After a lively debate Tuesday, May 19, about the risks associated with reopening ahead of the state, the supervisors agreed to hear more from county staff before expanding the second of the state’s four-phase plan to reopen businesses. Supervisors agreed to meet at 4 p.m. Thursday, May 21, to further discuss the matter. “Our small businesses have sat and waited,” Supervisor Robert Lovingood said. “They’ve waited patiently as long as they can. They cannot suffer this economic suppression any longer.” Lovingood and Supervisor Dawn Rowe supported moving forward with the county’s recovery plan, which assesses the risk of the virus’ spread at businesses and offers guidelines for reopening safely. NATARAJAN v. DIGNITY HEALTH S259364 Opinion of the Court by Kruger, J. Under California’s peer review statute, a hospital must afford a physician a fair hearing before revoking the physician’s staff privileges. (Bus. & Prof. Code, § 809 et seq.) A panel of the physician’s peers generally serves as the trier of fact at these proceedings. Proceedings before a peer review panel may be conducted by a hearing officer who makes evidentiary and procedural rulings, but who may not vote on the merits. To ensure impartiality, the statute provides that neither panel members nor hearing officers may gain a “direct financial benefit from the outcome.” (Bus. & Prof. Code, § 809.2, subds. (a) & (b).) The question in this case is whether a person hired by a hospital to serve as a hearing officer may be disqualified for financial bias under Business and Professions Code section 809.2, subdivision (b), on grounds that the officer has an incentive to favor the hospital in order to increase the chances of receiving future appointments. The Court of Appeal in this case answered no. We reach a different conclusion. While a hearing officer’s interest in future employment is not automatically disqualifying, neither is it categorically beyond the reach of the statute. -

Redwood City New General Plan 4.9 Land Use and Planning 4.9 LAND USE AND PLANNING This section describes existing land uses in and around the plan area, as well as applicable land use policies and regulations. Information in this section was derived from a technical land use background report, Redwood City General Plan Land Use Report, prepared in June 2008 by Hogle-Ireland, Inc., as well as CirclePoint’s reconnaissance of the plan area. 4.9.1 ENVIRONMENTAL SETTING The plan area covered by the New General Plan consists of the corporate City limits as well as lands within the City’s sphere of influence. The plan area comprises approximately 38 square miles within a diverse physical setting, with flat lands near the Bayfront area; hills in the western portion of the City; and the San Francisco Bay, stream corridors, and tidal marshes in the north and east. Current Land Use Patterns The current land use patterns reflect the diverse physical features within the plan area, with most office, commercial and residential uses south and west of U.S. 101 while most open space and industrial uses are north of U.S. 101 or in the southwestern foothill areas. The City consists of residential neighborhoods with varying densities and characters; a conventional downtown with retail, restaurant, office, and civic uses; active industrial areas, including research and development and heavy industrial uses associated with the Port of Redwood City; open space areas; and civic areas, including County offices, parks, schools, and community centers. These uses have been clustered within five distinct areas of the City reflecting their specific geographies and function, described below. -

Located at 7500 Hospital Drive, the hospital became a member of Dignity Health in 1993, and today has 1,150 employees, 162 licensed acute care beds, and 29 emergency department beds. Methodist Hospital also operates Bruceville Terrace, a 171-bed, sub-acute skilled nursing long-term care facility that provides for the elderly, as well as those requiring extended recoveries. Communities in south Sacramento also suffer from a shortage in community providers and capacity that limits access to appropriate care. As a result, Methodist Hospital fills a major gap in needed safety net services. Hospital utilization trends show that the numbers of individuals turning to the emergency department for basic primary care needs that cannot be met elsewhere continue to rise at alarming rates.
