The United Nations Postal Administration will i ssue a new stamp on 10 February 1969 to commemorate the United Hations Institute for Training and Research (UNITAR).

One of the main functions of the Institute, wh i ch began operaticns early in 1965, is to train personnel, particularly from the developing countries, for service with national administratie ns or with the United Nations itself .

UNITAR also conducts research on problems which concern the United Nations, such as the transfer of techn~logy to developing countries, the problems of certain small states and territories and the problem of migration of skilled personnel to affluent nations .

The new stamp, in denominations of 6- cents (green, red, blue, purple, yellow and black) and 13-cents (purple, red, blue, yellow, black and grey) will bP printed in lithography by the Government Printing Bureau, Tokyo, Japan, j_n quantities of 2,100,000 and 2,200,000 respectively. It was designed by Olav S . Mathiesen (Denmark) and will measure 27 mm . horizontally x 33 mm . vertically, perforation to perforation (not 24 mm . x 29 r.~a . as previously announced on - -··· 7 2 December 1968) . Perforation 13-2· •

Four marginal inscriptions wi ll appear on each sheet, two at the top and two at the bottom . They will consist of the United Nations seal with the text "UNITAR" in a semi-circle around the top of the seal with the year 11 1969 11 beneath it on the 6-cent sheet . A similar text in French will appear on the 13-cent sheet. The sheet of 50 stamps will be horizontal. The design of the stamp shows four books, the spines of which contain the text "INSTITUTE FOR TRAINING AND RESEARCH " on the 6-cent stamp and "INSTITUT DE FORHATIOJ\T ET DE RECHERCHE" on the 13-cent denomination .

Detailed instructions of the pr ocedure for obtaining first day covers for the new stamps are as follows:-

l. First day service is g iven only at United Nations Headquarters, New York, against payment in US dollars;

2 . The outside must be clearly marked 11 FDC - UNITA2";

3, Remittance to the cost of the stamps to be affixed. tc first day covers, plus a service charge of 5-cents per cover, must be encle sed in

5 . A f i ller of medium weight should be placed in each envelope with the flap turned in . A poor cover may result if no filler is provided . Do not use a thick filler;

UNITED NATIONS TO ISSUE NEW COMi'iEMORATIVE STAMP IN "BUILDING 11 SEITTES PLUS NEF _l.i -CENT _DEFI NITIVE AND NEW 10-CENT STANP

The United Nations Postal Administration announced today that it will issue three new stamps on 14 ~-ia rch 1969 - a commemorative issue of 6-cents and 15-cents in the "Building" series for the United Nat ions building in Santiag• , Chile, as ,,-ell as a 13-cent definitive and 10-cent a irmail stamp, to meet revised postal rates .

The UN buildi ng stamp will be printed i n photogravure by Bundesdrucker ei, Berlin, Federal Republic of Germany, and will measure 41 mm . horizontally x 26 mm . vertically, perforation to perforation. The 6-cent stamp (blue , green and l i ght purple) will be printed in a quantity of 2;700,000 and the 15-cent denomination (maroon, orange and yellow) in a quantity of 2,200, 000 . The design was adapted from a photogr aph by Ole Hamann (Denmark) .

The 13-cent definitive (blue, gold and black) will be printed in photogravure by the Government Printing Bureau, Tokyo, J apan, in an initial quantity of 4,000,000 . It was desi gned by L. Holdanowicz and n . Freudenreich (Poland) and will measure 25 . 5 mr.1. horizontally x 36 mm . vertically, perforation to perforation.

The 10- cent a irmail stamp (red, orange and yellow) will be printed by the offset process by Setelipaino Sedel tryc::eriet, Fi nland, in an initial quantity ()f 4,000,000. It will measure 36 i·,m1 . horizontally x 26 mm . vertically, perforation to perforation, and was designed by Ol av S . iiathiesen (Denmark ).

Further details about the stamps and i nstructions for the purchase of first day covers will be issued approx i mately five weeks before the day of issue .

UNITED NATIONS TO ISSUE NEW COMMEMORATIVE STAMP FOR THE UNITED NATIONS INDUSTRIAL DEVELOPMENT ORGANIZATION (UNIDO)

The United Nations Postal Administration will issue a new stamp on 18 April

1968 to commemorate the United Nations Industrial Development Organization (UNIDO).

One of the greatest problems facing humanity today is the economic advancement of the developing countries of the world. The industrial development of these nations is a prerequisite for raising the living standards of two-thirds of the world's population and it was with this purpose in view that the United Nations

Industrial Development Organization was established by General Assembly resolution on 17 November 1966.

UNIDO has since opened its headquarters in Vienna, Austria. In addition to its operational activities, it undertakes studies and research programmes on various aspects of industrialization and co-ordinates the operations of the

United Nations family of agencies in this respect.

The new stamp, in denominations of 6-cents (blue and red) and 13-cents (brown and blue) will be printed by the photo-offset process by the Canadian Bank Note

Company Ltd., Ottawa, in quantities of 2,700,000 and 2,400,000 respectively. It was designed by Ole Hamann (Denmark) and will measure 34 nun. horizontally x 26 mm. vertically, perforation to perforation. Perforation size: 12.

Four marginal inscriptions will appear on each sheet, two on the left and two on the right. They will consist of the United Nations seal with the text "UNIDO" in a semi-circle around the top of the seal, with the year "1968" beneath it on the 6-cent sheet. A similar text in French ("ONUDI") will appear on the 13-cent sheet. The sheet of 50 stamps will be vertical. I •.• - 2 -

UNITED NATIONS TO ISSUE NEW 20-CENT AIRMAIL STAMP

On 18 April 1968, the United Nations Postal Administration will also issue a

new 20-cent airmail stamp.

