GH - Land at Plover Road, Minster\BRIEF 001 - vii Transport\REPORTS\5975 Final Transport Assessment - residential.docx Land at Plover Road – Proposed residential development Transport Assessment 1 Introduction 1.1.1 Peter Brett Associates LLP (PBA) have been appointed by Starnes plc to provide transport support to a planning application for a proposed residential development on land adjacent to Plover Road in Minster, Isle of Sheppey. 1.1.2 The proposed residential use forms an outline planning application for 107 residential units which is based on 97 units (shown on the submitted masterplan) but with a 10% allowance to provide a robust assessment. This then allows a level of flexibility for the mix of residential development brought forward for a detailed scheme. A separate planning application has also been submitted at the same time for a foodstore and retail units which considers the residential use as part of this larger site. 1.1.3 The site is located in a residential area opposite Sheppey Community Hospital and is approximately 1.6Km from Minster High Street. An approximate site location (red circle) is illustrated below. 1.2 Proposed development 1.2.1 The existing site is scrub land and does not have any pre-existing use. With this comes an increase in population. With more people in the borough, the transport network needs to be able to cope without causing further harm to our environment. Furthermore, a national climate emergency has been declared in the UK and Swale cannot ignore this. In 2019 Swale declared a climate and ecological emergency and one of the main purposes of this is the reduction of carbon emissions in the borough. Swale has a commitment to reach zero carbon by 2030. Transport has a huge part to play in achieving this. Congestion remains a challenging problem in a rural borough like Swale and one which will need to be addressed if those who have an essential need to use cars – because they cannot switch to walking, cycling or public transport – are to be able to travel around the borough successfully. Issues related to poor air quality are high on the agenda, and if Swale is to meet the minimum EU standards for air quality, we need to reduce the emissions associated with transport. This new Transport Strategy is our most radical yet and seeks to ensure that sustainable and active travel become real choices for people in the borough so that the borough can become a less car dependent place.

    <DRAFT> BUS SERVICE IMPROVEMENT PLAN (BSIP) 2021-2026 SECTION 1 – OVERVIEW 1.1 Context and BSIP extent 1.1.1 This Bus Service Improvement Plan covers the whole of the Medway Council area, for which there will be a single Enhanced Partnership. Fig 1- Location of Medway 1.1.2 It is not intended to cover services which are excluded from the English National Concessionary Travel Scheme, even where these may be registered as local bus services in the Medway area. 1.1.3 We are working collaboratively with our colleagues at Kent County Council, who are producing a BSIP for their own area. However, our plans remain separate for a number of reasons: 1. Only a handful of routes offer inter-urban cross-boundary travel. 2. Although the Medway/Kent boundary cuts through the Lordswood and Walderslade areas, with one exception, services crossing this boundary in the contiguous urban area are effectively short extensions of Medway-focussed routes. 3. Medway is primarily an urban area with a small rural hinterland; Kent is a large rural county with a plethora of widely dispersed urban settlements. 4. Medway's socio-economic make up is considerably different to that of Kent as a whole. It is a lower wage economy, while more than 35% of jobs are in lower skilled categories, compared to under 30% in Kent, and even fewer in the wider south east (source: ONS annual population survey via nomisweb.co.uk). Indices of Multiple Deprivation are much poorer in Medway than in Kent (see appendix 1). 5. As a unitary authority, Medway Council has certain powers that are not available to Kent County Council.
