The proposed work, as approved, consists of installing a grey-painted metal covered walkway at the roof of the building and installing a grey-painted metal roof at the existing rear fire stairs at the rear of the building, which will connect to the covered walkway. The work was shown in a presentation titled "281 Park Avenue South" and dated June 2, 2015 consisting of 24 digital slides featuring drawings, photographs, and photo montages, all prepared by MdeAS Architects, and presented at the Public Hearing and Public Meeting. In reviewing the proposal the Commission noted that the Individual Landmark Church Missions House/Protestant Welfare Agencies Building is a Flemish Revival style institutional building designed by Robert W. Gibson and Edward J.N. Stent and built in 1892-94. With regard to this proposal, the Commission found that the proposed work will address safety egress code requirements, without altering, eliminating, or concealing any significant architectural features of the building; that the covered walkway will be the minimum required height and in the location at the roof with the least visibility from public thoroughfares that also complies with code requirements; that the installations will utilize the existing support framing at the stair and will be well scaled to the existing stair; that, when seen from public thoroughfares, the installations will only be seen at a distance, over and adjacent to the side façade and adjoining sloped roof; that although seen within the context of designed elements at the side façade and roof, the installations will only be seen in partial views of the building and within the context of the existing staircase, miscellaneous rooftop accretions and taller neighboring buildings and will not detract from any prominent views or silhouettes of the building; and that the installation's simple overall form, thin component profiles, limited number and wide spacing of vertical elements, and grey finish will help maintain the visual predominance of the building's volume and sense of openness at the roof and stair and will help the installations recede from view. Based on these findings, the Commission determined the work to be appropriate to the building and voted to approve this application. The Commission authorized the issuance of a Certificate of Appropriateness upon receipt, review and approval of two sets of final filing drawings showing the approved design. Subsequently, on October 7, 2015, the Landmarks Preservation Commission received photographs and drawings A-000.00, A-101.00 through A-103.00, A-054.00, and A-152.00 through A-155.00, dated September 28, 2015 and prepared by Daniel Patrick Shannon, RA; drawings S-001.00, S-100.00, S-301.00, and S-302.00, dated (revised) June 12, 2015 and prepared by Philip D. Murray, PE; and drawings M-002.00, M-100.00 through M-102.00, M-200.00 through M-202.00, M-300.00, and M-301.00, dated (revised) May 6, 2015 and prepared by Jack A. Green, PE, all submitted as components of the application. Accordingly, the staff of the Commission reviewed the drawings and found that they also show additional work at the roof and eastern (rear) facade, including the installation of steel dunnages, condenser units, and ductwork at the roof, with one duct extending vertically from the roof to the cellar adjacent to the rear façade and extending horizontally at select floors connecting to windows at the first, third, fourth, and fifth floors of the facade, with select sashes of of two-over-two double-hung windows and single-light transoms being removed for these connections; and replacing two-light sashes and single-light transoms at select windows at the first, third, fourth, and fifth floors with beige-painted louvers, as well as interior alterations including mechanical and HVAC work throughout the building. With regard to this additional work, the Commission finds that none of the mechanical equipment installed at the roof or rear façade will be visible from a public thoroughfare; that none of the proposed work will damage, alter or conceal any significant architectural features of the building; that in accordance with the provisions of RCNY, Title 63, Section 2-11, the louvers and ducts will be installed within existing openings; that the windows proposed to be modified are not "Special Windows" as defined by the Commission's Rules; that the louvers will be finished to blend into the fenestration pattern; and that the work will not diminish the special architectural and historic character of the building, streetscape, or historic district. Additionally, the Commission finds that the design approved by the Commission has been maintained. Based on these and the above findings, the drawings have been marked approved with a perforated seal, and Certificate of Appropriateness 17-8419 is being issued. This permit is issued on the basis of the building and site conditions described in the application and disclosed during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building or site conditions are materially different from those described in the application or disclosed during the review process. The work is limited to what is contained in the perforated document. Other work or amendments to this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or civil penalties, including imprisonment and fine.