The stamp will be printed in an initial quantity of 3,000,000 by Suomen Pankin

Setelipaino, Finland. It will be printed by the photo-offset process in blue,

green and purple and will measure 36 mm. horizontally x 26 mm. vertically, perfora­

tion to perforation. It was designed by Ole Hamann (Denmark).

Four marginal inscriptions will appear on each sheet, two on the left and two

on the right. They will consist of the United Nations seal, with the date "1968"

beneath it. The sheet of 50 stamps will be vertical. Perforation size: 13-3/4.

Detailed instructions as to the procedure for obtaining first day covers for the new stamp issue are as follows:-

1. First day service is given only at UN Headquarters, New York, against payment in US dollars;

2. The outside envelope must be clearly marked - "FDC - UNIDO & 20c A.M.";

3. Remittance to cover the cost of the stamps to be affixed must be enclosed in either money order or certified cheque. Postage stamps will not be accepted and will be returned to the sender. Customers are urged not to send cash through the ;

The stamp will be printed in an initial quantity of 4,000,000 by Aspioti Elka­

Chrome Mines Ltd., Greece. It will be printed by the offset process in blue and green and will measure 26 nnn. horizontally x 36.5 nun. vertically, perforation to perforation. It was designed by Olav S. Mathiesen (Denmark).

UNITED NATIONS TO ISSUE NEW 13-CENT AIRMAIL POSTAL CARD AND 13-CENT AIRLETTER SHEET

On 31 May 1968, a new 13-cent airmail postal card and 13-cent airletter will also be issued, to meet the need for this new airmail rate.

The 13-cent airmail postal card will be printed in an initial quantity of 457,000 by Eureka-Carlisle Company, New York, in four colours by the photo-offset process.

UNITED NATIONS TO ISSUE STAMP FOR "TOWARDS DISARMAMENT"

The United Nations Postal Administration will issue a new connnemorative stamp on the t heme "Towards Disarmament" on 24 October 1967.

At its twenty- first session in 1966, the General Assembly of the United Nations adopted resolutions on the question of general and complete disarmament and on the urgent need for suspension of nuclear and thermonuclear tests. The disarmament issue has become as important as the survival of humanity itself and efforts continue, both inside and outside the United Nations, towards reaching the goal of general and com­ plete disarmament under effective international control.

In addition to the all-important objectives of peace and human survival, disarma­ ment could also have far-reaching economic and social consequences. The diversion to economic aid of only a fraction of the resources now devoted to armaments could effect a marked increase in the rate of growth of real income of the developing nations of the world and lessen tensions around the globe.

The new stamp will be printed in photogravure by Heraclio Fournier S.A. (Spain) in denominations of 6-cents (green and blue) and 13-cents (green and red), in quantities of 2 , 700,000 and 2,400,000 respectively. It was designed by Ole Hamann (Denmark) and will measure 36 mm. horizontally x 26 mm. vertically, perforation to perforation. Perforation: 13-3/4.

The design of the stamp shows a portion of the text from the Book of Isaiah "They shall beat their swords into ploughshares."

Four marginal inscriptions will appear on each sheet - two on the left and two on the right, and will consist of the United Nations seal with the text "Towards Disarma­ ment" in a semicircle around the top of the seal and the date "1967" beneath it on the 6-cent sheet; the equivalent text in French is printed on the 13-cent sheet. UNITED NATIONS TO ISSUE SINGLE STAMP AND MINIATURE ART SHEET OF MARC CHAGALL'S STAINED-GLASS MEMORIAL WINDOW

The United Nations Postal Administration announced today that, on 17 November 1967, it will issue the first connnemorative stamp in its series on United Nations art. The issue will be comprised of a miniature art sheet of six 6-cent stamps, reproducing in its entirety the stained-glass memorial window designed by Marc Chagall and donated by him jointly with members of the United Nations Secretariat on 17 September 1964, on the occasion of the third anniversary of the death of Secretary-General Dag Hannnarskjold, and seventeen others in a plane crash in Ndola, Africa. A single 6-cent stamp of the "Kiss of Peace" panel from the upper middle section of the window will also be issued.

The stamp and miniature art sheet will be printed in offset-litho by Joh. Enschede en Zonen (Netherlands) and will be multicoloured. The miniature art sheet will measure 123 nnn. x 81 mm. and will be printed in a quantity of 3,250,000. The stamp will measure 25.3 nnn. x 43.1 nnn., perforation to perforation, and will be printed in a quantity of 3,500,000.

Further details about the stamp and miniature art sheet and instructions for the purchase of first day covers will be released approximately six weeks before the day of issue.

EXPO 67

Collectors are reminded that, when EXPO 67 closes in Montreal on 29 October 1967, the United Nations stamps issued in Canadian denominations will be withdrawn from sale. These stamps will not be included in the annual souvenir folder which will go on sale on 17 November 1967.

Visitors to the mobile exhibit, wishing Headquarters cancellation of mail affixed with stamps purchased during the tour, may obtain them in the following way:

UNITED NATIONS TO ISSUE STAMP TO COMMEMORATE "INDEPENDENCE"

The United Nations Postal Administration will issue a new stamp on 17 March

1967, to pay tribute to those countries which have achieved independence since

the founding of the United Nations in 1945.

The membership of the United Nations has increased two-fold as a result of

the independence of many formerly dependent territories. The United Nations,

which today has a membership of 122 countries, has played a significant role in

this progress, through UN Charter provisions and General Assembly resolutions.

In the past 21 years, 55 new nations have gained independence.

