The current development proposals seek to provide a similar scheme, with an additional ten residential units and a significant upgrade to the A2 Keycol Hill / Rook Lane junction. 1.1.3 This Transport Statement (TS) has been produced in accordance with the Planning Practice Guidance (March 2014). Following this introduction, the TS is structured as follows:- • Section 2 summarises the existing transport conditions local to the site; • Section 3 sets out the development proposals; • Section 4 provides an assessment of compliance with transport planning policy; • Section 5 looks at the forecast vehicular trip generation of the proposals and; • Section 6 provides a summary and conclusion. 1.1.4 The proposals have been the subject of pre-application discussion with Kent County Council Highways and Transportation (KCC H&T). Page 2 of 19 Transport Statement for Land at Hill Farm, Bobbing Ref PL/HB/15326 2 Existing Transport Conditions 2.1 The Existing Site 2.1.1 The site is located to the north of the A2 Keycol Hill in Bobbing, approximately 3 km to the west of Sittingbourne. Figure 2-1 below shows the site in a local context. Site Location Figure 2-1: Site Location (courtesy of Google Maps) 2.1.2 At present, the site comprises an open, agricultural field. It is bound to the south- east and west by residential dwellings and by agricultural fields to the north and east. Demelza House Children’s Hospice is located to the west. 2.2 Local Highway Network 2.2.1 Rook Lane bounds the site to the west, measuring between 5.0 and 6.0 metres in width, allowing for two-way vehicle movements. It is a rural road subject to a national speed limit restriction. Sporadic street lighting is provided throughout its length. A traffic calming feature is provided in the form of a build out, narrowing vehicle flows to one-way, within the vicinity of the junction with the A2 Keycol Hill. Keycol Hill bounds the site to the south. It measures 6.7 metres in width and is subject to a 40mph speed limit within the vicinity of Rook Lane. 2.2.2 Access to the wider highway network is achieved via the A2 Keycol Hill. To the west, the A2 continues to the Medway Towns and to the east, it connects with the A249 which links the Isle of Sheppey and Maidstone via M2 Junction 5. 2.2.3 It is therefore evident that the site enjoys ready access to a range of local and regional destinations via the primary and strategic route networks. Page 3 of 19 Transport Statement for Land at Hill Farm, Bobbing Ref PL/HB/15326 2.3 Walking and Cycling Infrastructure 2.3.1 Rook Lane is not currently provided with formal footway infrastructure; however Keycol Hill is provided with a footway on its northern side measuring up to 2.0 metres in width. There are also a number of Public Rights of Way (PRoW) within the vicinity of the site, as shown in Table 2-2 below. Footpath ZR105 routes from Rook Lane across the railway line in the north leading towards Lower Halstow. Further PRoWs can be accessed from Footpath ZR105, providing the site with wider, local connectivity. Site Location Figure 2-2: Local PRoW Network (courtesy of KCC) 2.3.3 National Cycle Route 1 lies to the north of the site and can be accessed at Stickfast Lane, or at School Lane in Newington to the west, as shown in Figure 2-3 overleaf. This provides a continuous route along the east coast of England and provides local connectivity between the Medway Towns and Sittingbourne. At Howt Green, the route connects with National Cycle Route 174 towards Minster, on the Isle of Sheppey. These stops are served by a number of routes, which have been summarised in Table 2-1 below. This station provides access to London Victoria and Dover Priory via the Medway Towns, Sittingbourne and Canterbury at a frequency of one service per hour in each direction. Additional High Speed services to London St Pancras International can be accessed at Sittingbourne Railway Station. 2.5 Accessibility 2.5.1 The accessibility of the site is reflective of its semi-rural setting. Nevertheless, a number of local services and facilities are located within an acceptable walking distance, as accepted by the Local Planning and Highway Authorities previously. These include – but are not limited to – a convenience store, railway station and primary school. A summary of walking distances, measured along walking routes and not taken ‘as the crow flies’, is provided in Table 2-2 overleaf. Page 5 of 19 Transport Statement for Land at Hill Farm, Bobbing Ref PL/HB/15326 2.5.2 The walk times provided above are based on a walk speed of 80m per minute, a figure which is widely used to estimate walk times and forms the basis of the London Based Public Transport Accessibility Level (PTAL) analysis. It aims to provide a typical average value that estimates it takes 5 minutes to walk 400m, 10 minutes to walk 800m and so on.
