MEDIA RELEASE

FONOM’s Board of directors supports satellite internet access to bring improved services to .

The Board adopted a resolution during a recent meeting in Hearst, held both electronically and in-person, supporting Starlink, a satellite internet service that’s being developed by Space Exploration Technologies Corporation’s (SpaceX).

The Resolution also calls on the Canadian Radio-television and Telecommunications Commission (CRTC) to permit and expand the company a Basic International Telecommunications Services (BITS) license.

“We know today our citizens require greater connectivity than 50/10 megabits per second,” said FONOM President Danny Whalen. “FONOM believes that the Starlink program is our best option.”

Discussions surrounding broadband and connectivity and advancing technologies dominated much of the meeting as FONOM looks to work with other municipal organizations and governments to bring improved Internet services to its 110 member communities. The FONOM executive will now be communicating with its partners to seek additional support for the Starlink program.

Other issues discussed during the meeting included Ontario Provincial Police governance and Ontario’s Blue Box system support. The Board also explored how it can support industry and business in the North in a post-pandemic world. The Board also welcomed the announcement of the start of the Côté Gold Project, near Gogama, noting it demonstrates the vital role of Northern Ontario in the provincial and national economies.

FONOM is an association of some 110 districts/municipalities/cities/towns in mandated to work for the betterment of municipal the government in Northern Ontario and to strive for improved legislation respecting local government in the North. It is a membership-based association that draws its members from northeastern Ontario and is governed by an 11-member board.

Mayor and Council:

The Human Resources Committee met at 11:00 a.m. on September 15, 2020. Present were: Bill Rosenberg, Mayor, Jordan Bird, Chair, Robert P. MacLean, Clerk- Treasurer, Ken Seabrook, Town Superintendent and Debbie Rydall, Deputy Clerk- Treasurer, and attending electronically was Tracey Cooke, Sub-Chair, to discuss the following:

Re: Letter to Huron Shores Regarding Shared Services

The Human Resources Committee completed a review on shared services with the Municipality of Huron Shores and is recommending to Council to authorize the attached letter be forwarded to the Mayor and Council of the Municipality of Huron Shores.

Re: Re-Opening of the Fitness Room

The Human Resources Committee reviewed the email sent to Council on September 11, 2020 by the Town Superintendent regarding the results of the Algoma Public Health’s Assessment of the Fitness Centre.

The Town Superintendent has confirmed that the following will be completed in order to open the Fitness Room on October 1, 2020. -a Fitness Centre Protocol -signage regarding only 4 persons in the facility at a time -the showers will remain closed -the water fountain will remain closed -install hand sanitization stations -the purchase of more towel and cleaners for users to clean equipment after themselves -confirmation with cleaner that cleaning will resume as before the Fitness Centre was closed

Each membership has been extended according to the remaining paid time.

The Human Resources Committee is recommending to Council that if, with a valid reason, a current Fitness Centre member wishes a refund on their remaining time, Council authorizes such request.

Re: Council Chamber Rentals

The Human Resources Committee is recommending to Council to allow the rental of the Council Chambers at the same cost as renting the Board Room (1 to 4 hours @ $25.00 or $40.00 for more than four hours per day) and further that, in keeping with social distancing, the Board Room rental will be limited to not more than six people.

Re: Stewardship Rangers Program

As per the attached email received from Peggy Wilson from the Ministry of Natural Resources and Forestry (MNRF), the Town of Thessalon has been successful with the Stewardship Rangers Program. However, with the timing of the announcement and school back in session, the Human Resources Committee is recommending to Council to authorize that a request for an extension or a carry-over until the 2021- 22 year be sent to the MNRF and if the MNRF declines this request, then the Town of Thessalon will confirm that we will not be moving forward with the Stewardship Rangers Program for the 2020-21 year.