The new stamp will be printed in photogravure by Harrison & Sons Ltd. (England)

in denominations of 5-cents (blue, yellow, pink and green) and 11-cents (red,

yellow, pink and green), in quantities of 2,900,000 and 2,600,000 respectively

(not 2,600,000 and 2,400,000 as previously announced on 16 December 1966). The

stamp was designed by Rashid-ud-Din (Pakistan) and will measure 27 mm. horizontally

x 40 mm. vertically, perforation to perforation. The number of perforations per

2 cm. is 14 x 14½.

The design of the stamp is that of a fireworks display., which is the

traditional and almost universal way of celebrating independence.

Four marginal inscriptions will appear on each sheet - two at the top and

two at the bottom - and will consist of the UN seal with the word "Independence" in a semi-circle around the top of the seal and the date "1967" beneath it on

t he 5-cent sheet; the equivalent text in French is printed on the 11-cent sheet.

The sheet of 50 stamps will be horizontal.

UNITED NATIONS TO ISSUE NEW l½-CENT REGULAR STAMP

The United Nations Postal Administration will issue a new l½-cent regular

stamp on 17 March 1967, the same date on which the "Independence" stamp will have

its first day of sale.

The new l½-cent definitive (blue, red and beige) will replace the one

originally issued in 1951 and will be printed in photogravure by Courvoisier S.A.

(Switzerland) in an initial quantity of 4,000,000. It was designed by J. Vertel

(Hungary) and will measure 26 mm. horizontally x 36 mm. vertically, perforation

to perforation. The number of perforations per 2 cm. is 11-3/4 x 11½.

The design shows the United Nations buildings in New York City superimposed

over a world globe, with the words "United Nations" in English and French.

Four marginal inscriptions will appear on each sheet - two at the top and

two at the bottom - and will consist of the UN seal with the date "1967" beneath

it. The sheet of 50 stamps will be horizontal.

Detailed instructions as to the procedure to be followed for obtaining first day covers for the new stamps are:-

1. First day service is given only at UN Headquarters, New York, against payment in US dollars;

2. The outside envelope must be clearly marked "FDC - IND. & l½c.";

3. Remittance to cover the cost of the stamps to be affixed must be enclosed in either money order or certified cheque. Postage stamps will not be accepted and will be returned to the sender. Customers are urged not to send cash through the mail;

4. The number of stamps to be affixed should be clearly marked in pencil in the upper right-hand corner of each envelope;

5. A filler of medium weight should be placed in each envelope with the flap turned in. A poor cover may result if no filler is provided. Do not use a thick filler;

6. · Requests for marginal inscriptions will be filled only as far as possible, depending on the number of marginal inscriptions available;

7. No mixed orders for both first day covers and mint stamps will be processed, but will be returned to the sender. Customers are; therefore, urged to send ·in FDC and mint orders separately, with separate remittances;

8. Important: When ordering blocks of stamps (marginal inscription blocks or plain blocks), customers should address the envelope in the extreme lower left-hand corner, otherwise the. address will be obliterated by the stamps;

9. It should be noted that requests for special or unusual combinations will not be honoured. Such requests will be returned to the sender;

10. As the domestic postage rate in the United States is 5-cents, it should be borne in mind that a minimum of FOUR 1½-cent stamps will be required in order to receive first day cancellation and to be valid for first class postage.

11. Due to the tremendous volume of requests for first day covers, at least three weeks from the day of issue should be allowed for receipt before making an enquiry.

BULK ORDERS:

Dealers' servicing agents or others may place orders by mail in advance of the date of issue, and will be permitted to collect their orders at 8 a.m. on 17 March 1967. Only orders with a minimum value of $20.00 will be accepted for 8 a.m. pick-up; otherwise, working hours of the UN Postal Administration on 17 March 1967 will be 9 a.m. - 5.30 p.m. Orders for 8 a.m. pick-up should be accompanied by a money order, certified cheque or bank draft for the amount of the order, and should specify that the stamps will be used for first day covers.

Envelopes containing such orders should indicate that it is a "Dealer Pick-up" and be addressed to the Chief, UN Postal Administration, c/o Box 20, Grand Central P.O., New York, N.Y. 10017. The purchasers may, after affixing, return their envelopes for cancellation, presenting their copy of the stamp order invoice. The return for cancellation must take place as soon as possible after the first day of issue, but in no case later than ten calendar days after the day of issue .

MINT STAMP ORDERS:

Separate orders for mint stamps should be addressed to the UN Postal Administration, United Nations, New York, N.Y. 10017. Customers should also remember to allow for return postage in their remittances and for registration when necessary. The UN Postal Administration sales counters in the Public Lobby and Concourse of the General Assembly building will have, on the first day of issue, philatelic stock available for purchase by collectors. Machine and hand cancellations may also be obtained.

The 4, 5, 10 and 15-cent denominations will be in two colours with the motif of all 4 stamps in bronze colour. They will be printed by two processes - steel-engraving and lithography; and will measure 24 mm. horizontally x 35 mm. vertically, perforation to perforation. Four marginal inscriptions will appear on each sheet - two at the top and two at the bottom - and will consist of the UN seal with the date "196 7" beneath it.

