REPORT.

NEW ORGANIZATIONS. In the month of September last one company of artillery was organized at Lewiston. It is called the Androscoggin Light Artillery, and is commanded by Captain Aurestus S. Perham. It · had at the time of its organization the maximum number of men allowed to a company of artillery, many of whom had been in that branch of the military service during the war of 1861. It has been supplied with a new battery of three inch guns from the arsenal at Bangor, but has not yet been uniformed. The location of this company renders it probable that it will be well sustained, and the interest now manifested indicates that it will be kept up to a high standard of disciplin~ and drill. This being the only company of artillery under the control of the State, I recommend that it be provided with uniforms in the same manner as the companies organized under chapter 29 of the laws of 1869, and that it be made subject to the provision~ of that act. One company of , called the Portland Montgomery Guards, commanded by Captain Augustus J. l\fcMahon, was organized at Portland in the month of October. This company has three commissioned officers and ninety-eight enlisted men. It has been armed with Enfield rifled from the arsenal at Portland. Their uniforms, which have been contracted for, will be furnished at private expense.

CADETS. The Legislature, by an act approved February 24, 1872, author­ ized the formation of ten companies of cadets, "to be composed of boys not subject to military duties under our militia laws." Chapter 307 of the laws of 1865, provides that '' every able­ bodied male citizen, resident within this State, of the age of

• 6 ADJUTAXT GENERAL'S REPORT. eighteen years and under the age of forty-five years, shall be enrolled in the militia," and unless exempted, be liable to military duty. Several applications have been received from persons desiring to orga.nize cadet companies, and one or more from persons claim­ ing to represent existing independent organizations, requesting recognition and acceptance under the act referred to. But in examining the rolls forwarded to this office it was found, in each case, that the requisite number of those whose names were re­ turned did not come within the meanfog of the law, many being disqualified by reason of age, and some belonging to regularly organized companies of uniformed volunteers. The policy of organizing military companies of boys under eighteen years of age, of whom no duty could be required and who would not be responsible for the public property they would need to use is, at least, of doubtful expediency. No company has been organized or accepted under the act above mentioned.

ORGANIZED FORCE. At the commencement of the year, there were ten companies of infantry orga!'!ized, nine of which had been uniformed. The Hersey , of Oldtown, has since been accepted as one of the ten companies which were authorize,d by act of the Legis­ lature, approved February 23, 1869, and has been paid commu­ tation of clothing. There are now ten companies of infantry uniformed and armed, one armed but not uniformed, and one of light artillery, which constitute the organized military force of the State. These companies have now been assigned to tlrn command of Major General Joshua L. Chamberlain, who was elected to the office of Major General of Militia by the Legislature on the 28th day of February, 1872. His report will be found to contain a clear statement of the existing organizations, and suggestions and recommendations of importance. I am not aware how long it will be possible to maintain a suf­ ficient degree of interest to keep this fo~ce, as now constituted, up to the present standard, if tho pc.,licy of having only company inspections with no opportunity for battalion movements is ad­ hered to. But if it should be assembled annually, or once in two years even, at some convenient place, for the purpose of

• ADJUTANT GENERAL'S REPOBT. 7 inspection and manoouvre as a corps, I think much more interest and a higher degree of efficiency would be attained. The vacancy of Captain in the Auburn Light Infa11try, caused by the death of Captain Almon C. Pray, has been filled by the election of First Lieutenant Delance Young as Captain. The vacancy of Captain in the Capital Guards of Augusta, caused by the resignation of Captain Joseph 1\ \Voodward, has not yet been filled. The usual inspections have been made by Brig. Gen'l James A. Hall, Inspector General. His report shows the condition of the companies to be quite satisfactory in most particulars. ENROLLMENT. The last enrollment of the militia of this State was made in the year 1865, and contains the names of but 57, 718 persons who were liable to military duty at tlrnt time. The a.mount of ordnance and ordnance stores which the State is entitled to receive annually from the United States, under a law of Congress approved April 23, 1808, is based upon the number of enrolled men as shown by the latest return. It is believed that a new enrollment would show a much larger number now than that of 1865, and if it would, it should be made in order that the State may receive its fair proportion of the sum annually allowed by the General Government for the use of the militia of the different States. I recommend that section 3 of chapter 307 of tho laws of 1865, be so amended as to allow an enrollment to be made in 1813 .