The Council of the Town of Thessalon reviewed the below summary of services that are shared with the Municipality of Huron Shores:

Re: Thessalon Town and Township Cemetery Board

The earliest by-law regarding the maintenance, management and control of the cemeteries under the jurisdiction of the Thessalon Town and Township Cemetery Board was implemented in 1995 with the administration being handled through the Thessalon Township Office. Please note, none of the cemeteries are in the Town of Thessalon.

Thessalon Township amalgamated with Thompson Township, Day and Bright Additional Township and the Village of Iron Bridge forming the Municipality of Huron Shores in 1999.

In December 1998, the Cemetery Board discussed the replacement of the Secretary- Treasurer, with the Thessalon Township Office closing as of December 31, 1998.

In the spring of 1999, the Deputy Clerk-Treasurer of the Town of Thessalon took on the role of Secretary-Treasurer for the Thessalon Town and Township Cemetery Board. This role was to be completed after work hours. However, plot sales, opening and closing sales, monument sales, etc. required completion throughout the day and on the Town of Thessalon’s time. This position is still filled by the current Deputy Clerk-Treasurer of the Town of Thessalon.

In May 2002, the cemetery bylaw was updated to 1) change the name of Thessalon Township to Huron Shores – Ward 1 and 2) include a definition of “resident”.

The Cemetery Board changed the definition of a resident in 2017 to include all wards in Huron Shores, in order for Huron Shores to begin paying the same amount as the Town of Thessalon towards the annual levy.

Huron Shores (for the former Thessalon Township) paid one half of what the Town of Thessalon did for the annual levy up until 2017.

This joint Municipal Committee was established in 2007 with the original name of JBPTH Health Advisory Committee which includes the Town of Thessalon, the Township of Johnson, the Town of , the Township of and the Municipality of Huron Shores.

The Committee consists of six members, as follows: • one member appointed by the Corporation of the Town of Thessalon; • one member appointed by the Township of Johnson; • one member appointed by the Town of Bruce Mines; • one member appointed by the Township of Plummer Additional; • one member appointed by the Municipality of Huron Shores; and • one community physician.

The Town of Thessalon’s by-law to establish a Joint Health Advisory Committee with the Township of Johnson, the Town of Bruce Mines, the Township of Plummer Additional and the Municipality of Huron Shores sets out that, prior to March 1st of each year, the Committee shall meet to determine its operational budget for the year. As soon as possible thereafter, each member shall submit to their respective Council, the proposed budget for review and approval. Once the budget has been approved by all five participating municipalities then each municipality will submit their amount as per invoices issued by the Town of Thessalon. The invoices will reflect an equal amount from the Town of Bruce Mines, the Township of Plummer additional, the Town of Thessalon and the Municipality of Huron Shores with the invoice to the Township of Johnson to reflect the amount determined by their Council.

Please note, the Township of Johnson paid their full share in 2007, however in 2008 they paid $1,400 of the $3,700 requested and in 2009 they paid $2,500 of the $5,260 requested, but has been paying the same as the other municipalities since then. contributed a donation amount of $5,000 in 2013 and a donation amount of $3,000 in 2016. Thessalon First Nation has been included since 2019 as part of determining the amount required annually by the Committee lessening the municipalities required portions.

The Corporation of the Town of Thessalon has been responsible since the Committee was established in 2007 for the collection of all operational monies and for the payment of all accounts and related auditing requirements in accordance with the Policies and Procedures of the Town of Thessalon.

The Municipality of Huron Shores has contributed one-half the amount paid by the other members in 2019 and in 2020.

Re: Water Services to Residents of Huron Shores

As per the Water Agreement between the Town of Thessalon and the Municipality of Huron Shores, the Town of Thessalon is responsible to supply water to approximately 28 Huron Shores’ residents.

This bi-monthly invoicing is completed by the Town of Thessalon.

Re: Huron Shores Fire Department Usage of the Town of Thessalon’s Marina and Fire Hydrants

The Huron Shores Fire Department uses the Town of Thessalon’s Marina (at no charge) to fill its Huron Shores fire tanker trucks to deliver water to swimming pools of Huron Shores’ residents for which their residents pay a charge to the Municipality of Huron Shores.