The 8-cent stamp will be printed by offset in multicolour and will measure 34 Illlll, horizontally x 27 mm. vertically, perforation to perforation. Four marginal inscriptions will appear on each sheet - two on the left and two on the right - and will be comprised of the UN seal with the date "1967" beneath it. Mail service on the first day of issue and during the six-months' period of validity of the stamps will be limited to first class and airmail. SALES SERVICES AND PAYMENT (a) Sales at EXPO '67, Montreal (i) United Nations/Canadian denomination stamps will be sold at the Pavilion on the United Nations at EXPO '67 against payment in Canadian currency; (ii) United Nations/United States denomination stamps currently available at UN Head­ quarters will be sold at the Pavilion on the United Nations at EXPO '67 in sets only, against payment in Canadian currency for purchases up to $5. The stamps may be picked uv as required either at UN Headquarters or at the Pavilion on the United Nations at EXPO 67, whichever is indicated in the order, under the following conditions: (a) The order exceeds $25; (b) The order is accompanied by a money order, certified cheque or bank draft for the amount of the order; (c) It is specified in the order that the stamps will be used for first day covers; (d) It is specified in the order whether it is to be picked-up at UN Headquarters or at the Pavilion on the United Nations at EXPO '67; (e) That the order is received at UN Headquarters by 25 April 1967; (f) The envelope containing the order indicates that it is a "Dealer Pick-up" and is addressed to the Chief, UN Postal Administration, P. 0. Following the agreement signed in Ottawa and New York by representatives of the Canadian Government and the United Nations, the UN Postal Administration will establish a postal station at the 1967 World Exhibition in Montreal (EXPO 1 67) at which United Nations stamps will be issued in Canadian denominations for mail emanating from the Pavilion on the United Nations . The agreement was concluded pursuant to a decision by the Canadian Cabinet and under authority of General Assembly resolution 232 (III) which authorized the Secretary-General "to conclude arrangements with various governments, beginning with the Govern­ ments of those countries in which the main UN offices are situated, for the issue of special or over-printed postage stamps" subject, of course, to certain pro­ visions.

Over fifteen years ago, in 1951, the United States and the United Nations signed an agreement whereby the UN Postal Administration was permitted to print and sell its own stamps at United Nations Headquarters in New York. While revenue from philatelic sales is an added source of revenue to the United Nations, the primary purpose of the issue of UN stamps is to spread information about the objectives, aspirations, and achievements of the United Nations and its Agencies.

Bearing in mind the theme of the Canadian Universal and International Exhibition (EXPO 1 67) which is "Man and His World", UN participation through its postal services will help to transmit the message of "peace and international understanding" to all the corners of the globe.

It is natural that the theme of the stamps to be issued, in Canadian denominations, should have United Nations/Canadian overtones. When the United Nations was built on the bank of the East River in 1951, the Canadian Government presented to the U.N. seven nickel-plated doors which lead into the public lobby of the General Assembly building. Some 28 million visitors have gone through these doors since 1951. On each door are four panels in bas-relief, symbolizing Peace, Justice, Truth and Fraternity. Each of these panels will be reproduced on four of the five stamps. The fifth denomination will show the facade of the Pavilion on the United Nations at EXPO 1 67, which is being sponsored by the World Federation of United Nations Associations.

The five denominations to be issued will be 4-cents (Peace); 5-cents (Justice); 1O-cents (Fraternity) and 15-cents (Truth), while the 8-cent stamp will show the facade of the Pavilion. These denominations are the minimum re­ quired for ad~quate postal service from Canada. The 4-cent stamp may be used for postcards and mail for the Montreal area; the 5-cent denomination will be for regular mail throughout Canada and for for all of the Americas, the United Kingdom and other Commonwealth countries, Ireland, France and Spain; the 8-cent stamp is for airmail purposes throughout Canada and the United States; the 1O-cent denomination will cover airmail postage to Bermuda, Mexico, Central and South America and the West Indies and surface mail to countries other than

(over) .. those where the 5-cent rate is applicable; the 15-cent stamp is for the airmail ... rate to Europe, while letters t o Australia, New Zeala~d and Asia and the Far East can be mailed with a combination of the 10-cent and 15-cent denominations. In other words, the five stamps will, either singly or in various combinations, cover any existing regular or airmail postage in or from Canada at the present time.

First day·cancellation and mailing facilities will, of course, be avail­ able at EXPO 1 67 and the stamps will be valid for postage for the duration of the World Exhibition. However, philatelists elsewhere will not be prevented from adding them to their collections. In New York City, sets of the Canadian denominations will be available from United Nations Headquarters (at face value- 42 cents) as they will be from all overseas agencies (in equivalent local currency).

First day cover service will be available to collectors by mail order, in the same manner as with previous United Nations stamp issues. Detailed inform­ ation will be announced in due course.

The stamps will be printed in Canada by the British American Bank Note Company, which has printed former issues for the United Nations, namely, the 4-cent postal card in 1957; the 3-cent postal card in 1958 and the 15th anni­ versary stamp and souvenir sheet in 1960.

The stamps will be printed in sheets of 50 and the usual UNPA regulations governing marginal inscriptions will prevail.

Each of the designs will incorporate the United Nations seal and the words "United Nations" in both French and English.

'Ihe United Nations Postal Administration will issue a new stamp on 19 September 1966, to commemorate the International Coffee Agreement of 1962.

The five-year Agreement covers all types of coffee and seeks to ma i ntain a balance between the supply of and the demand for coffee in the world so that, in the long run, equilibrium between production and consumption can be achi eved, and prices can be maintained at equitable levels.

The new stamp will be printed in photogravure by the Government Print i ng B~reau , Tokyo, in denominations of 5-cents (pale blue, red, brown and green) and 11-cents (yellow, red, brown and green), in quantities of 2,200,000 and 2,000, 000 r espectively. It was designed by Rashid-ud Din (Pakistan) and will measure 34 mm. horizontally x 26 mm. vertically, perforation to perforation. The design shows a branch of a coffee tree, some coffee beans, the words II Coffee Agreement" and the United Nations seal.

