The attached tables detail the current proposals for:

1. Maintenance and Special Maintenance Schemes (These programmes are subject to change as funding may be required for highway restoration works following the winter weather damage. Footway works are being limited until completion of the PFI street lighting works.)

2. Capital Programme Scheme

3. Feasibility studies.

Members are asked to (i) note the current proposals; and (ii) note the current status of feasibility studies (these schemes will not be in the capital programme until approved by the Executive Member for Environment).

Capital Programme Schemes for 2010/11 Havant

Scheme name Project Programme Status cost date Report to Executive Member for Environment due in June 2010. Dunsbury Way, Est. 2010/11 Subject to approval works are anticipated to start in Autumn Regeneration of Older Urban Areas £450,000 2010. Of this funding £77,000 is from developer contributions. This study looks at providing an off-road shared use path along Middle Park Way (Woolston Road to Purbrook Way). Middle Park Way is 2 metres in width with a grass verge and therefore can safely accommodate a shared use cycleway of 2.5m width. A pedestrian crossing in the form of a build-out outside Barncroft Middle Park Way, Havant - shared use infant and junior schools on Barncroft Way will also look to be cycle route (part of the SUSTRANS provided. This section is the first of four stages which in total will £200,000 2010/11 Hermitage Stream cycle route) provide a continuous 4 kilometre route linking seven schools and Havant College from Woolston Road in Warren Park (where it connects to the completed Park Lane Bridleway scheme) travelling south to end at Barncroft Way by Havant College. Report to Executive Member for Environment due in June 2010. Subject to approval works are anticipated to start in Autumn 2010. Funding for this scheme is from developer contributions.

Feasibility Studies 2009/10 and 2010/11 Havant

Scheme name Project Programme Status cost date Feasibility study being undertaken into the provision of a traffic management scheme in Hart Plain Avenue to address safety concerns outside the schools. 20mph speed limit was Hart Plain Avenue - Traffic calming implemented on 29 January 2010 and monitoring is being Feasibility 2010/11 scheme undertaken. Consultation with residents on a proposed traffic management scheme took place between 15 March 2010 – 9 April 2010. Feedback from the consultation is currently being analysed.

Havant Rail Footbridge – Refurbishment £1,500,000 2011/12 Scheme is currently on hold due to current budget pressures.

New Lane, Havant – Provision of cycle Havant Borough Council is carrying out a feasibility study, which Feasibility 2010/11 facilities is due to complete at the end of April 2010. This is a joint scheme with Havant Borough Council for environmental improvements, and a new pelican and cycle route Park Road South and West Street on Park Road South/West Street. Funding for the scheme will be environmental, cycle and pedestrian Feasibility 2010/11 from a mix of developer contributions and Regeneration of Older improvements Urban Areas and Havant Borough Council environmental enhancement budgets.