The Huron Shores Fire Department also uses the Town of Thessalon’s fire hydrants for training, at no charge.

Re: Number of the Municipality of Huron Shores’ users of the Town of Thessalon Services

Some of the services provided by the Town of Thessalon are as follows: • a new Medical Facility housing Doctors, an Optometrist, a Chiropractor, a Message Therapist, a Dental Hygienist and a Dentist • an up to date Fitness Room • an indoor Arena Facility from September to March • a Library with free WIFI

All of the above services have a minimum of 37% users from the Municipality of Huron Shores.

In the past, the Municipality of Huron Shores provided a $10,000 contribution towards the running of the Arena. However, in 2019 the amount received was $5,000 and in 2020 no contribution was made.

The Library Board requests annually from the Municipality of Huron Shores a levy of $8,000, in which the Municipality of Huron Shores pays $6,000. In 2020, the Municipality of Huron Shores paid $4,000.

Members of the Council of the Town of Thessalon have met with members of the Council of the Municipality of Huron Shores to have discussions regarding the possibility of a contribution from the Municipality of Huron Shores toward the new Medical facility, however the Municipality of Huron Shores has declined such request.

Re: Fee for the Town of Thessalon’s Seniors Luncheon and Easter Egg Hunt

Beginning in 2012, the Town of Thessalon provided a free Christmas Senior Luncheon at the I.O.O.F. hall which includes entertainment and prizes. One-third of the seniors attending have been from the Municipality of Huron Shores. Since the Town of Thessalon did not want any seniors from Huron Shores to feel left out, starting in 2019, a $5.00 fee was implemented for every senior attending this event to cover some of the costs.

As mentioned above, the same situation has occurred with the annual Easter Egg hunt held at Peace Park. A fee now has been implemented for families to enjoy this event.

After considering the above shared services, the Council of the Town of Thessalon is respectfully requesting a meeting with your Council.

All, I met with Nicole Lindahl of the APHU this afternoon.

We toured the Council Chamber, Fitness Centre and Arena.

Here is a brief summary for each location.

Council Chambers

She liked the size of the space of the room and the spacing of each desk. She suggested if we were to have a delegation we should set up the podium we have and have a shield in front of it. If there was only visitors then we should supply hand sanitizer and have disposable masks available in case they don’t bring one. She also suggested hand sanitizer on each desk. Council should wear masks when a visitor is present then use sanitizer after the visitor has left and masks are removed.

Arena

We need to set up a table at the front doors for log in purposes and have the standard symptoms sign posted nearby and on the entrance to the arena. Once signed in it is not necessary to sign out so users will have to exit out the dressing room hall exit. Everyone who is in the lobby must wear a mask other than to eat a hot dog. We will remove every second stool to ensure a 2 metre spacing. She suggested we leave the upper deck available for viewers as it may be tight having 50 persons in the stands. We will use bottom row of seats and standing. She said the canteen could operate if we had a screen plexi glass or substitute in front of the canteen operator and she must wear a mask. I suggested we use a heavy clear plastic and put a table in front of the counter to provide space and she thought that would be fine. The dressing rooms ae fine for the number of kids using them. In the case of men’s and women’s teams they may have to use 2 dressing rooms. The showers can be used as long as we close off the middle nozzle. She didn’t suggest any extra cleaning in the dressing rooms above what we do normally. The high touch areas need to be cleaned regularly, door handles, taps etc. The workers need to wear masks when the public is present. Everyone who is in the lobby must wear a mask other than to eat a hot dog.

Fitness Centre She said we could open the fitness room as long as there were no more than 4 users in the space at one time. the user will be responsible for cleaning the equipment they use afterwards and should clean it before using as well. We will put signage to effect if the rules aren’t followed we will be forced to close the place down again. We can monitor the number of users in the building since we now have security cameras installed in the entranceway as well as the fitness centre. I will ask ATS to set up that system so it can be monitored from the Municipal Office. She said to space out the equipment that is used most regularly which we can do. She said to close off the every second treadmill so the 2 metre spacing requirement is met. She said the showers are fine to be used as there is only 1 per side. We will have to have our cleaner ensure the door handles and taps are cleaned frequently.