FAMOUS SWISS ARTIST DESIGNS COVER FOR UNITED NATIONS "CBSERVERS" STAMP

The stamp, designed by Ole Hamann of the UN Graphic ~resentation Unit, will honour the United Nations Military Observers, representing many nationalities, who are personnel placed at the disposal of the United Nations on a loan basis by Member Governments at the express request of the Secretary-General. A special cachet envelope from the United Nations Geneva Office will be made available simultaneously with the stamp issue. 'I'he cachet was designed by the well-known Swiss artist, Bodjol, whose work is making its first appearance on United Nations first day covers. This is not, however, his first venture i nto the world of , as the Swiss P'IT have already used his designs in some of their stamp issues. Bcdjol's design for the cachet, in keeping with that of the stamp, shows the general range of vision of the Observer looking through bi noculars, thus preserving a close harmony between stamp and cachet. Born Walther William Grandjean in Nyon in 1919, Bcdjol - as he is now known completed his art studies in Lausanne and has since found wide expressi on for his talents in many spheres of art. His mosaics, mural paintings and, i n particular, his magnificent stained glass windows (he has painted more than a hundred for churches and hospitals), all bear eloquent testimony to the remarkable versatility of the artist. The theatrical world has also had the benefit of Bodjol's imaginitive designs for scenery. In addition, he has produced etchings, lithographs and wood-cuts for illustrations. Today, however, it is to oil painting that Bodjol wishes to devote hi s time and talent, apart from his teaching at the School of Fine Ar ts in Geneva . The United Nations P~stal Administrati~n will issue a new comrnemcrative stamp en 26 May 1966, in honour of the World Health t r ganizaticn's new head­ quarters building which recently opened in Geneva.

The new building stands on sl• ping, tree-bcrdered land, little more than a stone's throw from the Pala is des Natiens. Structurally, WHO's new headquarters comprises a rectangular block, • f 11 storeys in all, to house the Secretariat; an adj oining cubical block, consisting simply of one large meeting rcom, t • accemrno­ date the Executive Board at its sessions; and a one-storey annex - projecting en columns from the wouth-west corner of the Secretariat building and encircling the Executive Board block - which houses the library and the temporary staff required to service the meetings of the Board.

Externally, one of the most striking features is the contrast the designer has contrived between the two main structures . The simplicity of the white Executive Board cube is a rerfect foil for the tracery of light and shadow created by the aluminium sun-breaks en the facade of the Secretariat building.

The two structures present as great a contrast in internal arrangement as in cutward appearance. Compared with the simple board r oom, built and equipped to serve but one purpose , the office block is a highly complex structure, designed t o meet a multitude of needs. In fact, it can be said that from tcp to bottom the office building is made to measure for the headquarters Secretariat.

The new stamp will be printed in photogravure by Ccurvoisier S.A., Switzerland, in denominations cf 5-cents and 11-cents (blue , orange and yellow), in quantities of 2 , 2CO, OOO and 2 , 100 ,000 respectively. It was designed by Rashid-ud Din (Pakistan) and will measure 33 .6 mm. horizcntally x 26 mm . vertically, perforation to perforation. The designs shows the new WHO building against a background of a sectional globe of the world, together with the emblems both of the United Nations and the World Health Organization, and the words "United Nations" and "World Health Or ganization Headquarters - Geneva, 1966. 11

Four marginal inscriptions will appear on each sheet - two on the left and two on the right - and will consist of the United Nations seal and "WHO" arcu:r.d the top of the seal, with the date "1966" beneath it. The sheet of 50 stamps will be vertical.

A mobile display of the of the United Nations will leave Geneva, Switzerland, at the end of June on a three months' tour of Europe. The organization of a Eurupean mobile exhibit is the result of the unprecedented success of a similar UN travelling stamp display which toured the United States last summer. The exhibit will show viewers , thrcugh stamps, the work of the United Nations.

The mobile exhibit, to be housed in a specially-equipped vehicle , will present displays of United Nations stamps and will also offer for sale to the visiting public all available UN stamps , as well as souvenir folders and sets of' stamps. A specially-prepared coloured brochure of all stamps issued during 1965 will be distributed to visitors.

The United Nations Postal Administration announced tcday that a new slogan cancellation will be put into use on 10 December 1965, for a period to be announced at some future date.

On 10 December, Mr. Henry R. Labouisse, UNICEF Executive Director, will go t• Oslo, Norway, to receive the Nobel Peace I'rize on behalf of the Agency. The Peace Prize money, which amounts to the equivalent of approximately $54,000, will be used for the establishment of a memorial fund honouring the late Mauxice Pate, who was Director of UNICEF from its inception in 1946 until his death in January 1965. The memorial fund will be used to train personnel to improve conditions for children irt developing countries, or for some other special purpose closely related to the work of UNICEF.

The 30-nation Executive Board of the United Nations Children's Fund considers the award to be "a recognition of the importance of the welfare and rearing of children in a spirit of friendship for the peace of the world and a tribute to co-operation, on behalf of children, among Governments, United Nations agencies and other international organizations.ir It is also 11 an acknowledgement of the efforts of millions of volunteers, both as individuals and as members of non­ governmental organizations, and of the devotion and competence of the 'CJNICEF staff."

Those who are interested in obtaining c~pies of the new slogan cancellation must ensure that their requests are in the hands of the UN Postal Administration by 7 December 1965. The cancellation will comprise the words "UNICEF - I\DBEL PEACE PRIZE - 1965 11 and the UNICEF embiern.

Those interested in obtaining copies may send in a reasonable number of self­ addressed envelopes affixed with UN postage stamps to the UN Postal Administration, United Nations, New York, N.Y. 10017. UNITED NATIONS TO ISSUE NEW STAMP HOKOURING THE WOil,D FEDERATION OF UNITED NATIONS ASSOCIATIONS (WFUNA)

The United Nations Postal Administration will issue a new commemorative stamp to honour the W•rld Federation of United Nati4ns Associations (WFUNA) on 31 Junuary 1966.

