From 2018 to 2010, I led the Department of Geosciences at UMKC as department chair and then proceeded on sabbatical/development leave from 2010 to 2012 to serve as Executive Director and chief fiscal officer of the interdisciplinary Natural Resources and the Environment (NRE) research division of the Council for Scientific and Industrial Research (CSIR), South Africa. With an annual operating budget in excess of R150M (US$ 20M) and about 200 research scientists, engineers and technologists, NRE is the premier environmental research unit on the continent of Africa. Following my return to UMKC, the Dean of the College of Arts & Sciences appointed me to a Three-year term as director of the Center for Applied Environmental Research (CAER), which is one of UMKC’s interdisciplinary research centers. Most recently, I had another opportunity, this time as a consultant, to serve as Interim Executive Director of the West African Service Center for Climate Change and Adapted Land Use (WASCAL) from April 2017 to December 2017. WASCAL is an international research, education and service capacity-building organization co-funded by the German Federal Ministry of Education and Research (BMBF) and ten West African partner countries. As WASCAL’s Interim Executive Director, I had oversight and overall management responsibility for Ten (10) WASCAL funded graduate programs hosted by leading universities at nine of the WASCAL member countries in West Africa. WASCAL’s annual budget in 2017 was about 8 Million Euro with a full-time staff complement of 80, including about 45 research scientists. − Ability to conceptualize, fully resource, and manage major international research projects involving multiple partner institutions across continents. Scientific/Technical: − Possesses strong technical and scientific capability in the fields of satellite remote sensing; environmental assessment and monitoring; land use and land cover analyses; water resources applications, and regional climate modelling. Recognized with numerous awards (Appendix I). − Capacity to provide scientific analysis for addressing critical environmental issues, including climate change, water resource management, desertification, and environmental change, as well as issues related to alternative sustainable energy sources. − Possesses a very thorough knowledge of the broad issues of natural resource management and environmental sustainability. Page | 2 − Possesses strong analytical ability to diagnose development issues from multi-sectoral points of view, put them in proper perspectives and proffer workable suggestions and solutions. − Established a research laboratory at UMKC in 2002 and secured external research funding in excess of US$2M as Principal and/or co-Principal Investigator from agencies such as NASA, the US National Science Foundation (NSF) and many others (Appendix II). − Published over 40 research papers on a broad range of environmental issues in highly rated academic journals and presented more than 50 papers at professional meetings all over the world (Appendix III). Advisory & Advocacy - Contributions to National and Intergovernmental Processes: − Experience providing technical support, advisory services and input to national policy development processes, including recent work for the Government of Nigeria as Chair of the Advisory Committee on Agricultural Resilience in Nigeria (ACARN), which was charged with developing an agricultural resilience and climate-smart agriculture strategy for the Federal Ministry of Agriculture and Rural Development (FMARD). Other recent engagements include work for the South Africa Department of Environmental Affairs (DEA) developing policy documents and position statements on various UN Environmental Conventions including the Basel, Rotterdam and Stockholm Conventions. − Support for UNFCC processes through service on multiple WMO and UNEP committees, including membership in 2011 of the Steering Committee of the UNEP Bridging the Gap Report developed for the COP 17 in Durban, South Africa. − Regularly provides strategic policy advice on issues of development, resource management and environmental sustainability to senior government officials. Recently served as Advisor to the Climate Change Committee of the House of Representatives, National Assembly, Abuja Nigeria. − Has testified as expert witness before the South Africa Parliament Portfolio Committee on Science & Technology (2011), the Climate Change Committee of the Nigeria House of Representatives (2010), and the United States (U.S.) House of Representatives Select Committee on Global Warming & Energy Independence (2008) on the impacts of climate variability and climate change on society. − Consults regularly with government (National, State and Local), international agencies, civil society organisations, research institutions and other stakeholders on a wide range of environmental issues, including the urban environment, and sustainable development. − Recent appointments include membership of the Kansas City Environmental Commission (appointed by the Mayor of Kansas City); membership of the Technical Advisory Board of the UNESCO cross-cutting project on the application of remote sensing for water resources and ecosystem management in Africa (appointed by IOC-UNESCO); Representative, United States Commission for Geophysics & Meteorology, Pan-America Institute for Geography and History (PAIGH); and Council Member, African Association for Remote Sensing of the Environment (AARSE). − Served from 2015 to 2017 as Chair of the Scientific Advisory Committee (SAC) of the West Africa Science Service Center on Climate Change and Adapted Land Use (WASCAL). − Extensive experience serving on university and civic society committees (Appendix IV). Capable of leading technical teams on formulation and monitoring of development programs, including those related to natural resource management, environment (physical and human) and climate change. − Demonstrated capacity to organize large international conferences, workshops, seminars and produce reports to meet stated requirements and deadlines (Appendix V). Achievements: − Established a successful climate research laboratory at UMKC (Laboratory for Climate Analysis & Modeling - LCAM). − Developed curriculum for a new graduate degree emphasis area in climate science and introduced several new courses in climate and geo-computational sciences (Appendix VI) − Conducted fundamental and applied research on the characterization of land surface parameters such as phenology, land cover, soil moisture; and their assimilation into climate models. − Completed several Intensive Operational Period (IOP) field measurement campaigns to study the impacts of land cover changes on heat fluxes, air quality in rapidly changing urban areas. − Conducted highly successful international environmental assessment research projects on sensitive ecosystems in the Niger Delta and Lake Chad regions of Nigeria. − Obtained over US $2M in grant funding from national and international funding agencies to support LCAM research. − Awarded early tenure at UMKC in 2007 and promoted to rank of Associate Professor − Awarded the University of Missouri Kansas City Trustees Faculty Scholar Award in 2007 for exceptional merit and outstanding research achievement. − Successfully supervised and graduated 2 PhD, 5 MS students and currently advising 4 doctoral students. − Appointed Director of the UMKC Center for Applied Environmental Research (CAER) – effective January 1, 2015. − Promoted to rank of Full Professor – effective September 1, 2016 Page | 4 Sept. 2008 – August 2010: Department of Geosciences, University of Missouri-Kansas City (UMKC).