I think I captured all that we discussed, she was very helpful, I wish she would have been down sooner.

I would like to confirm that the Town of Thessalon has been approved for funding for the 2020-21 SYR program and have been asked to reach out to you to confirm if Thessalon will be moving forward with the proposed TP youth hiring for SYR. I understand that the program is running later than usual this year. Mayor and Council

As you are aware, MPAC assesses the value of property, as well as determines adjustments that result in reductions or additions on assessments.

The Town implemented the attached policy dated April 19, 2004.

Since MPAC is mandated to make the determination regarding assessment values on our behalf, although challenging adjustments made by MPAC may be an option, MPAC staff has the expertise and information available to make the most informed decisions. This however, does not prevent staff from pursuing the criteria used by MPAC in questioning a value.

Robert in his experience at a hearing several years ago involving reduced assessments on some of the Lighthouse Point Drive lots, the presiding officer ruled in favour of MPAC, being the entity responsible for determining assessed values.

As a result, the Finance Committee is recommending to Council that the Policy for Dealing with Minutes of Settlement be rescinded.

Mayor and Council:

Back in 2010, following a recommendation from the Human Resources Committee, Council agreed that, when staff were off for personal appointments, etc. that the time was to be taken from accumulated overtime, vacation or without pay, rather than being made up throughout the current pay period by coming in early, working through coffee breaks, lunch breaks or staying late.

A staff member is requesting to only take a half hour lunch on the same day of a personal appointment, in order to save banked sick time.

Another item for consideration is at times staff, due to snow storms, heavy traffic, vehicle issues etc., have arrived late for work. Currently, this time is being made up from accumulated overtime, vacation or personal time.

The Human Resources Committee is recommending to Council to allow a staff member to make up time on the same-day they are off for one of the above- mentioned reasons, by coming in early, working through coffee breaks, lunch breaks or working late.

September 2020 Report to Council

Fire Truck #2

The most recent testing completed on the fire trucks has highlighted the need for replacement of some valves on the pumps.

We received a quote to do the work which is $9626.70 plus tax. We would have to float the truck to the location which is in Brampton. I have an estimate of $4000 to take the truck down and then go and get it. or the Fire Chief said he has a few of his crew who may volunteer to take it down and then go get it. I have no idea of what the costs would be if any. I’m not sure about the risk of driving the truck down and back if he hasn’t really been on a long-distance trip.

Does Council wish to proceed with having these repairs completed on truck #2. The funds for the repair would come from the Recreation/Fire department new truck reserve.

Zamboni Advertising

There was advertising on the Zamboni that the agreements will expire this coming December. Last Spring the snow box to which the advertisements were attached was damaged and has since been replaced.

Do we reimburse those who had their advertisements on the Zamboni for the reminder of the advertising period which is in December? Are we responsible to replace the ads that were on the Zamboni?

The agreement does not address the issue if an ad is damaged or destroyed.

Thessalon Gateway Signage

As per the attached e-mail from laird signs to MTO, the location for the Gateway signage at the east entrance had to be relocated. Laird signs has provided the new location as per MTO’s direction and we are waiting for MTO approvals.

Fitness Centre opening

I had met with the APHU and toured several of our buildings. We went to the Fitness Centre to review what it would take to open the building to users. She said we could definitely open the area to no more than 4 users at one time. each user will be responsible to clean the equipment they use before and after each use. They are also responsible to maintain the 2 metre social distancing rule. We will have signage in place advising the users of the occupancy rule as well as have it posted on our social media pages. Since we have the security cameras in place, we can spot check to see if the rules are being followed. If they are not it will be the Town’s prerogative to close the facility.