The World Federation of United Nations Associations is the only inter­ national non-governmental •rganizati~n which dev~tes itself entirely to gaining support for the United Nations by making known to the public the aims and activitie~ of the UN and its Specialized Agencies. Today, WFUNA has Men:ber Asscciations in countries and territories on all continents of the world. It was founded in Luxembourg in 1946 by men and women of twenty-two nations who were convinced that the then new United Nations Organization required the active support of well-informed public •pinion.

The Federation is a people's movement for the United Nations. It seeks to co-ordinate and further the activities of United Nations Associations, to promote the founding of new As sociati~ns and to co-operate with other organizations whose objects include support of the UN. It tries to encourage feelings of solidarity and international co-operation among men, women and children throughout the world, without distinction between race, sex, language er religion, to contribute to the development of peaceful co-operation among nations, to strive for justice, security and disarmament, for the recognition of human rights nnd the improvement of economic and sc.cial conditions. It attempts to promote research, information and education about all aspects of the United Nations and to give expression to the views of its Members.

The new stamr, designed by Olav S. Mathiesen (Denmark) will be printed in photogravure by Courvoisier S.A., Switzerland, in denominations of 5-cents (blue, grey, red, yellow, green and orange) and 15-cents (elive green, grey, red, yellow, green and orange). It will measure 26 mm. horizontally x 36 mm. vertically, perforation to perforation. The 5-cent denomination will be printed in a quantity of 2,600,000 and the 15-cent stamp in a quantity of 1,750,000. The design shows the world globe encompassed by the flags of the Member Nations of the United Nations, the wcrds "World Federation of United Nations Associations", "United Nations" and the UN emblem.

Four marginal inscriptions will appear on each sheet - two at the top and two at the bottom - and will consist of the l1N seal with the abbreviation "WFUNA" on top of the seal and "1966" beneath it. The sheet itself will be horizontal. I ...

UNITED NATIONS POSTAL ACMINISTRATION TO RELEASE 1965 SOUVENIR FOLDER ON 29 J\DVEMBER 1965

The United ~ations Postal Administration announced today that its 1965 souvenir folder will be placed on sale on 29 November 1965, coinciding with the issuance of the last commemorative stamp for this year, "Population Trends and Development.•• The folders, available for purchase at $1. 75 each, plus return postage, contain a mint single of each stamp issued during the year specified. The f'ront cover shows an enlargement in colour of the 15-cent regular stamp and the new "Population Trends and Development" stamp, both designed by Olav. S. Mathiesen (Denmark), while the reverse side shows a representative group of United Nations stamps.

The souvenir folder may be used to convey seasonal greetings. For this purp0se, an attractive interleaf will be inserted during the holiday season, bearing "Season's Greetings" in English, French, Spanish, Russian and Chinese, the five official languages of the United Nations.

LAST DAY OF SALE OF THE 25-CENT DEFINITIVE STAMP

The 25-cent definitive stamps, issued on 20 September 1965, to replace those originally issued in 1951, were sold out on 28 October 1965.

As already indicated in a previous bulletin, these new 25-cent stamps were received from the printer, contrary to the UN Postal Administration's specifications, without the required marginal inscriptions, but with the printer's name in the bottom margin. The marginal inscription, consisting of the United Nations seal, with the year "1965" printec'_ beneath it, was overprinted locally by the letterpress process.

The second printing of this reissued 25-cent stamp, which was placed on sale on 5 November 1965, is in accordance with the UN Postal Administration's specifications.

The design of the stamp shows the United Nations Headquarters buildings, the UN emblem and the words "United Nations". - 3 - The new stamp will be printed in photogravure in denominations of 4-cents, 5-cents and 11-cents (yellow, blue, red, black, brown, orange, green and grey) by the Government Printing Office, Austria. 25-CENr DEFINITIVE STAMP

The new 25-cent definitive stamp, which is to be issued on 20 September 1965, to replace the one originally issued in 1951, was received from the printer, contrary to the UN Postal Administration's specifications, without the required marginal inscription, but with the printer's name in the bottom margin. The marginal inscription, consisting of the United Nations seal, with the year "1965" printed below, has been overprinted locally by the letterpress process.

ISRAEL BECOMES 36th NATION TO SELL UNITED NATIONS STAMPS

A ceremony was held in Israel t o celebrate the opening of a United Nations philatelic agency. It was attended by Dr. Arnon Rojansky, President of the Israel United Nations Association; Mr. Moshe Cohen, Director of Stamp Services, Ministry of Posts; Mr. J.P. B. Ross, Resident Representative of the UN Technical Assistance Board and Director of Special Fund Programmes in Israel, and by other notables.

Mr. Ross made a short speech in which he remarked that "the stamps of the United Nations draw to the attention of those who might otherwise not be moved to read much literature on the subject, the work of the UN in all its fields - the care of mothers and children; the technical assistance that is aimed to help the developing countries the better to help themselves; the increase of the world's food production to try and keep pace with its growing population, and the ever-increasing quick communications making the world daily ever smaller and, therefore, ever more interdependent.,,. Thus, this new agency makes Israel the 36th Member State t o sell United Nations stamps.

This overseas programme of the UN Postal Administration has as its goal the stimulation of interest in United Nations stamps. UNITED NATIONS ~O ISSUE NEW STAMP COMMEMORATING THE UNITED NATIONS PEACE-KEEPING FORCE IN CYPRUS

The United Nations Postal Administration will issue a new commemorati ve stamp on 4 March 1965, honouring the United Nations Peace-keeping Force in Cyprus (UNFICYP).

