most representative tourist city, tourism has become the pillar industry in Sanya, which is the strongest drive for economic growth and also a major factor impacts its sustainable progress. After ten years of growth, Sanya is experiencing an explosive increase in terms of both its tourist number and tourist production value. Seasonal population agglomeration brings huge challenges to the supply of public service facilities. Problems such as land for public service facilities occupied by the overwhelming development of tourism real estate, inadequate supply and low quality of service facilities for local residents are becoming more and more serious. Under the background of seasonal population vibration and periodic demand variety on public service facilities, how to satisfy the different needs of tourists, migrant people and local residents, taken the population distribution as a point of breakthrough, becomes the primary aspect to rationally allocate the public service facilities in the tourism districts featured by dramatic population change. -
