Month and Year of submission: June, 2011. This thesis examines the causes of Hungarian non-implementation of EU legislation for controlling arsenic in drinking water. Natural concentrations of arsenic are found in groundwater and soil systems throughout the world. Where these groundwater resources are used as a source of drinking water, people are exposed to arsenic, presenting a threat to human health. Chronic exposure to arsenic has been linked to skin, bladder and lung cancers, and a variety of other diseases including ischemic heart disease and diabetes. In order to prevent these health impacts, numerous legislative agencies set limits for concentrations of arsenic in drinking water. The EU sets a limit of 10 ppb (ȝg/l). This limit is adopted by all member states that must then juggle social, scientific, economic and political considerations to ensure it is met. Hungary heavily relies on drinking water sourced from high-arsenic groundwater. However, despite adopting the EU limits, much of the water delivered exceeds 10 ppb. This puts approximately one quarter of the population at risk from arsenic-related health problems. This thesis seeks to explain this governance failure. The methods employed in this research take a multi-disciplinary, holistic approach to examining the institutions of governance in Hungary. A case study of Békés County in South Eastern Hungary is examined. A policy review is conducted, covering every level of policy to characterise the institutional structures of drinking water management, and to highlight points of administrative and scientific failure in the multi-level governance system. Discourse data is collected from every policy actor. This is used to explore the policy related beliefs of the actor, according to analytical frameworks taken from the Advocacy Coalition Framework (ACF). These are explored to examine points of clash between policy actors and the institutional structure in terms of beliefs about the content and approach of policies and the assignment of roles. These points of mismatch are used to explain how implementation deficits occur, how they interact, and therefore what the underlying causes of governance failure are. The results show that governance failures are created when policy actors do not adjust their beliefs to match those incorporated into the policies and institutional structures of the EU. Resistance to institutional adoption results from the persistence of actor beliefs incorporated under previous governance institutions, and because of the lack of information or resources CEU eTD Collection available to facilitate belief change. In particular, a lack of scientific justification behind the 10 ppb limit prevents the availability of such information. These findings expand upon current understandings of structure-agency interactions of institutions in EU governance systems, and the role this plays in policy implementation. Recommendations are made for further research to improve current understandings of governance failures in the EU. Recommendations are also iii made for the improvement of policy implementation, including the rectification of scientific errors incorporated into policy, and the way in which policy rationale is communicated to policy actors. A tanulmány elsősorban szekunder adatelemzésre és korábbi kutatási eredményekre, tapasztalatokra támaszkodik, egyúttal egy jelenleg zajló kutatási projekt esettanulmányainak megalapozását szolgálja. Az elemzések eredményeként elmondható, hogy Békés megye demográfiai és morbiditási mutatói nem javultak az elmúlt egy évtized alatt, ugyanakkor egészségügyi ellátása bár problémákkal küzd, nincs rosszabb helyzetben az ország többi területéhez képest. A megye településeinek ellátottsága kapcsán azonban jelentős területi egyenlőtlenségek tapasztalhatóak, melyek elsősorban bizony os egészségügyi szolgáltatások kapcsán nyilvánulnak meg. The study mainly relies on secondary data analy ses and previous research findings and experiences, and serves as a basis for case studies of a current research project. As a result of the analyses, the demographic and morbidity indicators of Békés County have not improved over the past deca de, the health care is struggling, but it is not in worse situation than the rest of the country. However, in relation to the supply of settlements in the county, significant territorial inequalities can be observed, mainly due to certain health services.

Chapter 8 ARSENIC IN DRINKING WATER AND PREGNANCY OUTCOMES: AN OVERVIEW OF THE HUNGARIAN FINDINGS (1985-2005) Peter Rudnai, Mihály Csanády, Mátyás Borsányi and Mihály Kádár National Institute of Environmental Health, Budapest, Hungary ABSTRACT In 1981 a country-wide survey revealed that in South-East Hungary more than 400,000 people were exposed to high levels (> 50 g/L) of arsenic in the drinking water supplied by certain deep wells. This chapter presents detailed data of three retrospective ecological epidemiological studies conducted between 1985 and 2005 on pregnancy outcomes in the affected area. These studies used district nurses’ yearly reports based on the records of pregnancy care units and revealed significant associations between high arsenic levels of the supplied drinking water and the frequency of adverse pregnancy outcomes (stillbirth, perinatal mortality and, especially, spontaneous abortion). As the arsenic level was gradually lowered, the frequency of these adverse birth outcomes also decreased.

    28.5.2020 EN Offi cial Jour nal of the European Union L 166/5 COMMISSION IMPLEMENTING DECISION (EU) 2020/711 of 27 May 2020 amending the Annex to Implementing Decision (EU) 2020/47 on protective measures in relation to highly pathogenic avian influenza of subtype H5N8 in certain Member States (notified under document C(2020) 3556) (Text with EEA relevance) THE EUROPEAN COMMISSION, Having regard to the Treaty on the Functioning of the European Union, Having regard to Council Directive 89/662/EEC of 11 December 1989 concerning veterinary checks in intra-Community trade with a view to the completion of the internal market (1), and in particular Article 9(4) thereof, Having regard to Council Directive 90/425/EEC of 26 June 1990 concerning veterinary checks applicable in intra-Union trade in certain live animals and products with a view to the completion of the internal market (2), and in particular Article 10(4) thereof, Whereas: (1) Commission Implementing Decision (EU) 2020/47 (3) was adopted following outbreaks of highly pathogenic avian influenza of subtype H5N8 in holdings where poultry are kept in certain Member States, and the establishment of protection and surveillance zones by those Member States in accordance with Council Directive 2005/94/EC (4). (2) Implementing Decision (EU) 2020/47 provides that the protection and surveillance zones established by the Member States listed in the Annex to that Implementing Decision, in accordance with Directive 2005/94/EC, are to comprise at least the areas listed as protection and surveillance zones in that Annex. (3) The Annex to Implementing Decision (EU) 2020/47 was recently amended by Commission Implementing Decision (EU) 2020/661 (5), following outbreaks of highly pathogenic avian influenza of subtype H5N8 in poultry in Hungary that needed to be reflected in that Annex.