In a report dated 12 December 1964, on the United Nations Operation in Cyprus, the Secretary-General stated "For the time being and in the immediate future, there seems to be no reasonable alternative to the continuation by UNFICYP of its functions in helping to keep the peace, supervising the cease-fire, and contributing to the maintenance of law and order and to a return to normal conditions . It is clear that UNFICYP's activities ar e at present indispensable, both for the welfare of the people of Cyprus and for the maintenance of condit i ons in which the search for a long-term solution can be further pursued."

The new stamp, designed by George Hamori (Australia) will be printed in photogravure by Courvoisier S.A., Switzerland. It will measure 26 mm. horizontally x 36 mm. vertically, perforation to perforation, and will be printed in denomin­ ations of 5-cents (orange, olive green and black) and 11-cents (light green, dark green and black), in quantities of 2,600,000 and 2,300,000 respectively. The design depicts the United Nations emblem, leaves and the silhouette of the island of Cyprus on the largest leaf. The text "PEACE-KEEPING FORCE I N CYPRUS" appears on the right-hand side, and "UNITED NATIONS" on the bottom of the 5- cent stamp; the equivalent text in French appears on the 11-cent denomination .

The marginal inscription consists of the United Nations emblem with the text "PEACE- KEEPING FORCE IN CYPRUS" in two concentric semicircles around the top of the emblem. The text is in English on the 5-cent stamp and in French on the 11-cent denomination. The marginal inscriptions appear twice in the top and twice in the bottom margins of each sheet of both denominations. There is a small deviation between the French text appearing on the stamp itself and that which a:r:,pears on the marginal inscription. The wording on the stamp reads "FORCE CHARGEE DU MAINTIEN DE LA PAIX EN CHYPRE" whereas the text on the marginal inscription is shown as "FORCE CHARGEE DU MAINTIEN DE LA PAIX A CHYPRE".

Detailed instructions as to the procedure to be followed for obtaining first day covers for the new stamps are:-

1. First day service is given only at UN Head1RJ.arters, New York, against payment in US dollars; 65-35838 I ... .. - 2 - 2. The cutside envelope n:.ust be clearly marked "FDC - Cyprus";

3. Remittance to c0ver the cost of the stamps to be affixed must be enclosed in either ~oney order or certified cheque. Postage stamps will not be accepted, and will be returned to the sender. Customers are urged not to send cash thrcugh the mail;

4. 'Ihe number uf stamps t o be affixed should be clearly marked in ' pencil in the upper right-hand corner of each envelope;

5. A filler of medium weight should be placed in each envelope with the flap turned in. A poor cover may result if no filler is provided. Do nut use a thick filler;

6. Requests for marginal inscriptions will be filled only as far as possible, depending on the number of marginal inscriptions available;

7. No mixed orders for both first day covers and mint stamps will be processed, but will be returned to the sender. Customers are, therefore , urged to send in FDC and mint orders separately, with separate remittances;

8. Important: When ordering blocks of four stamps (marginal inscription blocks or plain blocks), customers should address the envelope in the extreme lower left-hand corner, otherwise the address will be obliterated by the stamps;

9. It should be noted that requests for special or unusual combinations will not be honoured. Such requests will be returned to the sender;

10. Due to the tremendous volume of requests for first day covers, at least three weeks from the day of issue should be allowed for receipt before making an enquiry.

BULK ORDERS :

Dealers servicing agents or others may place orders by mail in advance of the date of issue, and will be permitted to collect their orders at 8 a.rn. on 4 March 1965. Only orders with a minimum value c f $20.00 will be accepted for 8 a.m. pick-up; otherwise, wrrking hours of the UN Postal Administration on 4 March 1965 will be 9 a.m. - 5.30 p.m. Orders for 8 a.m. pick-up should be accompanied by a money order, certified cheque Jr bank draft f 0r the amount of the order, and should specify that the stamps will ue used for first day covers. ·

Envelopes containing such orders should indicate that it is a "Dealer Pick-up" and be addressed to the Chief, UN Postal Administration, c/o Box 20, Grand Central P.O., New York, N.Y. 10017. UNITED NATIONS FILM STRIP ON UN STAMPS

The UnHed Nations has prepared a 35 mm. film strip containing 35 frames showing the design and manufacture of the first international postage stamps. While the strip illustrates a number of the more popular of the commemorative and regular issues, it also shows the operations of the United Nations Postal Administration, with adequate commentary for public information. 'Ihe United Nations will make the strip available to stamp clubs, high schools and colleges, organizations and various interested associations, on a loan basis, without charge.

"26 x 36 MESSENGER"

What story can you tell on a piece of paper one inch square? How can a fragment like that serve the United Nations cause of increased public understanding of international problems? '.These are questions posed and answered by Alistair Cooke in "26 x 36 Messenger" - a 16 mm. sound film on United Nations postage stamps.

The film title refers to the common dimensions, in millimetres, of a UN , a miniature poster, which serves as a tiny carrier of UN information to millions of people all over the world. Alistair Cooke's narrative goes back to the early history of stamps and postal services and touches on a number of philatelic curiosities before he reaches the uni que postal history of the United Nations - the only "non-government" which has the right to issue stamps. The film recounts the establishment of the United Nations Postal Administration in 1951 and shows how UN stamps are designed and selected by international competition, how they are printed and finally sold. Notable philatelists - among them, film star Celeste Holme - explain why they collect UN stamps.

The film has a running time of 28 minutes and can be made available on a loan basis, without charge, to educational institutions, philatelic exhibitions and bona fide philatelic societies. UN POSTAL ADMINIS'lli/\TION TO REISSUE 15-CENT AND 25-CENT AIFMAIL STAMPS

The UN Postal Administration will reissue its 15c and 25c airmail stamps on 1 May 1964. This date will also be the last day of sale of the existing airmail stamps of these denominations, as well as of the 5c and 7c airmail stamps, which are now obsolete postage rates.