We will supply hand sanitizer as well as cleaning solution and cloths for the users. We will eliminate the drinking fountain while leaving the water bottle filling station available.

The showers will be off limits and it will be recommended users wear their workout clothes to the building and go home in them as well.

Arena opening

It is proposed that the arena be available for use October 13th. I have met with some of the user groups to see what their associations are willing to provide to assist in the operation. The meetings were positive. I toured the arena with the APHU representative and she thinks with the number of users in each group we should have no problems maintaining social distancing. She said we would be able to have the canteen available with some safety precautions in place. There should be no significant increase in work load for the arena staff.

We will require logging into the facility (to be handled by each user group) and provide the usual signage and a hand sanitizer station at the entrance. We will eliminate the drinking fountain while leaving the water bottle filling station available.

A Covid policy has been developed for the Arena operation, it has been reviewed by the APHU and they have approved it. it will be posted at the Arena as well as our webpage?

Health Centre Roof tender

I was able to get a quote from a contractor after the initial 2 attempts. The bid came from “Jay Does It All” contracting. His bid was $40263.00 plus HST total of $45497.19 The price provided is well within the budgeted amount of $50,000. The materials have been ordered and it is anticipated the work to start September 21.

Complaint about boat speeds in the river

The sign has been installed at the river mouth. We also posted it on the town face book site. A few negative comments were posted but also some positive comments.

The OPP contacted me and said they had done a coupe of patrols in the river earlier this year but no boats were present those days.

I asked the officer about the speed limit on the river during winter. He suggested we put up signage with a 50km/h speed. He also said they would not be able to enforce it.

Lakeside Drive Contract

The Stage 1 contract has been awarded to JI Enterprises. The work began last week from Dawson Street to the intersection of Hwy 17 and Lakeside Drive. an agreement with the developer of the Tim Hortons site and the Town were able to reach an agreement to have our contractor complete the entrances and pave shoulders that are in the developers site plan agreement.

Tim Hortons Development

The work on the development is moving along very well. The building foundation is complete and we should see walls going up shortly.

Lakeside Park Meters

The meters are now installed, the system works well and easy to use. How the residents are billed for the power usage will need to be determined prior to the opening next May. We will have a good idea of the power used by those who remain in the Park until the closing date of October 12th. Security Camera Installations

The security cameras have been installed at the Town Office, Fitness Centre, Public Works and Marina.

The cameras at the office and Fitness Centre are fed to the computer of Lindsay and myself. The cameras at the Public Works garage and Marina are stand alone and have monitors at each location. The archived video can be retrieved from the SD card for each location. The installation of the cameras resulted in less labour than the service provider estimated so to make up the difference they will install another camera at the Public Works garage for free.

Too far back streetlight poles etc interfere too much and to far forward the guide wires etc cause problems.

Do you have an idea on how long the approval process will take as I need to get foundations installed before the Thessalon concrete plant closes in mid October.

I can install the rest in winter.

BEING A BY-LAW to amend By-law Number 2363, being a by-law to regulate the proceedings of Council, Locals Boards, Standing Committees and Committees for the Corporation of the Town of Thessalon

WHEREAS Section 238(2) of the Municipal Act, s.o. 2001, c. 25 states that every Municipality and Local Board shall pass a procedure by-law for governing the calling, place and proceedings of meetings;

AND WHEREAS Bill 197, an Act to amend various statutes in response to COVID-19 and to enact, amend and repeal various statutes, was passed by the legislature on July 21, 2020, which grants the ability to provide for electronic participation in meetings after the declared emergency has been lifted, pending an amendment to the Procedural By-law;

AND WHEREAS the Council of the Town of Thessalon is desirous of exercising this discretionary authority to allow its members of Council, Local Boards, Standing Committees and Committees to participate electronically in Open and Closed Meetings and to be counted for the purposes of quorum;

NOW THEREFORE the Council of the Corporation of the Town of Thessalon hereby enacts as follows:

1. That Section 4. Electronic Participation (During an Emergency) is hereby deleted.

2. That the wording within Section 4. Electronic Participation is hereby replaced with the following wording:

a) That while every effort shall be made to attend meetings physically in person, members of Council, Local Boards, Standing Committees and Committees may participate in a meeting by telephone or other electronic means

b) only the Mayor and members of Council, or the chair and members of a Committee will be permitted to participate electronically at a regular Council meeting or Committee meeting respectively, with the exception that a member of staff (other than the individual recording the minutes) and/or a consultant, lawyer, etc. may participate electronically as well

c) the member chairing a regular Council or Committee meeting will not be permitted to participate electronically

d) only one member may participate electronically at any given regular Council or Committee meeting and where more than one member whose written request was received first by the Clerk-Treasurer or his/her designate will have his/her request granted

e) a member participating electronically cannot will be counted towards the quorum requirements

f) electronic participation will be permitted during the Open and Closed Sessions of the meeting enabling participation and voting on items discussed in open session only as if members were attending the meeting in person, with the exception that a member will not be permitted to participate in a discussion or vote on a matter where a pecuniary interest has been declared by such member

g) electronic participation will not be permitted in closed session nor will the member be permitted to vote on an item which has been discussed in closed session

h) electronic participation does not constitute attendance at a meeting with respect to Section 259 (1)c of the Municipal Act, which provides that the office of a member of Council of a municipality becomes vacant if the member is absent from the meetings of Council for three successive months without being authorized to do so by a resolution of Council

i) a member will be allowed to participate electronically in up to a maximum of two (2) regular meetings in a calendar year

j) a member participating electronically must call in prior to the start of the meeting so as not to interrupt a meeting that is underway

k) if the telephone connection is lost, the meeting will be paused for not more than five minutes to allow re-connection

l) where access to the Open Session of the meeting by the public is not possible and the meeting is being held electronically, notice shall be posted on the Town’s website along with the information to access the Open Session of the meeting, and every attempt will be made to make a recording of the Open Session of the meeting available to the public

3. This by-law shall come into force and take effect immediately on the passage thereof.

Being a By-Law to amend Schedule “A” of By-Law Number 1800, being a by-law to update/establish user fees and service charges.

WHEREAS Part XII of the Municipal Act S.O. 2001, c. 25, as amended, states that despite any act, a municipality and local board may pass by-laws imposing fees or charges on any class of persons, for services or activities provided or done by or on behalf of it, and, for the use of its property including property under its control;

AND WHEREAS it is deemed necessary to amend Schedule “A” of By-Law Number 1800;

NOW THEREFORE the Council of the Corporation of the Town of Thessalon hereby ENACTS AS FOLLOWS:

1. Council hereby authorizes the user fees and service charges described in Schedule “A” amended.

2. This by-law shall come into force and take effect upon the final passing thereof.

BY-LAW NUMBER 2393

BEING A BY-LAW to confirm the proceedings of the regular meeting of Council held on September 21, 2020.

WHEREAS Section 5, Subsection 3 of the Municipal Act, R.S.O. 2001, c. 25, as amended, requires a municipal council to exercise its power by by-law except where otherwise provided;

AND WHEREAS in many cases, action which is taken or authorized to be taken by a Council or Committee of Council does not lend itself to an individual by-law;

NOW THEREFORE the Council of the Corporation of the Town of Thessalon hereby ENACTS AS FOLLOWS:

1. The actions of Council at its regular meeting on September 21, 2020 in respect to each motion, resolution and other action passed and taken by the Council at its said regular meeting, is, except where prior approval of the Ontario Municipal Board is required, hereby adopted, ratified and confirmed.

2. The Mayor and the proper officers of the Town are hereby authorized and directed to do all things necessary to give effect to the said action or to obtain approvals where required, and to execute all documents as may be necessary and directed to affix the Corporate Seal to all such documents as required.

3. This by-law shall come into force and take effect immediately upon the final passing thereof.
