Fra le tante cause del dissesto finanziario della Grecia anche paradossali sperperi che dovrebbero essere eliminati con le riforme annunciate dal premier Papandreou. Il più eclatante è che circa 60.000 pensionati ormai deceduti percepiscono ancora la pensione. A parte i casi di frode, in cui i familiari del morto non avvertono di proposito l’ente previdenziale, ci sono casi legali come la reversibilità alle figlie nubili o divorziate di un ex-dipendente statale. Anche in Grecia è diffuso il fenomeno delle pensioni fasulle, specie di invalidità e dell’agricoltura: il ministero del Lavoro ha calcolato che a tutt’oggi ne vengono corrisposte 320.000 (14% di tutte le pensioni pagate nel paese) che dovranno essere ridotte a 160.000. Con ricaduta anche sull’evasione fiscale, è stato accertato che il 43% dei pensionati ha un lavoro e non paga le tasse. Lo sperpero più assurdo è forse l’indennità, in alcuni ministeri, ai dipendenti che arrivano in orario in ufficio. Esistono altre 20 indennità analoghe, come il bonus mensile ai forestali per incoraggiarli a lavorare fuori dall’ufficio. Ci sono poi molti dipendenti pubblici - «impiegati fantasma» - che non si presentano mai in ufficio, fanno un secondo lavoro in nero e a fine mese prendono lo stipendio dello Stato. In Grecia esistono ancora i baby-pensionati: dopo 25 anni di servizio e prima dei 50 anni. Molto redditizio, poco impegnativo, e oneroso per lo Stato, è far parte di una commissione statale. Il governo non ha nemmeno idea di quante esse siano ma si calcola che diano lavoro a circa 10.000 persone con un costo di quasi 230 milioni di euro all’anno. Ce n’è una incaricata della gestione delle acque di un lago che fu prosciugato 80 anni fa. Según los datos de Inverco, la asociación de instituciones de inversión colectiva, los planes del sistema individual rentaron de media un 9,87% entre marzo de 2009 y el mismo mes de 2010; cifra que se eleva al 12,97% para el sistema de empleo y al 12,48% para el sistema asociado. La rentabilidad media del conjunto del sistema de previsión social privada ha rentado un 11,03%. Los planes de pensiones se han beneficiado del impulso de los mercados de valores desde marzo de 2009, hasta el punto de que tan sólo 53 planes de los 1.133 del sistema individual con antigüedad superior a un año han obtenido pérdidas. Es decir, que el 95% de las carteras ha arrojado rentabilidad en mayor o menor medida. En el caso de los planes de pensiones de empleo esta proporción es todavía mayor, del 99,63%, lo que se explica por la mayor proporción de renta variable que, de manera agregada, tienen los planes de empleo frente a los individuales. En el sistema asociado, tan sólo hay un plan de un total de 200 con pérdidas acumuladas en 12 meses. Entre el 31 de marzo de 2009 y la misma fecha de 2010, el Ibex se ha revalorizado un 39,11%; una marca que han batido 93 planes de pensiones, un 3,46% del total y el 8% de las carteras del sistema individual. En términos de rentabilidad real, teniendo en cuenta el efecto de la inflación -1,4% interanual en marzo- el 85% de los planes individuales arroja ganancias en 12 meses, así como el 99% de los planes de empleo y el 98% de los asociados. Las carteras más rentables han sido claramente las de renta variable pura. En el primer puesto destaca el plan Bestinver Global, con una rentabilidad acumulada del 83,13%. Bestinver aplica una gestión a sus carteras de estilo valor, es decir, apuesta por compañías cuya cotización no refleja su valor real, y espera a que el mercado reconozca ese valor.

Our well-received First Report dealt with financial matters in that context. This Report is painted on a wider canvas, but is suffused with the same ideas of empowerment, responsibility and a stronger Wales. Grounded on clear principles, we have articulated a vision of new powers for Wales so that appropriate legislative choices are exercised at the Welsh level, in the interests both of the people of Wales and of the wider United Kingdom.