Both stamps will be printed in photogravure by the Austrian Government Printing Office. The 15c stamp, designed by Ole Hamann (Denmark), will measure 26 mm. horizontally x 32 .25 mm. vertically, perforation to perforation, and will be printed initially in a quantity of 2,000,000. The colcurs of the stamp will be purple, pale green and yellow, and its design symbolizes flight across the globe . Four marginal inscriptions will appear on each sheet - two at the top and two at the bottom - and will consist of a purple UN seal with the date "1964" beneath it. The sheet will be horizontal .

The 25c stamp was designed by George Hamori (Australia) and depicts an aircraft with an airmail envelope in its jetstream. The stamp will be printed in an initial quantity of 1,500,000 and will measure 32.25 mm. horizontally x 26 mm. vertically, perforation to perforation. The colours of the stamp will be mustard, red, blue and black. Four marginal inscriptions will appear on each sheet - two on the left and two on the right - and will consist of a mustard-coloured UN seal with the date "1964 11 beneatb. it. The sheet will be vertical.

Detailed instructions as to the procedure to be followed for obtaining first day covers for the new stamps are:-

1. First day service is given only at UN Headquarters, Ne~ York, against payment in US dollars;

2. The outside envelope must be clearly marked "FDC - A.M. 11

3. Remittance to cover the cost of the stamps to be affixed must be enclosed in either money order or certified cheque. Postage stamps will not be accepted, and will be returned to the sender. Customers are uged not to send cas~ through the mail;

4. The ~ber and denomination of stamps to be affixed shculd be clearly marked in pencil in the upper right-Land ef each envelope;

5. A filler of medium weight should be placed in each envelope with the flap turned 11\. A poor cover may result if no filler is provided. Do not use a thick filler; 64-37359 I ... - 2 -

6. Requests for marginal inscriptions will be filled only as far as possible, depending on the nurrber of marginal inscriptions available;

7. No mixed orders for both first day covers and mint stamps will be processed, but will be returned to the sender. Customers are, therefore, urged to send in FDC and mint orders separately, with separate remittances, although both denominations should be combined in a single order and remittance;

8 . Important: When ordering blocks of four stamps (marginal inscription blocks or plain blocks), customers should address the envelope in the extreme lower left-hand corner, otherwise the address will be obliterated by the stamps;

9. It should be noted that requests for special or unusual combinations will not be honoured. Such requests will be returned to the sender;

10. Due to the tremendous volume of requests for first day covers, at least three weeks from the day of issue should be allowed for receipt before making an enquiry;

11. When ordering singles of the 15c denomination for overseas covers, the proper airmail rate should be borne in mind;

12. Orders for issues on different dates should not be combined, but submitted separately, with separate remittances.

BULK ORDERS:

Dealers servicing agents or others WEY place orders by mail in advance of ·the date of issue, and will be permitted to collect their •rders at 8 a.m. on 1 May 1964. Only orders with a minimum value of $20.00 will be accepted for 8 a.m. pick-up; otherwise, working hours of the UN Postal Administration on 1 May 1964 will be 9 a.m. - 5.30 p.m. Orders for 8 a.m. pick-up should be accompanied by a m~ney order, certified cheque or bank draft for the amount of the order, and should specify that the stamps will be used for first day covers.

Envelopes containing such orders should indicated that it is a "Dealer Pick-up" and be addressed to the Chief, UN Postal Administration, c/o Box //20, Grand Central P.O . , New York, N.Y. 10017. The purchasers ~ay, after affixing, return their envelopes for cancellation, presenting their copy of the stamp order invoice. The return for cancellation must take place as soon as possible after the first day of issue, but in no case later than ten calendar days after the day of issue.

MINT STAMP ORDERS:

Separate orders for mint stamps should be addressed to the UN Postal Administration, United Nations, New York, N.Y. 10017. Customers should also remember to allow for return postage in their remittances and for r _egistration when necessary. The UN Postal Administration sales counters in the Public Lobby and Concourse of the General Assembly Suilding will have, on the first day of issue, philatelic stock available for purchase by collectors. Machine and hand-cancellations may also be obtained.

UNITED NATIONS TO REISSUE 2-CENT .AND 1O-CENT REG1JLAR STPMPS .AND TO ISSUE A NEW r-CENT DEFINITIVE

The UN Postal Administration announced today that the 2c and 1Oc regular stamps will be redesigned and reissued on 29 May 1964; at the same time, .a new re regular stamp will be placed on sale. The original 1Oc stamp, issued in 1951, will have its last day of sale on 29 May; the 2c stamp, also issued in 1951, has been sold out .

The 2c stamp, originally designed by Ole Hamann (Denmark) for use on the 4c postal card, will be in four colours and will be printed in photogravure by Thomas De La Rue & Co. (England). The stamp will measure 35 mm. horizontally x 26 mm. vertically, perforation to perforation, and will be printed in an initial quantity of 3,000,000.

The re stamp will be printed in three colours in photogravure by Courvoisier S.A. (Switzerland) and will measure 24 mm. horizontally x 29 mm. vertically. It was designed by George Hamori (Australia) and will be printed in an initial quantity of 1,500,000.

The 1Oc stamp was also designed by George Hamori and will be printed in photogravure in three colours by Courvoisier S.A. The stamp will measure 29 mm. horizontally x 24 mm. vertically, and will be printed in an initial quantity of 1,500,000.

Further details about the stamps, and instructions regarding the purchase of first day covers, will be released approximately six weeks before the day of issue.