STATE PENSIONS. The law authorizing pensions for disabled soldiers and seamen residing in Maine, who served in the army or navy of the United States in the war of 1861, on the quota of Maine, and if deceased, to such as were dependent on them within the classes p1:escribed by the act, expires on the thirty-first day of December, 1872. It should be continued in force another year. '' The amount of appropriation for this purpose for the year 1872, was thirty thousand dollars. For the year 1873, the appropriation need not be more than twenty-five thousand dollars. Various causes, such as the receipt of a pension from the United States or an increase of the same, improved health and ability to labor, death, remarriage of widows, orphan children becoming twelve years of age and thus no longer entitled to aid from this source, have operated to prevent the necessity of further assist­ ance from the State, in many instances, so that the amount annually expendeu has been growing less from 1867, when it reached the sum of $106,450. 71, to the present year, when the amount allowed is $22,358.3&. It is not to be expected ·that the State wm be entire1y relieved from affording some assistance to those who were disabled fo the army and navy during the. rebellion, and to such as were dependent on 'those who have deceased, for some years to come. But the rapid decrease of this expenditure shows that the fnture-reqnire­ ments for this purpose will be comparatively small, and will continually grow less until they finally cease. Total ...... 7' Certificates have been issued during the yea.,r for the reimburse­ ment of cities and towns for advances made to pensioners prior to the present year, to the amount of $22,247.47; and for advances made the present year, to the amount of $2,363.00. There appears to be due to local treasurers for advances made the present year, the sum of $19,995.36. • The following schedule shows the amount which has been allowed in each city, town and plantation, on applications made within the year:

Hon. SIDNEY PERHAM, Governor of Maine: Srn :-I have inspected all the companies of militia during the past year, and found them generally in good condition. I would recommend that company commanders be requested to use their influence to keep their numbers up to the maximum, and that only worthy and reliable men be enlisted. I do not say this from any apparent deficiency at the present time, for the troops are already of a high standard morally. I have also to recommend that the Legislature be requested to make an appropriation for defraying the expense of an encamp­ ment of all the companies at some general point, at such date as your Excellency may deem most suitable, the month of October being respectfully suggested. I also earnestly recommend that some steps be taken towards organizing a company of mounted artillery to be attached to the Militia of Maine . .At present, the procuring of the ordnance, the enlistin_g, equip-: ping and drilling the men, might be as far as it would be advis;.ble to go, leaving the matter of horses to the future. I have had an opportunity of looking at the militia of several of the States, but have seen none that excels the companies of Maine. The high standard already reached can only be maintained, by the people through their representatives, showing a fostering care for the future. MAJOR GENERAL'8 REPORT.

BRUNSWICK, Me., } December 21st, 1872.

