Every five years a ne w systems of communication . Each new Chairman brings to his role the backgroun d of his own experience and is bound to be influenced by that . My professional experience has been very largely in the field of communications . There are tw o aspects of the communication of the arts which are a t present particularly interesting .

The first is what one could call the domesti c communications of the Arts Council . Because the Art s Council is very largely a funding body and not a n executive body, its work is inevitably less well know n than that of the national institutions it helps to fund. It is however uportant that the public should be tol d as much as possible about the Arts Council's work because a genuine base in popular support will help to protect and enlarge funding in the future. In thi s sense public goodwill towards the Arts Council i s important to all the directly creative bodies that th e Arts Council supports . Public goodwill can only b e obtained by great openness about what we are doing .

They may sometimes have been less exciting to th e media than had been expected, but their publicatio n is still very useful for organisations or individuals wit h a special interest in a particular area . In addition, there have been more press conferences and specia l briefings, notably on the Council's regional role and o n its support of ethnic arts. It is encouraging that th e new Chairman warmly supports these moves, as doe s the new Vice-Chairman, Miss Marghanita Laski .

The policy was, however, introduced when Kennet h Robinson was Chairman and Richard Hoggart wa s Vice-Chairman . Both of them made a contribution to the Council's work the extent of which is probabl y only fully appreciated by the senior officers of th e Council . Mr Robinson's contribution is justly praise d by his successor in his introduction and officers full y endorse this, and I would add that he was extremel y helpful and sympathetic in dealing with the Council's officers . A word should be added about Dr Hoggart , who as Vice-Chairman not only made invaluabl e contributions to the Council's debates but, as his successor has said, added lustre to the Council by hi s presence and his international reputation . During 1981/82 arts organisations, in common with other businesses, have continued to face extreme problem s with many of their sources of income, central and local government, universities and indeed box office and sales , under pressure . It is a tribute to all those who work for and in the arts in Scotland that the present recessio n has seen so few casualties . Arts organisations have made strenuous efforts to adjust their budgets and the range of arts activity throughout Scotland has, for the most part, been maintained .

There is certainly no lack of arts initiative in Scotland . Whether it is new galleries, literary magazines or theatr e companies, there are plenty of people with the enthusiasm to launch new ventures and the devotion to mak e them successful. Arts can only live by constant renewal and it is the Scottish Arts Council's job to give suc h entrepreneurs the best encouragement it can .

One potential area for growth is in sales and at the box office . SAC continued to emphasise the need for improved arts marketing and organised two marketing seminars attended by representatives from 30 arts organisations . This resulted in the establishment of an arts marketing fund which made five grants towards pilot projects fo r encouraging and developing new audiences .

In July 1981 SAC established a working party to report on the state and future needs of traditional and folk arts in Scotland and it is hoped that its report will be available in autumn 1982 . The Council also initiated a stud y of arts accommodation in Scotland so that priorities and requirements for facilities for professional arts activitie s could be identified and, where possible, financially assisted .

Two major capital projects supported by Housing the Arts capital grants came to fruition in 1981 . The New Pitlochry Theatre opened on its beautiful site overlooking the River Tummel and the renovated Perth Theatr e re-opened just before Christmas . The long-awaited Dundee Rep was completed shortly after the year end . Housing the Arts also supported improvements to the Theatre Royal, Dumfries and the first phase of th e conversion of the Tron Church, Glasgow, to a theatre for the Glasgow Theatre Club .

During the year the Council reviewed its approach to the growing community arts movement in Scotland an d agreed that support for this activity should be a higher priority . Assistance for community arts is not purel y financial, but where this is required the Council has agreed that, in the long term, subsidy for this essentiall y local activity must be provided locally. SAC will continue to provide professional advice and look for ways o f publicising examples of enterprise .

Direct support to the individual artist, without whom the arts would cease to flourish, has continued with a tota l of almost 780 grants to individuals in 1981/82 . The Council is convinced of the value of this assistance which , though sometimes controversial, has frequently enabled artists to develop during a crucial time in their career .

Many of the Council's concerns and hopes for the future were included in its submission to the House o f Commons Education, Science and the Arts Committee for the enquiry into public and private funding of th e arts. In concluding its written evidence SAC recorded the great advances in the growth of interest and activit y in the arts in Scotland and emphasised the need for continuity . "Now it is vital that at the very least this progress is consolidated and that the current levels of arts support from all sources be maintained in real terms ." The Council will continue to fight on behalf of the arts in Scotland to achieve this minimum aim .

The Welsh Arts Council argues strongly each year for a larger grant from central government and encourage s local authorities to spend more on the arts directly or indirectly . At the same time the Council urges thos e organisations it supports to increase their income from box office and through commercial and industria l sponsorship . The Council also expects supported organisations to cut costs and make themselves increasingl y cost effective .

Broadening the income base and improving cost effectiveness has helped some to achieve balanced budgets and also arguably better programmes of work . Strictly enforced economies are not necessarily injurious to th e arts any more than higher subsidies automatically lead to better arts . Tightly wrought budgets frequently require changes in conventional managerial and artistic practices, changes which may prove beneficial to the health o f the arts . If supplemented by imaginative promotion and marketing techniques, such purposeful economies could , and often do, lead to arts activities of wider public appeal . Induced experimentation, both artistic and managerial , may also contribute significantly to raising standards as well as extending the range of public interest in the arts .

Positive responses to current financial difficulties are welcome . But some organisations are unable to meet th e challenge, preferring instead to mark time and wait for a more affluent future . No-one, not the arts, the public , nor the patronage services, gains by standing still repeating old policies . The present tight financial situatio n already has, and no doubt will, lead to further pruning, which although painful to implement may in due cours e be helpful overall to the arts and to the public . Some clients have been denied further subsidies and no bod y of responsible people invited to manage public patronage of the arts ever contemplates such drastic actio n without first studying particular clients and the general situation very carefully . If the clients have to practise economies and readjust their sights and programmes, so must the Arts Council . For it, like the artists, standing still and losing artistic momentum is unacceptable.

Relief that the majority of the Council's clients are surviving the financial crisis and modest optimism over th e stimulating effects of harsh economies on the arts should not be allowed to mislead us (the clients and th e Council) into believing that all we have to do is to stick to this course and ride out the storm . The time ma y be opportune for the Council to re-examine what it is doing in arts patronage and why . Presumably there is a connection between limited 'spread' (ie missing large groups of people), in our ways of dealing with the arts (i e how the Council receives and processes applications for subsidy) and its definition of supportable an d unsupportable arts . If the Council is to retain the initiative while cash is short, this may well be the area to whic h Council should give considerable further and new thought .

The Welsh Arts Council has, in several of its subject areas, amended its former policies and has sought new ways in which it may continue to stimulate artistic growth .

A key element of the Council's structure is its Advisory Panels and Committees . Council appoints their member s from nominations which are open to the public . Members, who serve voluntarily for up to four years, are generall y specialists in each arts discipline : working artists, arts administrators, scholars and critics . They advise the Counci l and its officers on the formulation and implementation of policy .

Staff

Based at its headquarters in Piccadilly, London, the Council's staff work with its members, advisory panels an d committees to administer the Council's programmes and to advise on and execute policy and funding decisions . For the Council's work in there are eight departments . Two of these (.Music and Literature) are now based in the Covent Garden area .

In addition the Council administers the Hayward and Serpentine Galleries and the Wigmore Hall, in London, an d has its own shop in Covent Garden . Outside London the Council has nine marketing officers in major regiona l centres to support its touring programme .

The Scottish and Welsh Arts Councils have their own staffs based in Edinburgh and Cardiff .
