The Fourth Report of Senior Pay and Perks in UK Universities History This
Transparency at the top? The fourth report of senior pay and perks in UK universities History This is the fourth report on pay and perks at the top of British higher education institutions (HEIs) to be published by the University and College Union (UCU). It forms part of the union’s ongoing campaign for greater transparency in higher education, including the rationale behind senior pay rises. UCU submitted a Freedom of Information (FoI) request to 158 HEIs in October 2017. This followed similar requests submitted in 2016, 2015 and 2014. All requests were designed to shine a light on the arbitrary nature of senior pay and perks in universities, and support the union’s call for reform. The basis for this report The FoI request that forms the basis of this report was sent to 158 (HEIs). It requested details of vice-chancellors’ (or head of institution if known by a different title) salaries and those of other senior post-holders earning over £100,000 at the institution during the academic year of 2016/17 (1 August 2016 to 31 July 2017). It also asked for details of flights, spending on hotels, spending on expenses and if the vice-chancellor was provided with accommodation by the university. Finally, we requested to know whether or not the vice-chancellor was a member of the remuneration committee, and requested a copy of the most recently ratified minutes of the institution’s remuneration committee. Variety of responses The questions on expenditure on flights, hotels, expenses and accommodation for vice-chancellors elicited a huge variation in responses with many institutions deploying exemptions under the Freedom of Information Act to avoid providing data. -

SARA LAMB PARKIN OBE Curriculum Vitae CURRENT ROLES Founder Director and Trustee, Forum for the Future Council Member, Natural Environment Research Council Advisory Panel Member, UK Research Council Science in Society Board Member, Leadership Foundation for Higher Education Independent writer and campaigner On partial sabbatical writing a book on sustainability literate leadership SUMMARY Sara Parkin has been an independent campaigner, writer and broadcaster on environmental and sustainable development issues for around 40 years. After starting her working life as a nurse and ward sister in Edinburgh, she played a leading role in the UK Green Party and the development of Green Parties worldwide during the 1970s-80s. With colleagues she established Forum for the Future, growing the organization over the last decade to become the leading UK sustainable development charity, employing over 70 people. The Forum for the Future works with government and the private and public sector to accelerate practical change to a more sustainable way of life. She serves on the boards of the Natural Environment Research Council, and the Leadership Foundation for Higher Education, and, until 2006, The Environment Agency of England and Wales. In recent years has acted in an advisory capacity on the science curriculum, government foresight panels, and to various engineering bodies. She joined the Research Council UK’s Science in Society Advisory Panel in 2008. In 2001 she was awarded an OBE for services to education and sustainable development and is currently writing a book on sustainability literate leadership. She is an honorary companion of the Institution of Civil Engineers and the Institute of Energy in recognition of her long-time involvement with sustainability and the engineering profession. -

SARA PARKIN OBE _______________________________________________________________________ Summary Sara Parkin has been an independent campaigner, writer and broadcaster on environmental and sustainable development issues for nearly 40 years. After starting her working life as a nurse and ward sister in Edinburgh, she played a leading role in the UK Green Party and the development of Green Parties worldwide during the 1970s-80s. With colleagues she established Forum for the Future, growing the organization over the last decade to become the leading UK sustainable development charity, employing 70 people, and working in partnership with government and the private and public sector to accelerate practical change to a more sustainable way of life. She serves on the boards of the Natural Environment Research Council, and the Leadership Foundation for Higher Education, and, until 2006, The Environment Agency of England and Wales. She is particularly interested in integrating sustainability ‘literacy’ into existing education and professional development offerings. In 2001 she was awarded an OBE for services to education and sustainable development and is currently writing a book on sustainability literate leadership. Sara Parkin was born in Aberdeen and is married with two sons. Her home is on the Island of Islay, and her current working base is in London. This was the greeting from Juan Behrend, Co- Sec-retary General of the Green Group in the European Parliament, when I arrived at the Group’s first meeting after the 1999 European election. It was the first in the UK to be held by a method of propor- tional representation. I knew Juan, and many others at that meeting to set up the Group for the 1999–2004 term, through my years as a UK Green Party of England and Wales representative to the Euro- pean Green Coordination (forerunner of the European Green Party) and as my party’s ‘guest’ MEP in the 1989 Green Alternative Euro- pean Link (GRAEL) group, which was the first coordinated group of its kind led by the Greens. For two-and-a-half years, I had been a member of the Group’s executive body (the Bureau), had attended and voted at meetings of the Group, and had represented it at times, such as supporting the then Czechoslovakian Greens (Strana Zélèny) in the first election after the collapse of the Soviet Union. How had this come about? It was the result of the 1989 European election, when, under the previous disproportional electoral system (first-past-the-post), the UK Greens gained an average of 14.5% of the vote but no MEPs.1 Under a proportional system, we would have 84 GREENS FOR A BETTER EUROPE been the largest national green delegation. -

SUSTAINABILITY AND DEMOCRACY Are political parties getting in the way of the sort of collaborative democracy we need to tackle sustainability? If so, what can we do about it? What is it and why does it matter for sustainability? This essay argues that it matters a lot, yet despite more angst demokratie in the press and chatterati about democracy since Charter 88 was founded, there is little fundamental analysis about why democracy is struggling. Most reviews, like the Power Report, 1 and the government’s recent Green Paper The Governance of Britain, 2 are about detailed tinkering with the system, and don’t think hard about what it is we want a democratic system to do for us in the 21st century. -