To Gen. B. B. MuRRAY, Jr. Adjutant General: Sm :-The honor which the Legislature did me in the election to the office of Major Genera], on the 28th of February, 1872, I re­ garded as involving no immediate or active duties. Being assigned however, by Special Order No. 4, to the command of the Volun­ teer Militia, it may be expected that I should submit to the Com­ mander-in-Chief a report upon the matters entrusted to my care. There being no other than company organizations, which had been accustomed to report directly to the Commander-in-Chief, it did not appear necessary for me to appoint a staff, until some further organization should have been made. The duties which properly belong to a staff I have thus far performed myself, which has brought me perhaps to a better acquaintance with the condi­ tion of our Militia than might otherwise have been the case. There are now in service ten companies of Uniformed In­ fantry authorized by the law of 1869, and one company of Infantry and one company of Artillery organized under the general Militia LaV: of 1865. There are also several associations of a military character not constituting part of the Militia, but existing by special permission of the Governor, and recognized by courtesy on public occasions. Within this category 'Come several Cadet companies, which it might be supposed should be organized under the act of 1872 providing for the formation of ten companies of Cadets. But as some members of these associations are under eighteen years of " age, while others are beyond that age and liable to military duty, these companies could neither be accepted under the general Militia Law nor under the Cadet .Act. ' ·so our present Dadet companies have no legal organization, and strictly speaking no military existence except through the cour­ tesy of the Governor's permission. ADJUTANT GENERAL'S REPORT. 21 But these companies composed as they are, compare very favor­ ably with any others as to drill, discipline and soldierly bearing. At a recent prize drill in competition with some of our most pro­ ficient companies, the Portland Cadets won the first honors; and on a late occasion the Coburn Cadets belonging to the State Agri­ cultural College bore themselves in the most creditable manner. The Battalion of Cadets at Bowdoin College has the ::1dvantage of the regular instruction of an accomplished officer detailed for that purpose from the U r;ited States army. This extends through a course of four years, embracing the most important topics of mili­ tary science, and reaching a high point of practical proficiency. They number nearly two hundred men, and are furnished by the United States Governmcut with the Springfield breech-loading cadet and accoutrements, and by the State authorities with a battery of twelve-pounder Napoleon guns There are many pradical difficulties fr1 receiving into our mili­ tary system bodies of men not to milita,ry duty under the constitution of the State; and the difficulties are not less with bodies composed partly of thosa who Dre, and p~:,tly -of those who are not thus liable. But if boys can do better than men, they ought not to be discouraged. Pcrh:ips :many of the difficulties might be removed by requiring :-,s tlio btu.'iis of Ca.dc·t company accepted in the State service, young men of efg·hteen years and upwards to the minimum number r~quired for any reg·ular com­ pany of the Militia, and receiving recrnits under that age to the maximum number a1lowed any company by law. " This would place the Cadet companies and their officers on tho same footing as others; while those members under military age might if neces­ sary be regarded as a separate detachment, uncler instruction only. The Cadet act of 1872 appears to demn,nd certain military duties of those who are not legally subject thereto. At all events it was unnecessary, as the Governor is empowered by the general Militia Law to give his sanction to an.r military associations he may deem proper. While the ten companies first referred to were the only military organizations contemplated, and were regarded as an elite corps, held under the immediate orders of the Commander-in-Chief, the administration of their affairs was :1 comparatively simple matter. But now the success of these companies has excited the emulation of others, and perhaps the tactics of political campaigns has 22 ADJUTANT GENERAL'S REPORT. induced a spirit of organization and method, which naturally seeks a military form. This will doubtless serve many excellent purposes of instruction, discipline and patriotism; and the Com­ mander-in-Chief has given his high sanction to this movement. It follows, however, that something more of organization should now be entered upon. It is probable that we shall still mainly rely upon the ten companies of Uniformed Infantry before referred to, and I earnestly hope that nothing will be done which shall tend to discourage that system. I do not think, however, they should be organized into a regiment by themselves. It would be better to distribute them among other troops, that their discipline and proficiency as veterans may be an example and instruction to the rest. On the other hand, it is just to place those companies which have not been favored by a full and free equipment by the State, on the same footing with the others as to rank, honor, privilege and promotion. Moreover, the organizations should be grouped according to local convenience. The following plan appears to me simple and practicable:- 1. Provide for three regime,ntal organizations, with headquarters at Portland, Augu~ta and Bangor, respectively. 2. Two companies to be entitled to a Major, Adjutant and non­ commissioned staff. 3. Four companies to be fntitled to a Lieut. Colonel, Adjutant and non-commissioned staff. 4. Six companies entitled to a Colonel, Adjutant, Quartermaster and non-commissioned staff. 5. Ten companies entitled to a full regimental organization. 6. Artillery to rem~n unattached and to be assigned in orders. To apply this formula to our present case, I would propose and recommend the following partial organization :

3d REGJMENT-MAJOR COMMANDING. Capital Guards, Augusta. Skowhegan Light Infantry, Skowhegan. It would seem desirable to have a company east of Bangor, and another west of Portland, say in Saco or Biddeford. This regimental organization will amply provide for the efficient care and control of all the militia which in ordinary times would be likely to seek service, and being grouped around centres easily accessible and where arsenals already exist, the expense of time and money is reduced to the lowest. I do not apprehend that any legislation will be required to carry these measures into effect, as they seem to be fully provided for by existing enactments. The law contemplates an annual encampment of the troops in active service of the State. I deem it very important for the promotion of a proper military spirit, as well as for necessary instruction and practice, that the troops should be brought to­ gether and handled together as soldiers at least once a year. The motive and reason which calls for a military organization, should justify the necessary appropriation to enable it to obey the laws and reach its highest efficiency. Ordnance and ordnance stores, invoiced at $3,636.57, have oeen received from the War Department during the year, under the provisions of an act of Congress approved February 23d, 1808. The property received was for the use of the military organi­ zations of the State.
